Lao Cai pays attention to implementing female cadres

Implementing the policies of the Party and the State, over the years, the Provincial Party Committee, People's Council and People's Committee of Lao Cai province have always paid deep attention to women's work in general and female cadre work in particular to meet the requirements of construction and development of the province.

In order to build a workforce of female cadres who are increasingly mature, possessing capacity, professional qualifications, strong political will, and actively contribute to the socio-economic development of the locality, in recent years, Lao Cai province has issued many programs, projects and directives, concretizing the Central's directives on women's work. At the same time, mechanisms and policies have been developed to create conditions and support the workforce of female cadres to strive, practice, improve awareness, capacity, professional qualifications, and work practices to better meet the requirements of tasks in the new period.
According to the Department of Labor, Invalids and Social Affairs of Lao Cai province, to raise awareness of the implementation of policies and laws on gender equality in general and the work of female cadres in particular, all levels, sectors and localities have focused on promoting communication on the occasion of International Women's Day March 8, Vietnamese Women's Day October 20, and the Month of Action for Gender Equality; organizing training courses to improve professional qualifications, political theory, and state management for female cadres and civil servants at all levels and sectors. Party committees, party organizations, agencies and units have done a good job of reviewing, adjusting and supplementing the annual cadre planning under the management of the Provincial Party Committee Standing Committee in accordance with regulations; ensuring the targets on the proportion of women in the planning (striving for the proportion of female cadres in the planning to reach 25%). Therefore, the planning of female cadres has many positive changes, with many female cadres are planned for the Provincial Party Executive Committee, People's Council, People's Committee, planning for leadership of departments, branches, sectors, provincial unions and key positions. As a result, in the 2020-2025 term, 141 female cadres were planned for leadership and management positions, reaching 25.4%; planning for cadres of the Standing Committee of the Party Committees directly under the Provincial Party Committee reached 22.3%. In the 2025-2030 term, 135 female cadres were planned for leadership and management positions, reaching 27%; planning for female cadres of the Standing Committee of the Party Committees directly under the Provincial Party Committee reached 21.8%.
Based on the staff planning plans, the Provincial Party Committee's Organization Board has advised the Provincial Party Committee to effectively implement the arrangement and use of staff including appointment, rotation, and nomination of staff in general, with special attention paid to the female staff in accordance with the qualifications, capacity, and strengths of each comrade in order to build a staff at all levels with sufficient quantity, quality, and reasonable structure, contributing to the successful implementation of political tasks of the locality, agency, and unit. Up to now, the female staff at all levels in the province have basically matured in all aspects, with improved professional expertise and political theory, and a more reasonable structure. Basically, at all levels and sectors, female leaders have been arranged.
By June 2024, the whole province had 37 female cadres as leaders of provincial and district-level agencies under the management of the Lao Cai Provincial Party Committee Standing Committee; the total number of female cadres holding leadership positions (heads and deputy heads) accounted for 19.58%. The proportion of female key leaders of People's Councils and People's Committees at all levels, and the proportion of female participants in People's Councils at all levels for the 2021-2025 term all increased compared to the previous period. The proportion of women participating in the 15th National Assembly Delegation of the province was 2/6 comrades, reaching 33.33%; the proportion of women participating in the People's Council at the provincial level reached 38.18% (an increase of 4.25% compared to the previous term), at the district level reached 41.95% (an increase of 7.57% compared to the previous term) and at the commune level reached 37.22% (an increase of 5.15% compared to the previous term). From 2020 to present, Lao Cai has trained and fostered more than 3,300 cadres, of which 30% are female cadres.
The results of planning, training and fostering cadres show that Lao Cai province is paying special attention to building a large number of female cadres with high professional quality; the female cadres of Lao Cai province are increasingly mature, showing capacity, professional qualifications, and strong political will, making positive contributions to the local socio-economic development.
To further enhance the effectiveness of women's cadre work and strive to achieve the goal of having women in 60% of key leadership positions in state management agencies and local governments at all levels by 2025; The proportion of female cadres planned for leadership and management positions at all levels who are trained and developed to enhance their capacity reaches 75%... In the coming time, Lao Cai province will continue to effectively implement Resolution No. 11-NQ/TW of the Politburo and Directive No. 19-CT/TU of the Provincial Party Committee and other directives and resolutions related to women's work to enhance and raise awareness and sense of responsibility of party committees and administrations for the advancement of women and gender equality. In particular, promoting the role and responsibility of leaders in implementing policies, laws and regulations on women cadres and women's cadre work; synchronously and effectively implementing cadre work, creating an environment, conditions, mechanisms, and policies to build and develop the cadre force in general and the female cadre force in particular; paying attention to and focusing on planning, training, and developing a source of female cadres, linked to the rational and effective arrangement and use of female cadres to meet the requirements of socio-economic development, security, and defense of the locality.
At the same time, the province continues to promote communication and raises awareness about gender equality and the role, position, and potential of women in the new era; Strengthens international cooperation on women's equal participation in leadership and management positions through experience sharing and learning; strengthens inspection and supervision of party committees, party organizations, agencies, and units in the implementation of policies on cadre work, including women cadres; enhances the quality and effectiveness of the role and responsibility of the Committee for the Advancement of Women of the agency; pays attention to, care for, plan, train, develop, and develop the team of female cadres and civil servants of the agency.
