Online conference between Secretary of Provincial Party Committee of 4 provinces of Lao Cai, Ha Giang, Lai Chau, Dien Bien (Vietnam) and Secretary of Yunnan Provincial Party Committee (China)
On the afternoon of April 27, at the Provincial Convention Center, Comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation attended an online conference between the Provincial Secretary Party Committee of 4 northwestern border provinces including Lao Cai, Ha Giang, Lai Chau and Dien Bien (Vietnam) with the Secretary of the Yunnan Provincial Party Committee (China). The conference was chaired by Lao Cai province on the Vietnamese side.

Representatives of the agency of Vietnam included comrades: Ngo Le Van, Deputy Head of the External Relations Department of the Party Central Committee; Pham Trung Nghia, Political Counselor of the Vietnamese Embassy in China; Nguyen Trung Hieu, Consul General of Vietnam in Kunming, Yunnan (China).
Attending the conference on the side of Yunnan province (China) were Comrade Wang Ning, Alternate member of the Central Committee of the Communist Party of China, Secretary of the Provincial Party Committee.

This is the second time that the conference between the Secretary of the Provincial Party Committees of the four northwestern border provinces of Vietnam and the Secretary of the Yunnan Provincial Party Committee (China) has taken place, and the conference is held in an online format. At the conference, the parties jointly assessed the results of cooperation between localities since the first conference was held in May 2021; exchanged experiences in Party building and poverty reduction activities; cooperation in disease prevention and control; establish a mechanism for exchange and cooperation in agriculture, etc.

As the opening speaker in the four border provinces of Vietnam, Secretary of the Provincial Party Committee Dang Xuan Phong emphasized: Lao Cai province has a strategic position in the "Belt and Road" initiative and economic corridor of Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh. Lao Cai has a convenient and diverse traffic network, creating conditions for localities and provinces in the region to strengthen links and cooperation with Yunnan province (China).
The development direction of Lao Cai in the future has been shaped as a "growth pole" of the Northern Midlands and mountainous region, a "center of economic trade connection between Vietnam and ASEAN countries with Southwest China".

Lao Cai has completed the formulation of the Provincial Planning for the period of 2021 - 2030, with a vision to 2050; the identification of infrastructure investment as one of the strategic breakthroughs; focusing on implementing "Project on building economic zone across the border between Lao Cai - Ha Khau".
At the conference, Secretary of the Provincial Party Committee Dang Xuan Phong proposed and recommended contents of cooperation in the coming time, which include: The 5 provinces agree on awareness and action to continue to strengthen the implementation of the cooperation mechanisms signed by the parties.

As for Yunnan province (China), Lao Cai proposed to continue promoting cooperation in four areas, focusing on completing infrastructure to meet import and export requirements; improving the quality of economic cooperation; promoting the implementation of the Vietnam - China border trade agreement; continuing to create favorable conditions and environment to attract businesses to invest in the fields of border economic development.
At the conference, the parties shared that, under the direct direction of the Committee on land border cooperation between Vietnam and China, the provinces should actively implement development cooperation activities in the the border between the two countries according with the legal documents on the land border between Vietnam and China and relevant agreements; jointly build a peaceful, stable and friendly border, contributing to the stable, healthy and sustainable development of the comprehensive strategic partnership between Vietnam and China.
Leaders of the Central Committee for External Relations of the Communist Party of China and the Committee for Foreign Affairs of the Central Committee of the Communist Party of Vietnam spoke at the conference and highly appreciated the cooperation results between localities of Vietnam and Yunnan province (China) over the years.
The Central Committee for External Relations of the Parties of the two countries also expressed their wish that in the coming time, the two countries would continue to strengthen cooperation in various fields, contributing to the socio-economic development of the provinces and stability, development and common prosperity of the two countries.
The two countries also agreed to continue to request the competent authorities to allow to organize the third conference between the Provincial Party Secretary of Lao Cai, Ha Giang, Lai Chau and Dien Bien provinces (Vietnam) and Yunnan province (China) in 2023.

At the end of the conference, the provinces signed the minutes of the meeting between the Secretary of the Provincial Party Committees of the four northwestern border provinces of Vietnam and the Secretary of the Yunnan Provincial Party Committee (China).
