To make Sa Pa worthy of an international tourist area

With a strategic vision to make Sa Pa National Tourist Area become the leading center of eco-tourism, culture, mountain resorts in Southeast Asia, the general plan of construction of Sa Pa National Tourist Area-Sa Pa Town by 2040 is being finalized by the Prime Minister for approval with the orientation of efficient exploitation of Natural Resources, aiming at economic growth associated with environmental protection, preserving cultural identity.

When the planning is in the process of construction, many experts have suggested that the plan must ensure better development for Sa Pa, but must promote the special value of Sa Pa. Mr. Tran Ngoc Chinh, Chairman of the Urban Development Planning Association said that the planning must ensure harmony, sustainability, synchronization between urban, rural and tourism; protect the natural environment landscape, preserve forests, cultural identity value, care about living conditions and livelihoods of ethnic minorities in the new context.

Minister of Construction Nguyen Thanh Nghi during the working trip in Lao Cai also noted that the planning must review and ensure the feasibility of development forecasts on: rural and urban population, number of tourists, land use needs, meeting human resources. Respect the terrain and landscape, limit leveling to avoid large impacts and distort natural features. The high points, hillsides and valleys are exploited and developed for tourism, controlled in scale and reasonable distance, ensuring harmony and adding value to the area. The new construction function area must integrate with the natural landscape features of Sa Pa created by mountain topography, watersheds, valleys and vegetation. According to the Department of Transport - Construction, the goal is to turn Sa Pa National Tourist Area into a center of cultural exchange in the Northwest mountains, international-class resort tourism; has diversified, unique, high-quality tourism products and competitiveness with regional and international countries. Sa Pa development becomes an attractive urban and rural area with identity, with peculiarities of climate, natural landscape, historical culture of Hoang Lien Son area; has social and technical infrastructure, utilities and tourism services synchronously, modern, adapt to climate change.

According to the draft general plan, the scope of research and formulation of the general construction planning for Sa Pa National Tourist Area includes the entire administrative boundary of Sa Pa town, with an area of 68,137 hectares. The scope of construction planning includes the center of Sa Pa National Tourist Area with an area of about 6,090 ha, including the existing core Sa Pa tourist urban area (5,525 ha) and an open research area (about 565 ha); 4 subdivisions connected to the center of Sa Pa National Tourist Area include: Ban Khoang - Ta Giang Phin (Ngu Chi Son commune); Ta Phin; Ta Van - Seo My Ty and Thanh Kim (part of Thanh Binh commune).

The overall space structure of Sa Pa national resort consists of 3 corridors, 1 Center, 4 satellites, 4 development zones. In which, 3 corridors include: East-West direction associated with National Highway 4D, external road system connecting Sa Pa National Tourist Area with Lao Cai city, Lai Chau province and Noi Bai - Lao Cai highway; north-south direction associated with Provincial Road 152, Provincial Road 155 connecting Sa Pa National Tourist Area with Bat Xat and Bao Thang districts; Western biodiversity area associated with Hoang Lien National Park. 4 satellites of the National Tourist Area Center include: Ta Van, Thanh Binh, Ngu Chi Son, Ta Phin (the inner-city core area of Sa Pa, Phan Si Pang, Ham Rong wards). 4 development zones include: Center (6 inner wards and part of Trung Chai commune); the North (communes: Ta Phin, Ngu Chi Son, Trung Chai); Southeast (communes: Muong Hoa, Thanh Binh, Muong Bo, Lien Minh); Southwest (communes: Hoang Lien, Ta Van, Ban Ho).

The overall spatial structure of Sa Pa National Tourist Area develops according to an open structure, linked together by a regional transportation system, which is flexibly arranged based on natural, cultural and economic characteristics. of each region. Hoang Lien National Park, Ngu Chi Son mountain, Muong Hoa valley, lakes, streams and agricultural areas are natural frameworks that play a balancing role in the development of Sa Pa National Tourist Area - Sa Pa town.

Regarding the overall spatial development orientation, Sa Pa National Tourist Area is oriented to develop urban, rural and tourism spaces in harmony with the natural topographic landscape. Preserve and promote the value of natural landscape and climate, promote the value of diverse cultural identity of ethnic minorities; to rebuild and improve the quality of the core area of the center of the tourist area. Build satellite tourism centers, conserving mountain and forest ecosystems and biodiversity of Hoang Lien National Park and Ngu Chi Son mountain; embellish and upgrade infrastructure and environment in urban and rural areas.

Chairman of the Provincial People's Committee Trinh Xuan Truong repeatedly affirmed the province's position to develop a general plan for Sa Pa tourist area with social and technical infrastructure, synchronous service facilities, protection and promotion of the values of architecture and natural landscape, meeting the requirements of sustainable urban and tourism development. In parallel with attracting strategic investors, large projects in the center of Sa Pa National Tourist Area, the province will focus on building a new countryside associated with preserving the cultural identity, architecture and rural landscape in the remaining communes.

As an attractive destination to attract investors, there will be new waves here when important infrastructure projects such as airports and highways are implemented, the general plan of Sa Pa National Tourist Area will be a management tool to limit development conflicts and preserve the landscape; change the spatial structure to adapt and take advantage.
