Implement the “Framework Agreement for Cooperation between Lao Cai Province (Vietnam) and Nouvelle Aquitaine Region (France) for the period 2020-2023”

Protect and promote the value of cultural and natural heritages; French language teaching and professional training; develop ecotourism and extreme sports; implementation of agro-ecological and forestry models are the four main contents of the implementation plan of the "Cooperation Framework Agreement between Lao Cai Province (Vietnam) and Nouvelle Aquitaine Region (France) for the period of 2020 - 2023)" "Just promulgated by Lao Cai Provincial People's Committee on May 19, 2021".

Lao Cai will coordinate and develop scientific processes for environmental and biodiversity research from 2020 to 2023 in order to protect and promote the value of cultural and natural heritages. Protect forest environmental resources and research climate change in Hoang Lien National Park. Strategic development cooperation in the field of environmental education with schools in the core and outer areas of Sa Pa's Hoang Lien National Park. Investigate and fund the development of a water and air quality monitoring project in Lao Cai. Continuing to carry out training activities in the fields of culture and art, tourism, and tourism management for staff of the Provincial Museum, Provincial Tourism Information and Promotion Center, and Hoang Lien National Park. Continue to support and advise on the design of outdoor spaces at the Provincial Museum and the Provincial Tourism Promotion and Information Center; consulting on the construction of interpretation centers at Hoang A Tuong house architectural and artistic relics, Sa Pa tourist house, Sa Pa gallery, Van Ban district, Muong Khuong district. Coordination with French units to assist Lao Cai province in the collection of documents, photos, and short films about the history of Sa Pa and Lao Cai province…

In the period of 2020 - 2023, Nouvelle Aquitaine Region (France) continues to support and advise on outdoor space design at Lao Cai Provincial Museum.

Continue to teach French in Lao Cai to increase opportunities for students to work in tourism; capacity building of French language teachers in Lao Cai province and in France with the participation of one expert volunteer. Support the establishment, operation, and management of the Tourism Foreign Language Center in Sa Pa under the Lao Cai Tourism Information and Promotion Center with at least three classes, and expand the model with at least one class in the city of Lao Cai, Bac Ha district. Support the Lao Cai Tourism Information and Promotion Center's Center for Tourism Professional Practice and Evaluation to advise, evaluate, provide additional training, and improve training content based on the needs of the province; connect the French language with the Center to ensure students a career and add an international language.

Lao Cai has enormous potential for developing eco-tourism and adventure sports products; in 2019, the province collaborated with French experts to test paragliding models, waterfall slides, and other products in Sa Pa. To promote this potential and advantage, Lao Cai will continue to collaborate with the Nouvelle Aquitaine Region (France) to develop ecotourism products suitable for environmental protection; additional training of staff from Hoang Lien National Park and the Lao Cai Provincial Tourism Information and Promotion Center on management and promotion of new tourism will be provided in the coming period. Assist the Lao Cai Tourism Information and Promotion Center in developing regional tourism strategies, tourism products, and communication strategies, as well as in promoting services. Support district or provincial tourism centers in improving services and managing and organizing international-caliber cultural and sporting events. Continue to develop special tourism products in the Bac Ha district, as well as support and develop new extreme sports models such as Canyon, aerial activities, paragliding, and cliff climbing, in order to diversify and develop the province's tourism economy. Building the first training center; organizing training classes and awarding French certificates of proficiency to extreme sports instructors in Lao Cai, Sa Pa, and Bac Ha districts.

Since 2017, through the Nouvelle Aquitaine Region, its partner-the Agrisud International has been implementing the IDEAS Project - Enhancing the incomes of ethnic minorities through sustainable agriculture in Lao Cai province through the Nouvelle Aquitaine Region. As a result, more than 300 households in the core communes of Hoang Lien National Park will be able to increase their income by participating in farming and breeding models geared toward sustainable agriculture. In the years 2020-2023, Hoang Lien National Park will continue to develop new ecological agricultural models and diversify its products. Continue to support crop structure transformation to help farmers reduce poverty by focusing on production linkages and the development of local agricultural product value chains. Feasibility study to support organic agricultural production model, training staff and people for the purpose of developing sustainable projects and agro-ecosystem management and transferring production techniques. The production of agroforestry is linked to the preservation of indigenous genetic resources.

Before that, Lao Cai Provincial People's Committee signed a Framework Agreement on cooperation with the Nouvelle Aquitaine region (France) for the period 2017 - 2019 in many fields such as culture, tourism, agriculture, construction, and environmental education, biodiversity monitoring research, training./.
