At the time of re-establishing the province, the first issue of Lao Cai Arts and Culture Magazine (now Fansipan Magazine) was the Xuan Nham Than issue, January 1992, the front page solemnly published the Letter to Lao Cai writers and artists from Mr.Trang A Pao, at that time he was the member of the Party Central Committee, Provincial Party Committee Secretary. In the letter, he expressed his belief that by their creative works, the writers and artists will make positive and worthy contributions to the construction and development of Lao Cai in the near future as well as in long term, meeting the increasing demand of the spiritual life of officials and people of all ethnic groups in the province, and at the same time contributing to enriching the country's culture and art.

It shows that right from the early days of re-establishment, the Provincial Party Committee, Provincial People's Council, Provincial People's Committee have been very interested in the field of culture and literature - art. Lao Cai Literature and Arts Association has gradually established and developed. After 30 years, there have been some very proud achievements in terms of teams, works and emulation achievements. Membership from 19 people in 1991, up to now there are 120 people. The branch level has 5 affiliated branches and 5 branches of the central specialized literary and artistic association operating in Lao Cai. Many members, membership are admitted to the Central specialized association. Many leaders, former leaders of the association were honored to receive the Labor Medal, Certificate of Merit from the Provincial Party Committee, Provincial People's Committee, Provincial Committee of the Central Committee the Vietnam Fatherland Front and some central departments, ministries and branches. Recently, the association was honored to be awarded the Flag of the Provincial People's Committee for patriotic emulation achievements in the period 2015 - 2020; Emulation flag of the Prime Minister; Fansipan magazine received the Certificate of Merit from the Minister of Information and Communications… The past 30 years have confirmed the province's practical interest in the development of culture in general, and literature and art in particular. The Provincial Party Committee has issued plans to specifize the views and guidelines of the Party Central Committee on culture and arts into life, focusing on leading, directing and promoting the development of literature and art in the right direction and orientations, making the association's work more favorable, artists and writers properly aware of the roles, functions and missions of revolutionary literature and art. The Provincial Party Committee, People's Council, and People's Committee of the province have allowed the organization of the annual Literature and Arts Awards to encourage writers and artists to competitive and creative, and taking seriously of the role of literature and art in economic development. (Decision No. 111 dated on March 28^th, 2002 of the Provincial People's Committee on the Literary - Art Prize of Lao Cai), for organizing the Literature - Art Award named after Fansipan (5 years/time) according to Decision No. 110 dated on March 28^th, 2002 of the Provincial People's Committee.   

Under the authorization, Mr. Do Duc Lieu, Deputy Head of the Propaganda Department of the Provincial Party Committee awarded the Certificate of Merit from the Minister of Information and Communications to Fansipan Magazine.

During the past 30 years, the province has always paid practical attention to literary and artistic work, focusing on improving the quality of leading human resources of the association. (By term VIII, period 2017 - 2022, 100% of members of the Executive Committee of the Association have advanced degrees in political theory, university education or higher; 100% are members of the executive committee of the association of arts and sciences at the Central level). Over the past 30 years, 75 members of the Provincial Literature and Arts Association have been admitted to the Central specialized literary and artistic associations. Many members have won prizes from the Vietnam Union of Literature and Arts, the central specialized literary and artistic associations and some central departments, ministries and branches.

In terms of material conditions and operating funds: The province always cares about creating favorable conditions for the association to operate by assigning the task of advising and developing the operation plan in line with the province's political tasks each year. Recently, the province has promulgated the project on development of literature and art up to 2025, creating new motivation for Lao Cai literature and art to continue to devote and make worthy contributions to the construction and development of Lao Cai province to meet the requirements of the times.

Looking back on 30 years of re-establishing the province, Lao Cai literature - art and the literature - art association have always performed well political tasks. The Provincial Association of Literature and Arts has affirmed the role and mission of gathering and uniting writers and artists, making worthy contribution to the building the strong culture, contributing to the social economic development of the province.

Excited and happy with the achievements made in the past 3 decades, the association and the team of artists and writers continue to understand and organize the implementation of the Party's resolutions, continue to be creative and strongly advise the province for the team of artists and writers to promote the role and mission of revolutionary literature and art. The whole association actively participated in the successful implementation of Resolution No. 09 dated on August 27^th, 2021 of the Standing Committee of the Provincial Party Committee on the construction and development of culture and humaninty in Lao Cai to meet the requirements of integration and sustainable development.

Believing that, with the path and viewpoint on culture and art of our Party, with the practical interest of the province and the creative efforts of the association and its members - artists and writers through the 30 years of re-establishing the province (1991 - 2021), Lao Cai literature and art will make more worthy contribution in the new journey of Lao Cai province.
