At the meeting, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong briefly reported on the implementation process of Sa Pa Airport project. Investment project to build Sa Pa Airport, Lao Cai province under the mode of public-private partnership (PPP) has been approved by the Prime Minister with investment policy in Decision No. 1773/QD-TTg dated October 21st. 2021; assigned the medium-term public investment plan with state budget capital to participate in the project implementation in Decision No. 236/QD-TTg dated February 21, 2022 of the Prime Minister

On January 19, 2022, Lao Cai Provincial People's Committee issued Report No. 09/TTr-UBND to the Ministry of Planning and Investment for appraisal of the project feasibility study report.

On the basis of the proposal of the Ministry of Planning and Investment, the Interdisciplinary Evaluation Council organizes the appraisal of the project feasibility study report. On March 2, 2022, the Ministry of Planning and Investment (the standing agency of the Appraisal Council) sent a document to the members of the Interdisciplinary Evaluation Council to research and comment on the project feasibility study report. Up to now, 12/12 members of the Interdisciplinary Appraisal Council have submitted their appraisal comments to the Ministry of Planning and Investment. On April 20, 2022, the Department of Construction Management and Quality of Traffic Works (Ministry of Transport) announced the results of appraisal of the project feasibility study report.

The People's Committee of Lao Cai province has directed the consulting unit and agencies of the province to receive and complete the application based on the appraisal opinions of the members of the Interdisciplinary Appraisal Council and the notification of appraisal results. of the specialized construction agency of the Ministry of Transport.

Lao Cai Provincial People's Committee has implemented the project to implement component 1 - Site clearance and resettlement of the project with an area of ​​295.2 hectares (the progress is over 50%) in parallel with the appraisal of the Project feasibility study report of Component 2. Previously, the Provincial People's Committee has implemented the construction of the resettlement area, so far, it has basically completed to meet the resettlement arrangements for the affected households. It is expected that the third quarter of 2022 will basically complete the entire site clearance and resettlement phase 1 of the project. 

Chairman of the Provincial People's Committee Trinh Xuan Truong said that recently, the Politburo issued Resolution 11-NQ/TW on the direction of socio-economic development and assurance of national defense and security in the midland and mountainous regions of thr North to 2030, with a vision to 2045, in which the development of Lao Cai province is determined to become a growth pole and a center connecting economic trade between Vietnam and ASEAN countries and Southwest China. Therefore, the early implementation of the Sa Pa Airport project is very important to Lao Cai province and the Northern Midlands and Mountains, contributing to concretizing the implementation of the spirit of Resolution 11- NQ/TW of the Politburo.

The completion of Sa Pa Airport will have a great impact on Lao Cai province in particular and the Northern Midlands and Mountainous provinces in general, and will be a breakthrough in transport infrastructure and continuous connectivity between provinces in the region with both national and international; create a breakthrough and new space to develop trade, tourism - service of the region.

Chairman of the Provincial People's Committee affirmed: “From the above necessity, the early implementation and completion of the Sa Pa Airport project is very important. The People's Committee of Lao Cai province is committed to directing the consulting unit and related agencies to best complete the project dossier and soon implement the investment to complete the project, serving the country's socio-economic development.”

Next, the representative of the Department of Investment Supervision and Appraisal (Ministry of Planning and Investment) reported on the appraisal results of the feasibility study report of component project 2-Construction of the airport (phase 1) under under the construction investment project of Sa Pa Airport, Lao Cai province under the mode of public-private partnership, including the following contents: Project documents as prescribed in Clause 1, Article 20 of the Law on PPP; compliance with the legal basis; the assessment of the need for project investment; conformity with requirements on technical and technological plans; the suitability of the PPP project contract type; financial feasibility, plans for organization, management and business; socio-economic efficiency of the project; the conformity of the contents related to the investor selection organization; the appropriateness of the project implementation plan, monitoring and project management mechanisms.

On the basis of the report on appraisal results of Department of Investment Supervision and Appraisal, opinions of members of the interdisciplinary appraisal council, Minister of Planning and Investment, Chairman of the interdisciplinary appraisal council affirmed: The Council agree that it is necessary to quickly invest in Sa Pa Airport, Lao Cai province. That is the realization of the spirit of Resolution 11-NQ/TW of the Politburo on the development of the Northern Midlands and Mountainous provinces by 2030, with a vision to 2045.

Minister of Planning and Investment Nguyen Chi Dung said that it is necessary to quickly invest in Sapa Airport.

Minister of Planning and Investment Nguyen Chi Dung asked Lao Cai province to amend some contents according to the opinions of the members of the Appraisal Council who commented at the meeting. In which, it is necessary to calculate the optimal design plan to increase the appropriate capacity in the future and develop orientation into an international airport; calculate the current site clearance and resettlement in accordance with the long-term development orientation of the project. The interdisciplinary appraisal council will soon issue an appraisal report for Lao Cai province to complete and approve the project for implementation.
