Agricultural commodity production contributes to improving economic efficiency

Developing agriculture towards commodity production is considered one of the important solutions for the agricultural sector to catch up with the trend of modern agricultural development. This is also a direction to facilitate the application of scientific and technological advances in production, promote mechanization, promote production linkages along the value chain, create safe products from production to consumption to bring high economic value.

Lao Cai has a natural area of 636,425 hectares, of which agricultural and forestry land area is 551,690 hectares, accounting for 86.69% of the total natural land area (agricultural land 132,716 hectares, forestry land 414,930 hectares, aquaculture land 3,623 hectares, other agricultural land 421 hectares). The agricultural production value of Lao Cai province in 2024 will reach nearly 10,000 billion Vietnamese dong, accounting for over 12% of the economic structure and is one of the four pillars of the provincial economy.
Agricultural development serves as the cornerstone for achieving safety, efficiency, and large-scale commodity production connected to consumer markets. It is closely integrated with the processing industry, tourism, environmental conservation, and climate change adaptation. This overarching goal is being actively pursued by the Provincial People's Committee to further advance agricultural sector restructuring in alignment with new rural development and sustainable poverty reduction efforts.
Creating breakthroughs in agricultural development
With the characteristics of a mountainous border province, Lao Cai has a favorable geographical location for socio-economic development in general and agricultural economy in particular. The issuance of Resolution 10-NQ/TU on the Strategy for developing agricultural commodities in Lao Cai province to 2030, with a vision to 2050, has brought new developments to the agricultural and rural sectors.
In recent times, the development of commodity production for key industries and potential has been constantly growing, productivity, quality, especially the value of the industries has increased by about 1,968 billion Vietnamese dong compared to 2020. Commodity agricultural production has contributed to creating jobs for 17,979 workers in rural areas in the province.
After 3 years of implementing the strategy for developing agricultural commodities, Lao Cai has formed raw material areas for processing, planned and built processing factories in raw material areas. The production value of key industries reached over 4,200 billion Vietnamese dong, equal to 65% of the target by 2025. Converted 3,860 hectares of ineffective production land to grow key and potential crops. There are 4 projects approved by the Provincial People's Committee for investment policy and 9 other projects are being surveyed and proposed for investment approval. In 2023, nearly 1,000 hectares of tea were newly planted in Muong Khuong district, bringing the total area to 8,279 hectares. The output reached over 42 thousand tons, with a total value of over 300 billion Vietnamese dong. Converted 136 hectares of ineffective production land to grow suitable medicinal plants, increasing the total area to nearly 3,550 hectares. The output reached 18,161 tons, bringing in an income value of 390 billion Vietnamese dong. 365 hectares of ineffective production land were converted to grow pineapple, increasing the total area to 2,062 hectares. The harvested fruit output was 35,634 tons, with an average value of over 140 billion Vietnamese dong. Converted 1,500 hectares of ineffective production land to grow cinnamon, increasing the cinnamon area to over 59 thousand hectares. The value of the cinnamon industry reached 900 billion Vietnamese dong. 16 growing area codes and 11 banana packaging facilities for export have been granted. The total banana area is currently 3,174 hectares, bringing in a value of 184 billion Vietnamese dong. The province's total pig herd is currently about 446 thousand heads, with meat output reaching 46,170 tons, worth about 1,300 billion Vietnamese dong.

Gradually forming high-tech agricultural production areas.

Concentrated commodity production areas and production areas according to standards are gradually taking shape. Production according to VietGap standards is 932 hectares; 157 hectares of medicinal herbs meet GACP-WHO standards. Over 5,368 hectares meet organic standards; 205 products are certified to meet OCOP standards. There are currently 312 agricultural cooperatives, which are conditions for sustainable development of linkage chains.
At the conference to review 3 years of implementing Resolution No. 10 of the Provincial Party Committee Standing Committee held in mid-January 2025, Mr. Vu Xuan Cuong, Standing Deputy Secretary of Lao Cai Provincial Party Committee emphasized: Resolution 10 of the Provincial Party Committee Standing Committee was positively received by the Party Committee, government and people; Commodity agricultural production has become an inevitable trend, a driving force for the development of the agricultural economic sector in the province in the new period. Thanks to commodity production, farming practices and the scale of development of the province's key agricultural products are gradually changing in a positive direction. Production thinking has shifted to agricultural economy. Priority and specific policy mechanisms for commodity agriculture are regularly reviewed and updated to create conditions and successfully attract investors, etc.
Developing agricultural commodity production has become an important driving force to promote the development of Lao Cai's agricultural sector in the new period.
In 2024, Lao Cai province will have 57 more OCOP products, reaching 190% of the annual plan (30 products), including 49 new products and 8 re-evaluated products. As of January 31, 2025, Lao Cai province has 269 OCOP products from 3 stars to 5 stars, including 259 3-star products, 8 4-star products, and 2 5-star products. Currently, in districts, towns, and cities in the province, there are 8 centers/points introducing and selling OCOP products. Lao Cai's OCOP products are introduced and promoted through trade promotion activities and events. In particular, through fairs in regions across the country, there are over 140 types of goods that are OCOP products and local specialties connected for consumption with more than 10 tons of products of all kinds; Support cooperatives to bring 47 OCOP products and local agricultural products to the e-commerce floor, livestream session; 25 OCOP products, 15 local products are put on the "agricultural promotion market" page...
In the near future, Lao Cai will focus on optimizing the use of available resources, consistently reviewing and refining policies and mechanisms to eliminate obstacles to agricultural commodity production. The province will also enhance the adoption of scientific and technological advancements in agriculture, with a particular emphasis on improving the quality of crop and livestock varieties. Efforts will be made to strengthen market forecasting capabilities and explore export markets for agricultural products. Additionally, Lao Cai will prioritize investment allocation toward the growth of key agricultural commodities.
Continue to implement the Resolution with the motto "Solidarity - Discipline - Creativity - Action - Development" to promote the potential and advantages of localities. Strive to exceed the targets of the 2023 socio-economic development plan, taking production value and income as a measure to assess the quality and efficiency of the agricultural sector.
Lao Cai province is also focusing on creating and increasing raw material areas in a sustainable manner related with agricultural processing enterprises; strengthening trade promotion efforts, particularly e-commerce, to extend the market; Promoting, introducing, and marketing vital products like cinnamon and tea. Furthermore, focused on persuading large firms to invest in developing purchasing and processing facilities in raw material areas to stabilize production for people; prioritizing investments in enterprises that are truly "visionary and dedicated" to processing and exporting agricultural products.
Continue to promote propaganda, guidance, and support for organizations and individuals to access policies to encourage the development of agricultural production in the province; use resources from national target programs to focus on successfully implementing the goals of the Resolution; focus on investing resources to develop infrastructure in commodity production areas, especially irrigation infrastructure, intra-field traffic, and so on to meet the needs of commodity agriculture. Regularly update, propagate, distribute, and duplicate models, advanced examples, projects, and positive experiences, while also raising difficulties that need to be addressed in terms of direction and implementation.
Local Party committees and authorities continue to disseminate, develop plans and organize implementation to promote the development of concentrated agricultural commodity production associated with product processing and consumption; proactively integrate local resources to effectively implement models and projects to develop agricultural and forestry production in the area.
