Policy for the development of preschool education

The Government promulgates Decree No. 105/2020 / ND-CP stipulating a number of policies for preschool education development, including: Policies for preschool education institutions; policy for children; Policy for preschool teachers.

Policies for preschool education institutions

The decree states: Prioritize the investment of central and local funds from programs and projects to build public preschool institutions in communes with extremely difficult socio-economic conditions as prescribed by the Prime Minister, ensures that by 2025, 01 room/group, class will be achieved and meet the requirement of solidifying schools and classes.

Public preschool institutions in communes with extremely difficult socio-economic conditions, extremely difficult communes on coastal areas, islands, and communes in difficult areas as prescribed by the Prime Minister be supported by the state budget in organizing cooking for children. Funding for organizing cooking for preschool children is calculated on the number of children allowed to eat part-boarding, at least equal to 2,400,000 VND / 01 month / 45 children, the balance of 20 children or more is calculated one more support level. Each preschool education institution is entitled to no more than 05 times the above support level / month and no more than 9 months / school year.

Independent preschool institutions in areas with private industrial parks licensed by competent authorities in accordance with regulations have at least 30% of children being workers' children, working in an industrial park are provided with facilities once, including: providing teaching aids, toys and equipment according to the list prescribed by the Ministry of Education and Training and providing funding for repairing facilities to directly serve care, nurture and children education. The minimum level of support is 20 million VND / independent preschool institution.

Policy for preschool children

Decree stipulating preschool age children (excluding ethnic minority children with very few people as prescribed in Decree No. 57/2017 / ND-CP dated May 9, 2017 of the Government) studying at Kindergartens in preschool education establishments must satisfy one of the following conditions:

1- Having a parent or caregiver or a child permanently residing in a village with extreme difficulties, a commune with extremely difficult socio-economic conditions, or an extremely difficult commune in coastal areas and islands according to the Prime Minister's regulations.

2- There is no nurturing source specified in Clause 1 Article 5 of Decree No. 136/2013 / ND-CP dated October 21, 2013 of the Government providing for social assistance policies for social protection subjects.

3. Be a member of a family member of the poor or near-poor household according to the regulations of the Prime Minister.

4.Children Who are Martyrs’children, children of Heroes of the People's Armed Forces, children of war invalids and people enjoying policies such as war invalids and sick soldiers; children of a number of other policy beneficiaries according to the provisions of the Ordinance on preferential treatment for people with meritorious services to the revolution (if any).

5- Children with disabilities learn to integrate.

Children under the above subjects are supported with lunch money of 160,000 VND / child / month. The support period is calculated according to the actual number of study months, but not exceeding 9 months / school year.

Policy for preschool teachers

According to the Decree, preschool teachers who teach at odd places of public preschool institutions in villages with extreme difficulties, communes with extremely difficult socio-economic conditions, and extremely difficult communes in coastal areas, islands and communes in disadvantaged areas, according to the Prime Minister's regulations, one of the following conditions is satisfied:

1- Directly teach 02 sessions / day in groups of children, kindergartens from two years of age or older.

2- Directly teaching strengthening Vietnamese in groups of children, kindergartens with children from ethnic minorities.

The preschool teachers of the above subjects are supported monthly with an additional amount of 450,000 VND / month. The time to enjoy support is calculated according to the actual number of teaching months, but must not exceed 9 months / school year.

The allowance is paid in conjunction with the monthly salary payment and is not used for payment of social insurance benefits, health insurance and unemployment insurance benefits.
