Developing Lao Cai for comprehensive, green and sustainable development by 2045

The People's Committee of Lao Cai province has just issued Action Program No. 19 to implement Resolution No. 11 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Northern Midlands and Mountains until 2030, vision to 2045.

As a result, Lao Cai aims for an average economic growth rate (GRDP) of more than 10% per year in the 2021-2030 period; an economic structure of agriculture, forestry, and fishery of 7.7%, industry - construction of 50.6%, services - trade of 36.6%, product tax minus product subsidy of 5.1%, an average GRDP per capita of more than 260 million VND/year, and per capita income of more than VND 145 million. Total social investment capital will reach VND 750 trillion between 2021 and 2030. Lao Cai receives 15 million visitors annually. The value of imports and exports through border gates exceeded $15 billion USD. Make an effort to balance the budget by 2030.

Socially, the natural population growth rate is from 1- 1.2%/year; rate of households using electricity from the national grid 98%; the rate of schools reaching national standards is over 80%; the rate of young people in the age group achieving high school education and the equivalent is over 90%; the number of beds/10,000 people reached 50 hospital beds; the number of doctors per ten thousand people reached 16.5 doctors. The percentage of communes meeting the national standard for new rural areas is 90% and the district is 70%; the rate of poor households according to national standards decreased by 2-3%/year on average. The rate of trained workers reaches 80%, of which the rate of trained workers with degrees and certificates is over 45%. Cultural institutions in the area have been improved, consolidated and enhanced the quality of their activities, meeting the needs of the people for cultural enjoyment at over 80%. The percentage of communes meeting the national standards for new rural areas is over 90% and districts over 70%. The percentage of the population participating in health insurance is over 95%.

In terms of environmental protection, the forest coverage rate exceeds 60%; the rate of daily-life waste collection in urban areas exceeds 100%; and it exceeds 95% in rural residential areas. Over 85% of urban domestic wastewater is collected and treated by a centralized wastewater treatment system; 100% of newly formed industrial zones and clusters will invest in wastewater treatment systems at the same time.

By 2045, Lao Cai will be a developed province of the entire country with a synchronous and modern developed infrastructure system; potential advantages will be effectively exploited; high quality human resources will be preserved and promoted; the material and spiritual life of the people will be enhanced; national defense and security will be firmly guaranteed; a strong party organization will be established; great unity bloc of nations is strengthened./.
