To create new momentum for the region, Prime Minister Pham Minh Chan said that ministries, sectors, central agencies and localities need to clearly identify the fundamental factors, motivational development, in which the central issue and decision is the factor of human resources with appropriate mechanisms and policies. Mechanisms and policies are self-resources, internal forces, can’t be borrowed, can’t be expected at other levels to replace but need the initiative of the region, the locality.

In order to develop, provinces in the middle and mountainous regions of North Vietnam need to enlist, exploit the favorable political environment, the support of the central, ministries and branches to promote the great potential of the region such as cultural potential, natural conditions, scenic. If there are reasonable policies and mechanisms, the localities will turn potential into kinetic energy, potential, and power.

In addition to the contents of Resolution No. 11 of the Politburo and the program of action in Resolution No. 96/NQ-CP of the government, the prime minister stressed that the distribution and use of resources should clearly identify the center, key point, avoid spreading; in the near future, focus on anti-epidemic, investment in the health system, this is the focus, the localities can’t subjectively, neglect, can’t be considered anti-epidemic is the government's job.
