At the meeting, the leaders of Lao Cai province reported to Mission delegates a number of highlights in implementation of the Resolution of the XV^th Provincial Party Congress, objectives, directions and solutions to implement the tenure tasks of 2020 - 2025. Up to now, there have been 25/25 targets of the Resolution of the Congress have been completed, of which, there are 12 targets exceeded; economic growth rate averages 10.02%/year; The average GRDP income of people is VND 77 million/year, ranking the second in Northern Midland and Mountain provinces. By 2025, Lao Cai aims to be a comprehensive development province of the Northern midland and mountainous region, becoming a center and a bridge for economic and external trade between Vietnam and ASEAN countries and the Southwest region (China).

Chairman of the Provincial People's Committee Dang Xuan Phong reported to Delegation on socio-economic development situation of the province.

Regarding implementation of Directive No. 35 - CT/TW of May 30, 2019 of the Politburo on the progressive party congress to the 13^th National Party Congress, to the beginning of June 2020, the Party Cell and Party Committee has finished the congress; By June 30, all party committees under provincial Party Committee had finished holding the meeting, 2 months before request of the Central Government.

Also at the meeting, the provincial leaders reported to the Central Mission on a number of creative and effective ways of Lao Cai in prevention and control of Covid-19 epidemic over the past time.

Secretary of the Provincial Party Committee Nguyen Van Vinh made a number of recommendations and proposals to the Mission.

Recommendations and proposals of the province to theCentral Government are: The Politburo will soon issue a resolution on socio-economic development and ensure national defense and security in the Northern midland and mountainous areas (replacing Resolution No. 37 - NQ/TW of July 1, 2004 of the Politburo), giving Lao Cai province a basis to supplement draft document to submit to provincial Party Congress for the term 2020-2025.

Specifically, in terms of socio-economy: Lao Cai province asked the Central Government to consider and support the support policy for the province to implement a number of key projects from central budget; support implementation of ODA projects for sustainable tourism development in association with Sa Pa National Tourist Area; supporting construction of Sa Pa Airport; supporting development of Lao Cai border-gate economic zone into a center for goods transshipment, import-export of Vietnam, ASEAN and international; arranging investment capital for embankments of border rivers and streams; suggest that the Government should soon provide guidance on the conversion of forest land to socio-economic development projects…

Mr. Nguyen Van Nen, Secretary of the Party Central Committee, Chief of the Party Central Office spoke at the meeting.

Speaking at the meeting, Mr. Nguyen Van Nen, Secretary of the Party Central Committee, Chief of the Party Central Office welcomed Lao Cai province to achieve successes in implementing goals of Resolution of the Provincial Party Congress XV, effort in preventing and fighting Covid-19 and the proactive and active organization of party congresses at all levels. Regarding the task in the coming time, the Chief of the Party Central Office suggested that Lao Cai province should further improve the linkage role, the central role of the region and an important position on the Kunming international economic corridor (China) - Lao Cai - Hanoi - Hai Phong - Quang Ninh.

Lao Cai province needs to analyze and assess objectively and clearly the impacts of the Covid-19 epidemic on province's socio-economy, thereby promoting collective intelligence to make relative correct predictions, drawing experience, especially in the draft political report submitted to the XVI Provincial Party Congress.

Regarding the contribution to the 13^th National Congress document of the Party, Lao Cai province needs to study and summarize from practice to contribute to helping Central complete the institution, mechanisms and policies to develop agricultural production and rural development models, international cooperation economy, market economy and multi-dimensional poverty reduction policies. In fact, over the past time, Lao Cai has had dynamism, flexibility and creativity in many ways and has been successful; many models of Lao Cai are highly appreciated by the Central Government and localities.

Regarding recommendations and proposals of the province, the mission of the Party Central Committee Secretariat will select and report to the Politburo, the Secretariat and the Government for consideration and settlement.
