The Ministry of Culture, Sports and Tourism has officially issued the plan to reopen tourism under new normal conditions. The plan has been completed after the Government announced the visa-free policy for citizens of 13 countries and the Ministry of Health published guidance on COVID-19 prevention and control for people entering the country.

In particular, the visa policy has been restored to the same as before the COVID-19 pandemic with unilateral visa exemption for 13 countries and territories: Federal Republic of Germany, French Republic, Republic of Italy, Kingdom of the West Spain, United Kingdom of Great Britain and Northern Ireland, Russian Federation, Japan, Republic of Korea, Kingdom of Denmark, Kingdom of Sweden, Kingdom of Norway, Republic of Finland and Republic of Belarus and bilateral visa exemption for 88 countries.

The flexible international welcoming process when entering Vietnam is not required to have a certificate of full dose of vaccine or have recovered from COVID-19 within 6 months. The tourists only need to have a negative test within 72 hours before departure by air if using the RT-PCR/RT-LAMP method, or within 24 hours if using the rapid test method.

The passengers entering the country by air do not have to be re-tested and there are no quarantine regulations. In case having symptoms of COVID-19 infection, the test is required to take, if positive, follow the instructions of the Ministry of Health.

For the passengers entering the country by road, rail, or sea, they can test before exit like by air if the travel time is short. If the trip is long, get tested for COVID-19 at the border gate. Accordingly, within 24 hours of rapid test or PCR test.

Children under 2 years old entering by any means are not required to be tested for COVID-19 and participate in activities outside the accommodation with their parents and relatives.

The tourists must make a medical declaration before entry and use the medical declaration application (PC-COVID), implement pandemic prevention and control measures as prescribed during their stay in Vietnam.

The plan to reopen tourism

After entry or participating in tourism, the tourists need to continue to monitor their health for the first 10 days, if there are symptoms of SARS-CoV-2 infection, they must immediately notify the nearest medical facility for timely guidance and management.

The tourists with medical or travel insurance that cover COVID-19 treatment with a minimum liability of $10,000.

The tourists going abroad (outbound) must comply with regulations on immigration, health and related regulations of Vietnam and other countries and territories to travel and visit.

For domestic tourism activities implemented in the spirit of Resolution 128 of the Government to adapt safely, flexibly and effectively control the COVID-19 pandemic; Implementing the program to stimulate demand and recover domestic tourism nationwide; Organizing promotions to promote destinations, establishing attractive tourism products and experiences.

The plan also stipulates the organization of implementation among ministries and sectors based on the functions and tasks of each party.

“With this plan, the Ministry of Culture, Sports and Tourism will completely reopen tourism with all three types: international tourism, Vietnamese tourists traveling abroad, and domestic tourism. Foreign tourists when entering Vietnam are treated like domestic tourists, without discrimination", Mr. Nguyen Quy Phuong, Director of the Travel Department (VNAT) shared with the News Agency.
