Lao Cai: Many creative ways to help people escape poverty

In recent years, Lao Cai has implemented many innovative solutions and ways to help people step by step, escape poverty, and stabilize their lives. In the 2016-2020 period, Lao Cai had over 39,000 households escaping from poverty. The average poverty reduction rate reached 5.17%, with 7,800 households/year, nearly 30% higher than the target of the Resolution of the 15th Lao Cai Provincial Party Committee.

Implementing the project "Sustainable poverty reduction in Lao Cai province, 2016 - 2020", with the motto "turning difficulties into advantages," poverty reduction rates in 3 poor districts of Bac Ha, Muong Khuong, Si Ma Cai, an average reduction of 8.6% / year (exceeding 2.8% compared with the target of the Project of Sustainable Poverty Reduction in Lao Cai province), in the districts of Bat Xat, Sa Pa, Van Ban, it decreases over 6.2% / year ( exceeds 1.5% of the Project's target).

At Si Ma Cai, with the promotion of cattle raising, the district also focuses on the breakthrough of planting temperate fruit trees to quickly and sustainably eradicate poverty. The highlight here is the precise planning of fruit growing areas, following the motto of linking adjacent communes into concentrated areas to reduce traffic investment and facilitate advanced farming methods. Applying technical advances in watering, fertilizing, and preventing pests and diseases. Currently, Si Ma Cai has built a concentrated temperate fruit tree area, hundreds of hectares in width. For the people's investment and support to be most effective, the district and commune authorities have supported the people to convert fruit tree planting under the mode of "post-investment support." Accordingly, people choose their land, buy seeds according to professional staff's guidance, take care of trees for 2-3 years, ensure the area and number of plants grow well, and then professional staff just accept and disburse support money scheme. Thanks to this, people consciously take care of their projects to help the high rate of trees, avoid wasteful investment, and lose state support for the people.

Tai Nung pear brings economic benefits to the people.

Up to now, Si Ma Cai district has planted nearly 800 hectares of temperate trees, of which 363.3 hectares of plum trees, 354.5 hectares of Tai Nung pear, 31.4 hectares of gardenia, 6 hectares of French peach tree. In 2019, the harvested plums and pears area was 130 hectares, the yield reached 402 tons, earning nearly 40 billion VND for farmers, actively contributing to effective poverty eradication in the locality.

To achieve the target of reducing the average poverty rate per year from 4% -5%, Sa Pa town has a policy of promoting sustainable agricultural - forestry development in the direction of goods, well exploiting the strengths of the Phuong and chayote are selected vegetables for the project, with wide adaptive characteristics, and can be grown in many places, including cold highlands as well as midlands and hot deltas.

At the O Quy Ho pass area, with an altitude of 1,300 - 1,500 meters above sea level, cold fog all year round, often with snow, there are about 100 hectares of rubber, becoming the ideal chayote top fruit production area in Lao Cai. The chayote here only planted once can leave the original for the harvest for decades without dying. Therefore, Sa Pa town has a loan support policy for farmers to buy truss materials made of concrete piles and sturdy steel wire, which can be used for many years, reducing the cost of making wooden and bamboo trusses, natural forest protection.

It is currently the main chayote harvest in Sa Pa. The price of chayote to be harvested in the garden is 8,000-12,000 VND / kg, the cost of chayote top from 15,000 to 20,000 VND / kg. If compared, Sa Pa chayote is always sold at a higher price than other growing regions. The reason is that after many times of unstable chayote prices, local functional departments have come to find solutions to help growers increase the value, which attaching importance to linking "4 houses" to building and promoting the Sa Pa chayote brand. Therefore, the Sa Pa chayote growing area brings a stable source of income for growers and creates jobs for many local laborers. The O Quy Ho area has about 130 households growing chayote, most of them have escaped poverty, and even dozens of families have become millionaires by planting chayote.

Thanks to synchronous policies in poverty reduction, all levels, sectors, and people in Lao Cai have made great efforts to achieve poverty reduction goals to improve the material and spiritual life of ethnic minorities. In particular, the gap in living standards compared to the developed region is gradually narrowed, the level of knowledge has been improved, the human resources of ethnic minority cadres are focused on training to meet development requirements in the new period, the leadership of program implementation was implemented in a timely and synchronous manner from province to grassroots level. 9/9 districts, towns, and cities issued resolutions, schemes, and plans to implement the program in the area. As a result, from a province with the 8th highest poverty rate among the Northwest provinces, Lao Cai so far rose to 11th.

In the next period, in the period 2020-2025, to continue the successful implementation of the National Target Program to build a new countryside, sustainably reduce poverty, to reduce the average poverty rate by 3-4% / year or more according to the multidimensional poverty line; strive for 50% of communes to meet the criteria of low households. Lao Cai needs to strengthen the Party's leadership, the government's administration, and the role of mass organizations at all levels to grassroots in poverty reduction, fully play all resources, effectively integrate programs and projects, and focus on sustainable poverty reduction.
