After the Politburo's plan, the Election Steering Committee for the 15th National Assembly and Lao Cai Provincial People's Councils for the 2021-2026 term was established with the task of comprehensively leading the whole election to comply with the law; directing and solving problems arising in the preparation and organization of the election.

The Provincial Party Committee then issued Plan 15 on January 15, 2021, for leading the election of deputies to the 15th National Assembly and People's Councils at all levels in Lao Cai province for the 2021-2026 term. The plan specifies the requirements, specific contents, tasks, and methods for organizing election preparation and organization at all levels, branches, units, and localities. On the same day, the Provincial People's Committee issued Decision No. 144 on the establishment of the Election Committee of the 15th National Assembly deputies and People's Councils at all levels of Lao Cai province for the 2021-2026 term, in which Deputy Secretary of the Provincial Party Committee, Deputy Head of Steering Committee, Chairman of Provincial People's Committee as Chairman of Election Committee; the Standing Vice Chairman of the Provincial People's Committee as Chairman of Election Committee; the Standing Vice Chairman of the Provincial People's Committee. The decision also clearly states the Election Commission's responsibilities, which are as follows: to lead and direct the implementation of the task of electing deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in order to ensure compliance with legal regulations.

Accordingly, the Provincial Party Committee, People's Council, Provincial People's Committee, Provincial Committee of the Vietnam Fatherland Front, Steering Committee, and Provincial Election Committee have issued a number of leadership resolutions, plans, decisions, directives, and guiding documents to the work as well as the establishment of electoral service organizations. The preparation and organization of elections of units, branches, and localities have been carried out on time as a result of that profound direction, ensuring the requirements and plans laid out.

Before the election, the Steering Committee and the Provincial Election Commission closely monitored the situation in order to provide timely instructions. This includes the formation of inspection teams led directly by the Steering Committee's Heads and Deputy Heads, as well as the President and Vice Chairman of the Provincial Election Commission, to inspect election preparation work in districts, cities, towns, and units. The examination's content focuses on areas such as information and propaganda; the listing of voters and the arrangement of voting stations; the preparation and announcement of the official list of candidates for People's Council deputies at all levels; the organization of conferences to contact voters and campaigning; and ensuring political security, social order, safety, and health during the election. The election of deputies to the 15th National Assembly and People's Councils at all levels in Lao Cai for the 2021-2026 term took place on May 23 in a joyful and exciting atmosphere, democracy, safety, legality, and great success. With the excitement of the majority of voters anticipating the voting time, the province had over 50% of voters voting an hour after the opening, and by the end of the morning, 88 percent of voters had participated. By 13 o'clock, 96 percent of voters had fulfilled their obligations and rights, with 100 percent of voters voting in the Muong Khuong district. Lao Cai province had 99.98 percent of voters participate in the election at the end of the election, making it the leading locality in this number, with 6/9 administrative units having 100 percent of the voters conducting the election.

Procedures and steps to conduct the election at 2 voting stations for National Assembly deputies, 14 constituencies for Provincial People's Council deputies, 66 districts for People's Council elections, and 926 units for commune People's Council deputies with 1,138 voting points are strictly followed. In particular, disease prevention is ensured, and no unfortunate incidents have occurred despite the steering committees and election committees at all levels anticipating and preparing plans and scenarios. The work of ensuring political security, social order and safety, information, propaganda, and the necessary election conditions was well planned and executed, contributing significantly to the election's success.

The election's success confirmed the Provincial Party Committee's close and comprehensive direction, directly the Steering Committee and the Provincial Election Commission; the active participation of the entire political system, the initiative of all levels, branches, and localities; consensus of response and participation of all classes of people represented by voters. This is clearly demonstrated by specific actions and results, such as in the upland district of Si Ma Cai, where 100 percent of voting stations have registered for voters to cast ballots beginning at 5 a.m.; Lao Cai city, Bat Xat district, and Bao Thang district, which have been proactive and active in organizing for voters subject to medical isolation (subjects F1, F2) to exercise their citizenship. The efforts of the political system at the grassroots, particularly full-time officials and specialists of socio-political organizations, in campaigning and mobilizing voters and local residents to contribute to the election's success.

The victory of the election creates motivation for Lao Cai to continue confidently and firmly on the path of innovation and development.
