Promote the development of critical economic regions

On September 11, 2020, the Government issued Resolution 128 / NQ-CP on tasks and solutions to promote key economic regions (KTTD).

Accordingly, the Government requires localities in the critical economic region to grasp the views thoroughly and strictly implement: Renovate thinking, create, arouse strong aspirations for the rise of the whole area and each locality, promote self-reliance and identify breakthrough factors to strive for growth, rapid development, sustainably contribute practically to the realization of the development aspirations of the region and the whole country. Urgently perfect institutions, mechanisms, and policies on regional coordination to promote the linkage of key economic areas to ensure proactiveness and efficiency; promptly report to competent agencies to remove difficulties and problems in the process of implementing regional links.

Develop national and regional planning from 2021 to 2030, with a vision to 2050, ensure a long-term vision, promote available potentials, advantages, and specific linkages of each region. Develop a provincial plan for the period 2021 - 2030, with an eye to 2050 by the method of integrating many projects, demonstrating the role of the "leader" of the critical economic region with a way to innovate, without spread thinking, just think about the benefits of a locality, but ignore the regional and national factors.           

Develop a specific policy mechanism to mobilize social resources and allocate appropriate investment resources from the state budget from 2021 to 2025 to develop infrastructure in key economic regions, especially inter-regional traffic and irrigation projects, important large-scale projects with positive spillover effects, flood-proof construction, water storage, salt control, and climate change adaptation. Identifying industries and fields suitable to each region's characteristics and comparative advantages and each locality in the region to focus on attracting investment, limiting the spread, overlap, and competition among regions and internal area; avoid dependence on some unsustainable sectors and fields, and have no growth.
