The fields of Culture, information, education, health, and ensuring social security were concerned and implemented effectively; poverty reduction achieves good results, ensuring the schedule of the plan. The Prevention and Prevention of Covid-19 epidemics are actively and proactively implemented drastically, promptly and effectively.

Dang Xuan Phong provincial secretary of the committee affirmed that Lao Cai Province has the will, aspirations, potential, unique advantages and desires to contribute more and more responsibly to the general development of the region by specific things, in which the focus is on fulfilling the very heavy task assigned by the central and government - that is to become "the pole of growth and the center of the economic connection between Vietnam and ASEAN countries with the Southwest - China". In order to realize this goal, as well as "turning potential into resources, into material goods" as directed by the prime minister, in addition to the efforts, overcome the difficulties of going up by the party, the government, people of Lao Cai Province, it is necessary to have the central attention and support to "create more" and “create new" resources for the province. Therefore, Lao Cai province proposes and requested to the government, the prime minister and the ministries and central sectors, focus on 3 main groups of issues: inter-regional connectivity, the focus is on transport connectivity; specific mechanisms and policies for developing specific economic zones; territorial borders, defense and security.

Regarding the proposal to connect the region, the Secretary of the provincial Party Committee Dang Xuan Phong said that for Lao Cai to become a “connection center”, it must solve two inseparable problems: “combine - link” and “join - connect”; in which, the transport infrastructure serves as the driving force. The development zone must be developed; the province wants to be modern, the traffic must also be modern. Therefore, the requirement to develop a diversified, interconnected infrastructure system, namely foreign traffic (airports, railways), inter-regional traffic; inter-regional traffic (highways, pre-highways, national highways, waterways) has a special significance and is identified as one of the strategic breakthroughs. Therefore, for foreign traffic, Lao Cai Province asked the Prime Minister to have an opinion to exchange at the government level with the Chinese government to accelerate the process of negotiating, signing agreements and protocols to build a new road bridge over the Red River in Ban Vu commune, Bat Xat district, Lao Cai Province to soon implement the bridge construction. 

For the Noi Bai - Lao Cai Highway, Lao Cai Province asked the Prime Minister to allow priority investment in upgrading and extending the Yen Bai - Lao Cai stretch (also 83 km) to 4 lanes in 2023, completed in 2025; at the same time directing adjustments to increase the maximum speed of the whole line to 120 km/h; ensuring goods rotated throughout the economic corridor for 1 day. At the same time, for investment policy to extend 6 lanes full line as planned will be completed by 2030.

For the Sa Pa Airport Project, Lao Cai Province asked the Prime Minister, ministries and central sectors to support and orientate the construction of Sa Pa airport into an International Airport by 2030 so that Lao Cai Province immediately update this content into the provincial planning is expected to be submitted to the prime minister in September 2022. 

For the railway, Lao Cai Province asked the prime minister to have an opinion to exchange at the government level with China to accelerate the process of signing the agreement and implement the connection between Lao Cai station (Vietnam) - Hekou BAC station (China); the government, the prime minister directed early Investment Research Lao Cai - Hanoi - Hai Phong gauge 1,435 mm.

Regarding the proposal regarding mechanisms and policies, the Secretary of the Provincial Party Committee Dang Xuan Phong stated: In addition to the institution for regional links being built and completed by the government, ministries and sectors, the resource issue is of particular importance. Lao Cai Province has determined that if only the central investment and support will not be able to break up and achieve the objectives of Resolution 11. Therefore, following the four pillars of the economy identified in the provincial planning, Lao Cai proposed to the Prime Minister and the Delegation a number of specific mechanisms and policies for the province to actively participate more actively.

Regarding tourism, the government and the ministries and central sectors are asked to allow the implementation of some specific mechanisms for Sa Pa national tourism area such as allowing to invest in business services of bonus games on rewarding electronic games machines and gaming tables (Casino) in Sa Pa Town; allowing the province to use 100% of land lease revenues for investment as for land use revenues, the proposed revenues are excluded before calculating the increase in revenues for wage reform; pilot time by the end of 2030, this funding is only used to spend on improving the infrastructure system of Sa Pa Town; authorization or decentralization for the province is adjusted locally to the general planning of construction of Sa Pa national tourist area - Sa Pa Town until 2040 on the basis of unified opinions of specialized agencies (after the prime minister approved the planning).

