Speaking at the opening of the meeting, Mr. Nguyen Van Vinh, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: In the first 6 months of 2020, Lao Cai province was seriously affected by Covid-19 epidemic. In particular, production and business activities were stopped; trade and investment was interrupted; social activities, education, health care, tourism, culture and people's life are greatly affected by the epidemic.

Facing these difficulties, under the leadership of the Provincial Party Committee, People's Council, People's Committee, all levels and branches have effectively prevented and controlled epidemics and actively implemented measures to support, develop economy and ensure social security. As a result, the Covid -19 epidemic was controlled, prevented and spread from the community, the socio-economic development rate of the province was lower than the same period but still higher than the national average and of region (6.08%).

The 14^th session of the Provincial People's Council took place at the time when Lao Cai had just completed the earliest of the national congress of the Party Committees under the Provincial Party's tenure 2020 - 2025 and completed 2 months before the request of the Central Government.

For the 14^th Session, the 16^th Provincial People's Council succeeded, Mr. Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council asked the delegates to continue promoting the spirit of innovation, creativity, taking time to carefully study content, contribute quality comments on reports, statements, draft resolutions to create a high consistency before approving resolutions of the Provincial People's Council.

Vice Chairman of the Provincial People's Committee Hoang Quoc Khanh reported results of implementation of socio-economic development targets in the first 6 months of 2020.

Then, the 14^th Session Deputy Chairman Hoang Quoc Khanh presented the PPC's report on the results of implementing the socio-economic development targets, development investment and budget estimates for the first six month; key tasks and solutions for the last 6 months of 2020.

Accordingly, in the face of difficulties due to the impact of the Covid-19 epidemic, the provincial People's Committee did not propose adjusting major socio-economic targets but only adjusting the State budget revenue and expenditure targets to ensure balance budget revenues - expenditures appropriately. Specifically: Regarding the State budget revenue in the area, the provincial People's Council estimate at the beginning of the year was 10,300 billion Dong, the Provincial People's Committee proposed adjusting to reduce to 9,500 billion...

Also at the opening session, the delegates heard the summary report of absorbing and resolving opinions and recommendations of voters and opinions of the Vietnam Fatherland Front of the province before and after the 12^th Session of the Provincial People's Council; to announce the results of participating in the construction of the government in the first 6 months of 2020, opinions and recommendations of voters and people to the People's Council and the provincial People's Committee; report the results of the 9^th Session, National Assembly Session XIV ...
