At the beginning of the term, the poverty rate in the province (when it included Lao Cai and Yen Bai before the merger) was 21.24%, equivalent to 84,076 poor households. This figure represented a huge challenge because poverty was concentrated mainly in ethnic minority areas and particularly difficult mountainous communes.
Lao Cai currently has approximately 380,000 young people (70% of whom are ethnic minorities) – a large and potential labor force. To address the employment needs of this workforce, the role of the Youth Union has been significantly enhanced in recent years in facilitating Lao Cai laborers to work abroad under contracts.
After two days of intensive, democratic, and highly responsible deliberations, the Sixth Session (the year-end regular session of 2025) of the 16th Lao Cai Provincial People’s Council for the 2021–2026 term successfully completed its full agenda and adopted 46 important resolutions. The closing session was chaired by Mr. Trinh Viet Hung, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Council, together with members of the Standing Committee of the Provincial People’s Council.
In the 2021-2025 period, the close coordination between the Department of Culture, Sports and Tourism and the Lao Cai Provincial Border Guard has created a clear shift in foreign information work, contributing to building a peaceful, friendly, cooperative and developed border.
On the evening of November 19, at Nam Cuong Square, Cam Duong Ward, Lao Cai Province, the Opening Ceremony of the Red River Festival 2025 took place with the theme "Where the Red River flows into Vietnam".
At the Fifth Session (Special Session) held on the morning of November 14, the Provincial People's Council conducted personnel work according to its authority, electing Mr. Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee to hold the position of Chairman of the Provincial People's Committee, term 2021 - 2026. As a result, Mr. Nguyen Tuan Anh received 100% of the votes in agreement.
On the afternoon of November 9, at the Provincial Conference Center in Cam Duong Ward, Ms. Pham Thi Thanh Tra - Member of the Party Central Committee, Deputy Prime Minister and the Central Working Delegation had a working session with Lao Cai province on the implementation of the 10-month socio-economic development plan, directions and tasks for the last months of 2025; the disbursement of public investment capital and the results of the implementation of local government at 2 levels in the area.
Implementing Plan No. 140 of the Provincial People's Committee, on November 5, the delegation of Lao Cai province led by Mr. Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee visited and worked with Hong Ha and Van Son districts, Yunnan province, China. Accompanying the delegation were leaders of relevant departments and branches of the province.
Within the framework of the 5th annual conference between the Provincial Party Secretaries of Lao Cai, Lai Chau, Tuyen Quang, Dien Bien (Vietnam) and the Provincial Party Secretary of Yunnan (China) taking place in Lai Chau province, on the afternoon of October 29, Mr. Trinh Viet Hung - Alternate member of the Party Central Committee, Provincial Party Secretary, Chairman of the Provincial People's Council had a bilateral meeting with Mr. Vuong Ninh - Member of the Central Committee of the Communist Party of China, Provincial Party Secretary, Chairman of the Standing Committee of the National People's Congress of Yunnan province.
On October 21, 2025, in Lao Cai ward, Lao Cai province (Vietnam), a conference to promote economic and trade cooperation between Lao Cai province and Dali prefecture (Yunnan - China) took place.
