To carry out this work, Lao Cai Provincial Party Committee issued Circular No. 09-TT/TU, dated May 3, 2019 on the implementation of Directive No. 33-CT/TW of the Secretariat and Project No. 24-DA/TU, dated October 21, 2022 of Lao Cai Provincial Party Committee on building party and mass organizations in private economic units in Lao Cai province for the period 2022 - 2025, with a vision to 2030; Resolution No. 33-NQ/TU, dated November 11, 2022 of the Provincial Party Standing Committee on developing enterprises in Lao Cai province to 2030, with a vision to 2050. Lao Cai Provincial People's Council also issued Resolution No. 17/2023/NQ-HDND dated December 18, 2023 on regulations on policies to support party organizations, socio-political organizations in private economic units and village party cells and residential groups in the province, for the period 2024 - 2030, to promptly support newly established party cells, party committees, and mass organizations in their operations.

Implementing Project No. 24-DA/TU on building and developing party organizations and party members in private economic units, in recent years, the Party Committee of the Provincial Agencies - Enterprises Bloc (before the end of its operation) has paid attention to and directed party organizations to do well in creating sources and developing party members; signing a program of coordination between the Party Committee of the Bloc and relevant agencies and units in building and developing party organizations and unions in private economic units in industrial parks in the province.

The Provincial Party Committee of Agencies and Enterprises organized a scientific workshop with the theme "Current situation and solutions for developing party organizations and party members in non-state enterprises in Lao Cai province" in 2024.

Specifically, implementing the program of coordination of work with the Economic Zone Management Board, the program of coordination of work with the Provincial Federation of Labor, the regulation of coordination of work with the Lao Cai City Party Committee; opening new party member training classes, fostering awareness of the Party for the elite masses who are workers right at factories and companies (2 classes have been opened with 194 students at Duc Giang Lao Cai Chemical Company); organizing seminars and talks on promoting the role of grassroots Party committees in leading the implementation of political tasks of agencies, units, and enterprises, the role of Party cell secretaries and grassroots Party committees in building clean and strong Party organizations...

Under the attention, leadership and direction of the Provincial Party Standing Committee, the Provincial Party Standing Committee, the Provincial Party and Mass Organization Building Steering Committee, the work of building party organizations and socio-political organizations in non-state enterprises in Lao Cai province for the 2020-2025 term has achieved certain results ; the quantity and quality of grassroots party organizations in non-state enterprises are increasing, accounting for 1.87% of the total number of non-state enterprises operating and paying taxes to the state budget in the province (1,017 units), including 5 party committees, 14 party cells, with a total of 1,004 party members, of which 30 non-state enterprise owners were admitted to the Party, accounting for 2.66% of the total number of stable employees participating in compulsory social insurance in non-state enterprises (37,750 employees).

In addition to the achieved results, the work of building and developing party organizations and party members in non-state enterprises in Lao Cai province still has some difficulties and limitations such as: Coordination between party committees and leaders and business owners still faces difficulties; some business owners are not interested in developing party organizations and unions in their units. Although the work of building party organizations and developing party members in the non-state sector has changed, the number is still modest. The number of party members who are business owners and business managers is still small, not commensurate with the number of businesses in the province....

From the above situation, to continue to effectively implement the work of developing party organizations and party members in non-state enterprises, in the coming time, it is necessary to implement the following groups of solutions:

Party committees at all levels focus on propaganda work, raising awareness of the role and necessity of establishing party organizations and unions in enterprises, so that business owners, business managers and employees clearly understand the meaning and benefits of striving to join the Party and establishing party organizations and unions in enterprises. Strengthen the work of creating sources and recruiting party members in universities, colleges, continuing education centers and other training institutions to supplement the quantity and improve the quality of recruiting party members in enterprises. Deploy and implement synchronously and effectively the policies, viewpoints, directives and resolutions of the Party, unions and policies and laws of the State and the province on the establishment and support of activities for party organizations and socio-political organizations.

Promote the role and responsibility of the Steering Committees for building party and mass organizations in private economic units at all levels. Annually meet, contact and dialogue with business owners and managers to grasp the situation and promptly remove difficulties and obstacles for businesses.

Advisory agencies, assisting Party committees and socio-political organizations at district level organize professional guidance on Party and mass organization building work for cadres doing Party and mass organization work in enterprises.

Strengthen the inspection, supervision and professional guidance of superior party and mass organizations for subordinates in the building and development of party and mass organizations. Timely commend, reward and encourage collectives and individuals who do well in building party and mass organizations in enterprises; party and mass organizations in enterprises and cadres and party members in enterprises. Build and maintain the activities of social opinion collaborators in enterprises to grasp and promptly reflect developments in ideology and social opinion in enterprises to advise the Party Committee and the government to solve newly arising issues, not allowing hot spots and complications to occur.

Review and classify enterprises according to the criteria of whether the enterprise has party members, union members, or association members or not, and whether it has a party organization, union organization, or not, to have effective and specific solutions suitable to the reality of the enterprise.

Establish Party cells, Party committees and grassroots organizations in industrial parks and industrial clusters in the province. Strengthen emulation and reward work at all levels and sectors for organizations and individuals who do well in Party and mass organization building; promptly reward and propose rewards for Party and mass organization organizations in enterprises. Use the results of Party and mass organization building work as criteria for evaluation, classification, emulation and reward periodically every year or on a special basis.

For the work of developing party members, it is necessary to correctly identify and specify the party member standards and conditions for admitting party members in enterprises, which is the basic and leading factor to do well the work of developing party members; strengthen the propaganda and education work on the Party's goals and ideals, and build the right motivation for the masses to join the Party. Doing well the work of educating and fostering awareness about the Party, about the Party's goals and ideals, is an important basis for nurturing and forming the right motivation for the masses...

Building party and mass organizations in enterprises is the responsibility of party committees at all levels and the political system from the province to the grassroots. Building and developing party and mass organizations in enterprises is associated with building and developing enterprises, serving the development of the province and the country.