Regarding the development of the Border Economic Zone, the government shall allow Lao Cai Province to pilot the implementation of the cross-border Economic Cooperation Zone within the Lao Cai Border Economic Zone in accordance with the tasks and solutions defined in Resolution 11-NQ/TW; the prime minister shall allow Lao Cai Province to leave about 50% of the excess of export and import revenue compared to the central estimates for annual delivery to the end of 2030 to invest in infrastructure connecting Lao Cai Border Economic Zone.

Regarding industrial production, it is recommended that the government soon have solutions to dismantle and restructure the operation of Viet Trung mineral and Metallurgy Joint Stock Company (VTM); adjust the ratio of the distribution of mineral rights to licenses granted by the central level according to the ratio of Central enjoyment 30%; local enjoyment 70%. Regarding agricultural development, new rural construction, the government is urged to “pilot some community-based sustainable forest management models" with the focus on the early promotion of the carbon credit market under Resolution 96 of the government associated with stability and gradually improve income and people's lives in ethnic minorities and border areas.

Lao Cai Province also proposes to the government and the central ministries and sectors some content related to the management of national borders and territories. The historical and revolutionary tradition through the period of Lao Cai is a great resource and motivation for the development of the province.

Continue to thoroughly understand the party's guidelines, resolutions of the Politburo, and Government action programs to concretize into specific tasks, organize for good, timely adjust the objectives and solutions to suit the reality.

On the basis of different potential, special advantages, especially, Lao Cai needs to turn potential into forces and resources to develop; promote self-reliance, self-strengthening, self-rise, contribute to building an independent economy, autonomy, proactively integrate the international economy deeply, substantially, effectively; strengthen decentralization, decentralization, individualization of responsibility goes hand in hand with inspection, supervision, control of power; improve the level of organization to carry out tasks of all levels; build a unified administrative body, unify, act; take people and businesses as the service center; build a team of professional, dedicated, for the service of people; promote the prevention of negative, corruption, waste.

For specific tasks, Lao Cai needs to continue focusing on disease prevention, especially vaccination according to the guidelines of the Ministry of Health for vaccinated subjects. "Over the past two years, we have been struggling to prevent the Covid-19 epidemic, so we need to focus more on this work, not to let the medical epidemic outbreak again. Continue to pay attention to medical work, not to be short of drugs and medical supplies as in the past time in a pure and transparent spirit and must consider this as an important task," the Prime Minister recommended. 

Deeply interested in education - training, always considering it as a national policy, thereby improving the quality of human resources, serving the development of the locality. 

Furthermore, it is necessary to exploit and maximize the cultural identity of Sapa brand, take the Red River as a vertical axis development not only for Lao Cai but also for the region; do investment research to build more bridges across the Red River, develop space along the banks of the Red River in the spirit of “crossing the river, build a bridge, crossing the mountain, dig a tunnel and crossing the field, dump the soil”; at the same time, “must” resolve "the bottlenecks and knots; planning must have foresight, strategy, innovative thinking, and spend time for planning. “In planning, beautiful places to be reserved for production, business, job creation for workers, not for urban and real estate," the Prime Minister asked.

Focus on speeding up disbursement of public investment. If there are problems, they should proactively propose to the National Assembly, the Government, relevant ministries and branches; urgently implement 3 national target programs. Restructuring production, investment, avoiding spread, important work is done first, not split investment resources, leading to fragmentation, minorities.

Development of infrastructure synchronously, in collaboration with relevant ministries and sectors to complete investment planning and development of rail and inland waterways infrastructure.
Digital transformation, digital government building, digital society, digital citizens need to be stronger, more drastic, that is the trend of the era. In parallel with that, green energy transformation and climate change prevention.

Uphold national border security sovereignty, balance resources to timely allocate for anti-landslide and erosion of border areas.

Actively linking, connecting, international economic cooperation; transparent competition on the line of economic cooperation; building good relations with the localities of China, ensuring the promotion of the two localities.

There are solutions to mobilize public-private resources, State capital is the lead, prime capital to mobilize other capital sources, increase revenue and save expenses to move towards self-balancing the budget.

Focus on administrative reform; directly support and guide people to use smart technology applications, e-commerce, public administration services; participate in digital transformation in each field of life.

Regarding the proposals and recommendations of Lao Cai, on the basis of opinions of leaders of central ministries and branches and surveys and practical studies, the Prime Minister basically agreed, on the principle of ensuring the right of the provisions of the law; create a mechanism to open up and mobilize maximum resources for development.
