In 2008, as Chairman of the National Assembly, Comrade Nguyen Phu Trong visited the flood-affected people of Trinh Tuong commune, Bat Xat and encouraged officers and soldiers of Trinh Tuong Border Guard Station.

It was the first days of August 2008, a terrible flash flood occurred in Tung Chin village, Trinh Tuong commune, Bat Xat, causing many people to die and go missing. Upon receiving the news, the unit commander immediately directed officers and soldiers to move to the village to conduct search and rescue. At the same time, they helped move households affected by the flash flood to the unit and arranged for them to eat, stay and live carefully. While the work was still in disarray, Lieutenant Colonel Viem Trong Toan received news that Comrade Nguyen Phu Trong, Chairman of the 11th National Assembly, had come to visit and encourage people in the flooded area. Lieutenant Colonel Viem Trong Toan was assigned to coordinate with other forces to protect the outer perimeter.

On the afternoon of August 12, 2008, after getting off the helicopter, Comrade Nguyen Phu Trong and his delegation quickly moved to the yard of the border guard station to meet and encourage people in the flooded areas. During nearly 60 minutes of conversation, he kindly asked about, encouraged, and shared the great losses of the families and hoped that they would soon overcome the pain and stabilize their lives again.
