Strengthening the management and environmental protection to create a premise for sustainable development

Concretizing the Resolution of the Party Congress of Lao Cai province, term XV, the Provincial Party Committee has issued project No. 10 on "Strengthening the management of natural resources, protecting the environment and responding to climate change in the area. Lao Cai province ”period 2016 - 2020. After nearly 5 years of implementation, although there are still shortcomings and limitations, it is estimated that by the end of 2020, all 8 primary objectives of the project will be completed, making an important contribution to environmental creation safe, sustainable for development.

In the period 2015 - 2020, the revenue from land of the whole province will reach nearly 6,700 billion VND, nearly 3 times higher than the target set out in Project No. 10. In addition to the economic significance, the figure shows that - the province's land resources are increasingly tightly managed and used more effectively. The formulation and adjustment of land use plannings and plans have been promoted, ensuring economic land use, session the immediate socio-economic development goals as well as the long-term land reserve. Mineral resources have also been exploited more effectively, limiting raw export out of the area. Most of the licensed mining projects are associated with deep processing to increase the value of resources from the Lao Cai underground while at the same time creating favorable conditions for environmental control.

During this term, waste collection and treatment in urban and rural areas have made remarkable progress, gradually forming the people's self-consciousness. From the movement of building a new countryside, there have appeared many domestic waste treatment models, appropriate animal husbandry, construction of hygienic latrines, barns, and bioga tunnels ... Rural people are also more aware of the correct use of pesticides, proactively collecting packages after use. Sharing an awareness of the responsibility as well as the benefits of this action, Ms. Phung Thi Man of Lang Giang commune, Van Ban district said: “I see garbage and packaging after spraying in the field, I just collect it and bring it home and put it in the baskets. At the end of the month, extension workers come to collect waste for treatment. I feel good for everyone's health and good for the environment ”.

Up to this point, Lao Cai has collected and treated 95% of solid waste in urban areas, reaching 106% of the target set out in the Project, the proportion of solid waste is thoroughly treated in sanitary landfills and factories also reached 75%.

In the past 5 years, Lao Cai has also made efforts to increase the forest canopy coverage rate from 53.3% a year to 56%. In the past 5 years, the newly greened areas are mostly areas with harsh natural conditions with a steep slope and high risk of desertification. Encourage people to actively participate in afforestation, stick with forests, pay attention to exploiting and using forests reasonably to increase forests' value. This is the result of synchronous application of many solutions from planning, management and contracting forest land, to mechanisms, policies, and creating many capital channels to support afforestation. The significance of afforestation, forest fire prevention, and forest protection has been widely propagated, mobilizing the entire political system's participation, especially the support and active participation of the people. The province.

One solution to increase the rate of forest cover that all levels, branches and localities of the province has focused on implementing and bringing about practical results in the past time must be mentioned is the association of forest development with livelihoods of planters. From the effectiveness of specific models, along with the improvements in policy mechanisms, Lao Cai farmers have actively participated in forest development. Mr. Khong Van Thanh's family, Phong Hai town, Bao Thang district, planted cinnamon 25 years ago. But at that time, I just thought of following the movement, but never consciously came to plant forests for economic development. But now he sees very clearly the effect and wishes to have more land to plant forests. Mr. Thanh said: “In 1993, the district and commune had a movement to plant forests, cover bare hills, and I registered 3,000 cinnamon trees. Before, it had no price, but the price was also low, so I didn't prune or cut anything to let the tree grow naturally. Two or three years ago, the price of cinnamon increased, and so did wood, so I started earning income from cinnamon. From the beginning of planting, I couldn't think of the price like these years. If I have more land I will look more ”.

From the main exploitation, up to now, the forests in Lao Cai have been cared and nurtured for development. Overcoming economic significance, the results of planting, protecting, and developing Lao Cai forests in recent years also have special significance in watershed protection, climate and ecosystem regulation, and drought that manipulating the negative impacts of extreme weather events, helping Lao Cai to be more proactive in adapting to the increasingly complicated post-change change.
