Lao Cai promotes the role of prestigious people among ethnic minorities

Lao Cai province has been effectively promoting the role of prestigious people in the ethnic minority community, considering them the core force in building great national unity, developing the socio-economy and maintaining security and order in the locality.

Core role in the community

Prestigious people in Lao Cai play an important role in propagating and mobilizing people to properly implement the Party's guidelines and the State's policies and laws; actively participate in socio-economic development programs, and ensure security and order in the locality.

In the period of 2022-2024, Lao Cai province has many prestigious people who are shining examples in implementing family economic development, propagating and mobilizing people to implement the policies and laws of the Party and State, and building new rural areas. Many people have become typical examples for the learning community such as: Ms. Hoang Thi Cuong, Tay ethnic group, a prestigious person in village 1 AB, Kim Son commune, Bao Yen district, developing family economy, raising fish, planting cinnamon forests to ensure income; supporting and helping households escape poverty, increasing income by participating in vegetable growing models.


Mr. Phan A Cang, Na Lung village, Coc My border commune, Bat Xat district, Lao Cai province actively propagates and mobilizes people to practice cultural lifestyle in residential areas.

Mr. Phan A Cang in Na Lung village, Coc My commune, Bat Xat district, is a shining example in mobilizing people to develop the economy and build new rural areas. Having been the head of Na Lung village, Coc My commune for many years, he always worried about the fact that most young people in the village did not want to stay in their hometown but went to find jobs elsewhere, such as in big cities like Hanoi, Bac Giang, Bac Ninh, etc. He was determined to find a solution to keep young people in his hometown to start a business. Mr. Cang proactively introduced new rice varieties with high yield and quality into cultivation. In addition, he planted more fruit trees, raised native black pigs and black chickens, etc. Up to now, the hilly land of Mr. Cang's house has been covered with cinnamon and corn trees, which can be sold for extra income and also for people to learn from his experience and follow to escape poverty. Mr. Cang's family has been a pioneer and exemplary leader in contributing more than 2 million Vietnamese dong and 20 working days to build concrete roads in the fields. He has mobilized households in the village to contribute cash and working days for over 260 million Vietnamese dong to build the village Cultural House and build 400m of concrete roads in the fields.

In addition, in village meetings and Party cell activities, Mr. Phan A Cang regularly propagates, mobilizes, and reminds people to practice a civilized lifestyle, preserve the good traditions of their people, eliminate backward customs in weddings and funerals, not to have early marriages, not to violate population policies, and especially to send children to school...

Mr. Ly A Dinh in Can Ho Mong village, Ngu Chi Son commune, Sa Pa town, is always exemplary in propagating and mobilizing people to comply with the Party's guidelines and the State's policies and laws; actively developing the economy and building new rural areas.

About ten years ago, Mr. Dinh's family life, like most of the people in Can Ho Mong village, Ngu Chi Son commune, Sa Pa town, was known as one of the poorest villages in the commune as well as Sa Pa. Because the people's economy depended only on corn, rice...

Not resigned to poverty, when the cold-water fish farming model was invested in by lowland people in the locality, it brought high economic efficiency. Mr. Dinh took the trouble to learn experience and farming techniques. In 2016, Mr. Dinh boldly sold 8 of his family's cows for nearly 100 million Vietnamese dong and borrowed an additional 50 million Vietnamese dong from the Sa Pa Town Social Policy Bank Transaction Office to build 2 cold-water fish tanks. After many years of accumulating capital and experience, Mr. Dinh's family now has 5 fish tanks invested in and built in a solid, spacious circular shape.

Thanks to the effective cold-water fish farming model, currently with the form of intercropping, on average each year Mr. Dinh's family sells about 5 tons of sturgeon, at a price of 180 - 200 thousand Vietnamese dong/kg, earning about 1 billion Vietnamese dong, after deducting expenses, the profit is about 500 million Vietnamese dong. According to Mr. Dinh, the commune and town created favorable conditions for borrowing capital to invest in tanks to raise cold-water fish. After 3 years of raising cold-water fish, Mr. Dinh's family has risen out of poverty, becoming a well-off household in the village.

In addition to promoting people to actively participate in economic development and poverty reduction, Mr. Dinh also coordinated with the village management board and village elders to promote people to strictly follow the Party's policies and the State's laws and policies. In 2024, he successfully mediated 3 water disputes, land disputes and 1 case of early marriage in the village.

