In 2021, in the context of complicated pandemic developments, Lao Cai province directed the implementation of unified and synchronous administrative reform from the province to the grassroots. Promote the provision of online public services at level 3 and level 4 to best serve the needs of people and businesses.
The total number of administrative procedures (administrative procedures) at the three provincial, district and commune levels is 2,011 administrative procedures, of which the provincial level is 1,569 administrative procedures; district level is 300 administrative procedures and commune level is 142 administrative procedures.
100% of Lao Cai's administrative procedures have been updated and made public on the National Database of Administrative Procedures on the National Public Service Portal (http://dichvucong.gov.vn ); 100% of the published administrative procedures are updated and publicly listed on the Lao Cai Provincial Public Service Portal (http://dichvucong.laocai.gov.vn ).
Currently, more than 700 administrative procedures have been reduced by 30-50% of the processing time compared to regulations by agencies and units. Thereby, creating more favorable conditions for people and businesses, saving more than 108 billion dong.
Lao Cai has also increased the application of information technology to administrative procedure settlement at the One Stop, making the handling of administrative procedures documents public and transparent; The work of directing, monitoring, urging, and reporting on the situation and results of administrative procedures settlement is quick and convenient.
The Lao Cai Public Administration Service Center handles administrative procedures according to the one-stop, one-stop mechanism, providing online public services, connecting online public services with the National Public Service Portal. The Center currently has 24 agencies and units that receive documents and return administrative settlement results, including: 18 departments, departments and branches under the People's Committee of Lao Cai province, 04 central vertical units located in Lao Cai province and 02 enterprises providing public services. In addition, there are businesses that provide services to people when needed.
The center provides online public services for organizations and citizens through the online public service portal of Lao Cai province (http://dichvucong.laocai.gov.vn ). People and businesses only need to access the above addresses to settle, look up and monitor the progress of administrative settlement via the Internet.

In the first six months of 2021, Lao Cai Public Service Portal provides more than 1,200/2,022 online public services at level 3 and level 4, reaching 59%. In which, providing over 800 online public services at level 4, reaching 41%. Lao Cai province has integrated and provided 454/1,202 online public services at level 3 and level 4 on the National Public Service Portal, reaching 38%. The ratio of online settlement dossiers to the total administrative procedure settlement dossiers was 90,975 dossiers received online/164,044 administrative procedures dossiers reaching 55.46%.
The One-stop-shop division at all levels well implements the one-stop, one-stop mechanism. At the district-level One-Stop Department, online payment of fees, charges and financial obligations has been provided on the Provincial Public Service Portal through the Online Payment Platform on the National Public Service Portal in administrative procedure handling.
The Public Administration Service Center cooperates with VNPost of the post office to create more ways to serve people and businesses. The number of applications selected by customers to register and receive results via the public postal service (from December 10, 2020 to June 7, 2021) is over 46,000 records.
It can be affirmed that, besides the positive meaning in COVID-19 prevention and control, the above results show that Lao Cai is also ready to provide online public services and develop at a high level and broader scope. in the future for people and businesses.
