External relations and international integration

Over the past years, Lao Cai province has always actively strengthened foreign relations, expanded friendly relations, cooperated with localities and countries around the world, especially comprehensive cooperation with Yunnan province (China). . Thereby, contributing to promoting the land, people and development of Lao Cai to international friends, at the same time, mobilizing many resources from abroad to invest in local socio-economic development and international integration.

For the term 2015 - 2020, the Provincial Party Congress has determined that foreign affairs and international integration are one of the important tasks, because Lao Cai is a border province, has an international border gate and has a cooperative relationship strategy with Yunnan province (China), at the same time a locality with rich potentials, advantages in attracting foreign investment to develop the fields of agriculture, tourism and industry. Therefore, the Provincial Party Committee has concretized with the Project of External External Relations, proactive integration and international cooperation in Lao Cai province in 2016-2020.

Outstanding achievement in the past 5 years is Lao Cai province building a comprehensive cooperation relationship with Yunnan province (China) for economic development, trade, tourism…; to build a border of peace, friendship, stability and development. In 2015, in Hanoi, in the presence of the General Secretary of the Central Committee of the Communist Party of Vietnam - Nguyen Phu Trong and the General Secretary of the Communist Party of China - Xi Can Binh, Secretary of the Lao Cai Provincial Party Committee, At that time, comrade Nguyen Van Vinh and Secretary of the Van Nam Provincial Party Committee (Mr. Ly Ky Hang) signed a comprehensive cooperation agreement. This is the premise for the two provinces to promote cooperation. Right after that, senior leaders of the two localities continuously organized visits, sessions, talks, and cooperation agreements in all fields. Thanks to that, the bilateral trade relationship across the two provinces has increased dramatically, in 2019, the value of goods export and import through the Lao Cai International Border Gate (Vietnam) - Ha Khau (China National) reached 3.5 billion USD. The stable and developed border line between Lao Cai and Yunnan has become a model for the friendship and cooperation between localities on the Vietnam-China border line.

Comprehensive cooperation contributes to increase import and export value of goods through the pair of international border gates between Lao Cai (Vietnam) - Yunnan (China).

In recent years, Lao Cai also prioritized the development of cooperation with localities of other countries and non-governmental organizations in the world. Currently, Lao Cai province has established cooperation relations with the region of Nouvelle Aquitaine (France), province of Brest (Belarus); initially cooperating with Gyeongsang province (Korea), Bo Keo province (Laos) and promoting investment cooperation with a city of Japan in 2020. In addition, from 2015 to 2020, Lao Cai province organized trade promotion conferences in Lao Cai, Hanoi with the attendees being domestic and foreign enterprises to promote, call and collect investment in the locality. Every year, senior leaders of the province hold talks with Vietnamese ambassadors during their time abroad to introduce and advertise the province's potentials and strengths to international friends, contributing to attracting international friends like foreign investors entering Lao Cai.

Over the past 5 years, Lao Cai province has strengthened its partnerships with major financial institutions and many world non-governmental organizations such as the World Bank (WB), Asian Development Bank (ADB), French Development Agency (AFD), Japan International Cooperation Agency (JICA), Korea International Cooperation Agency (KOICA), United Nations Children's Fund (UNICEF) ... Thanks to that, more 3,700 billion Dong of ODA investment in Lao Cai. Currently, there are 31 non-governmental organizations registered to operate in Lao Cai, of which 27 organizations have been implementing support and cooperation projects with funding of more than 230 billion VND.

Comrade Vu Van Cai, Member of the Standing Committee of the Provincial Party Committee, Director of Department of Foreign Affairs said: From attracting foreign investment, Lao Cai has focused on developing transport infrastructure, electricity supply and especially creating livelihoods for the people, contributing to changing the face of urban and rural areas in the province, living standards. of the people was raised markedly.

In the term 2020 - 2025, foreign affairs and international integration continue to be identified by Lao Cai province as an important task in the trend of globalization. External expansion and integration will be concretized into a project of the Provincial Party Executive Committee with the aim of "Strengthening foreign affairs, expanding international relations", especially building comprehensive relations. , more deeply and effectively between Lao Cai province and Yunnan province, ensure a stable border line, as a premise for development in the next period.

“With that goal, Lao Cai will focus on implementing the contents of cooperation with Yunnan province from the beginning of term through visits, sessions and talks between senior leaders of the two provinces, expected right in quarter IV/2020; organize activities to promote Lao Cai's potential to international friends through investment promotion activities, enhance the role of Lao Cai External Information Portal, develop reports and promotional clips about Lao Cai and send to overseas Vietnamese embassies and consulates for propagation and promotion. Besides, it is to create all favorable conditions for foreign non-governmental organizations to operate in Lao Cai and take advantage of these organizations' funds to create livelihoods for the people and improve the quality of education, health, the environment; improve capacity, awareness, action on foreign affairs, diplomatic skills for officers doing foreign affairs, at all levels, branches and unions in the province; create favorable mechanisms and policies to attract foreign investment, pay attention to projects of multinational enterprises ”- Mr. Vu Van Cai, Director of Department of Foreign Affairs affirmed.