Practical support policy

Lao Cai province has over 781 thousand people with many ethnic groups living together; ethnic minorities account for about 66.2% of the province's population (Mong 26%, Tay 15%; Dao 14%; Giay 4.3%; Nung 4.3%; the rest are other ethnic groups such as Ha Nhi, Phu La, San Chay, Bo Y, La Chi...). The socio-economic situation in the region has changed positively every year, the political security situation, social order and safety in ethnic minority and mountainous areas are basically stable, no complicated incidents have occurred. Social security policies have been fully implemented, gradually helping people to escape poverty and build new rural areas. The great solidarity of ethnic groups has been increasingly strengthened, ethnic people absolutely trust and comply with the Party's guidelines and policies, the State's policies and laws.

Implementing the regulations of the Central Government, Lao Cai province has annually selected and added prestigious people among ethnic minorities in the province. According to statistics, the total number of prestigious people in the province in 2024 is 1,117 people; in 2025 it is 1,237 people (an increase of 120 people compared to 2024). Recently, the Provincial People's Committee has abolished all 02 Decisions on approving the list of prestigious people among ethnic minorities in Lao Cai province for the period 2023 - 2027 and 2024.

According to statistics, the most prestigious people are concentrated in the group from 60 to under 70 years old with 417 people; from 50 to under 60 years old is 396 people; under 30 years old is only 04 people and other ages. The prestigious people are increasingly getting younger, the age from 30-45 accounts for over 60%, they are typical, exemplary people, have strong inspiration in the village, hamlet, clan, ethnic community. In recent years, ethnic work has always been of interest to Lao Cai province, especially allocating over 70% of the budget to focus investment resources on ethnic minority areas to develop the economy - society, accelerate poverty reduction, improve the living standards of the people, care for both material and spiritual needs.


Provincial Party Committee leaders presented gifts and commended prestigious delegates among ethnic minorities in the province in 2024.

The regime and policies for prestigious people in 2024 were implemented by Lao Cai province in accordance with regulations. The provincial level organized 03 training conferences in Muong Khuong, Si Ma Cai, Bac Ha districts/258 delegates with the topics "Professional mediation skills at the grassroots level"; "Strengthening and promoting the role of prestigious people in ethnic minority areas"; "Implementing the grassroots democracy regulations and skills to improve the effectiveness of propaganda and mobilization of prestigious people". Organized 05 conferences to disseminate and provide information to prestigious people in communes in the province with 658 delegates on the topics: Raising awareness of law compliance of ethnic minorities, vigilance against the plots of hostile forces, disseminating newly issued policies; skills to disseminate and educate specific laws in ethnic minority areas. The district level organized 19 training courses with 920 prestigious trainees; organized 11 conferences to disseminate and provide information/1,117 delegates who are prestigious people participated. At the same time, deploying the ordering and delivery of Lao Cai newspaper, Ethnic and Development newspaper to 1,117 prestigious people in 2024.

Along with that, in 2024, Lao Cai province organized 02 working delegations/34 delegates who are prestigious people to study experiences in Nghe An, Bac Giang provinces, Hanoi city, Vinh Phuc; visited and worked with leaders of the Ministry of Ethnic Minorities and Religions. The district level also organized 09 working delegations/383 delegates who are prestigious people to study experiences in districts, towns, and cities in the province. Welcoming 11 delegations from 11 provinces to visit and work with the Department of Ethnic Minorities and Religions of Lao Cai province.

Visiting 69 prestigious people who were sick and being treated in the hospital; supporting the families of 44 prestigious people in difficulty; visiting and encouraging prestigious people and relatives of 35 prestigious people who passed away. Especially in overcoming the consequences of storm No. 3 in 2024, localities have proactively reviewed and compiled statistics and provided material support to families of prestigious people who suffered losses. Visiting and presenting gifts on the occasion of Lunar New Year to 1,117/1,117 prestigious people in the whole province, with a total cost of 558.5 million Vietnamese dong. The Chairman of the Provincial People's Committee awarded Certificates of Merit to 03 prestigious people; the Chairman of the People's Committee of districts, towns and cities awarded 36 certificates of merit to prestigious people. The budget for implementing policies supported by the central budget and allocated by the local budget is nearly 2.7 billion Vietnamese dong.

In 2025, Lao Cai province will regularly monitor and review the prestigious people, propose to propose, elect and recognize the list of prestigious people according to regulations. Continue to effectively implement the work of providing information to prestigious people in the province; create all conditions for prestigious people to promote their role. Timely commend, reward and encourage prestigious people with outstanding achievements in propaganda, mobilization and participation in emulation movements. Effectively implement coordination mechanisms, policies and promote the role of prestigious people among departments, branches and localities.

These results show that promoting the role of prestigious people in ethnic minority communities is one of the key factors helping Lao Cai achieve remarkable achievements in socio-economic development and building great national unity.
