Standing Provincial People's Committee worked with the World Bank Delegation

Mr. Nguyen Trong Hai, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired a working session with the World Bank's (WB) delegation on the Medium-sized Urban Development Project on the afternoon of October 25. Additional Loan for the Vietnam-Lao Cai City Subproject (AF).

Working with the delegation, there were leaders of some departments and branches of the province.

There are four components to the Vietnam Medium-Range Urban Development Project - Lao Cai City Subproject, Additional Financial Loan (AF). Component 1: Improving basic urban infrastructure and services; Component 2: Improving and sanitizing the urban environment; Component 3: Improving urban roads and bridges; Component 4: Project management and technical assistance. The project will be implemented from 2017 to June 30, 2022. The total amount of additional investment capital is 35.15 million USD, or 800,414 billion VND. Until now, the project's components have been completed and are ready to be handed over and put to use.

According to the provincial ODA Project Management Board, the completed project met the set goals, contributing to increased access to improved urban infrastructure services in Lao Cai city in a sustainable and effective manner; improve the capacity of drainage during the rainy season, collect and treat wastewater, improve environmental sanitation, provide clean water, and provide electricity in order to improve people's living conditions, and contribute to the improvement of an infrastructure, meeting the city's general development requirements...

Mr. Dang Duc Cuong, Project Manager and Mission Head, suggested that the Provincial ODA Project Management Board continue to update and supplement project completion reports for the delegation to report to the World Bank. In which it clarifies the contents of evaluating the project's effectiveness, how the project contributes to the Lao Cai city's urban development strategy, such as the improvement of the landscape, environment, and infrastructure on both parties. The Red River's banks have helped to increase land value, attract investment, attract tourists, and promote local economic growth...

The project expert requested Lao Cai to further evaluate the effectiveness of the project components after completion.

The project expert also requested that Lao Cai province explain in greater detail the factors influencing the project's progress, such as the impact of pandemic and natural disasters; the method of calculating the indicators in the evaluation framework of project results; and the effectiveness after the project is completed, such as attracting investment, increasing revenue for the budget, impact on hunger eradication, poverty reduction, and promotion of common prosperity.

Mr. Dang Duc Cuong, Project Manager and Mission Head, thanked the Provincial People's Committee for its direction, the cooperation of the provincial departments and branches, and the People's Committee of Lao Cai City during the project's implementation, and emphasized the importance of the experience gained from implementing similar projects in other provinces and cities across the country is the result of the Lao Cai project.

Speaking at the meeting, Mr. Nguyen Trong Hai, Vice Chairman of the Provincial People's Committee, emphasized that the WB-funded project has a significant spillover effect, contributing to the perfecting of Lao Cai city's connection infrastructure. With improved infrastructure and environmental landscape, Lao Cai is well positioned to recover quickly from the Covid-19 pandemic, promoting investment and tourist attraction.

According to the Vice Chairman of the Provincial People's Committee, Lao Cai province will continue to devote resources to invest in items related to the project's components in order to promote the effectiveness of the components that have been invested in, which are synchronized with other approved projects include bridges connecting the two banks of the Red River, routes connecting the city's north and south...

The Vice Chairman of the Provincial People's Committee also hoped that the WB would continue to implement other projects in the area so that Lao Cai could have more resources to exploit the potential and strengths of the locality, step by step becoming a better province in the region.
