Lao Cai establishes smart monitoring and administration center

Recently, Lao Cai Provincial People's Committee issued Decision No. 1655/QD-UBND on the establishment of the Center for Smart Monitoring and Administration in Lao Cai Province.

The smart monitoring and administration center is located on the 3rd floor, the headquarter of the Provincial Public Administration Service Center.

Accordingly, the Lao Cai Province Center for Smart Monitoring and Administration is a unit within the Department of Information and Communications that serves as the focal point for monitoring and operating information systems under the e-Government and Administration to collect and process information, serve the analysis, data processing, visual display, serve the direction and administration of the Provincial People's Committee; coordinate with departments, branches, and People's Committees of districts, towns, and cities to supervise specialized supervision and administration centers and district-level monitoring.

The Center has its own seal, is under the direct and comprehensive direction and management of the Department of Information and Communications; may use the apparatus and personnel of the Department of Information and Communications to perform assigned tasks and powers.

The Center for Smart Monitoring and Administration of Lao Cai Province, through the Department of Information and Communications, is in charge of advising on schemes and projects, developing annual and 5-year development plans, and ensuring the following conditions: The operating conditions of the Center will be submitted to the Provincial People's Committee for decision and implementation planning; Organizing scientific research, receiving and transferring information, consulting, supervising, training, and training tasks related to the development of information systems for Lao Cai province's intelligent administration; Synthesize and report to the Center's set of output indicators on a regular basis to serve the Standing Provincial People's Committee's direction and administration; supervise and monitor the implementation of the Standing Committee of the Provincial People's Committee's conclusions; Organize and run the Lao Cai province's smart monitoring and administration function in accordance with the Provincial People's Committee's regulations. Organize and operate the shared data system for the connection and administration of e-government and smart cities in Lao Cai province in accordance with Provincial People's Committee regulations; Deploy management, administration, and operational conditions for the shared infrastructure system, as well as information security for information systems supporting e-Government and Smart Monitoring information processing for decentralized supervision and administration centers of departments, branches, People's Committees of districts, towns, and cities; Organize comprehensive communication of contents and results related to the Center's service construction and development; Manage human resources, finances, and assets in accordance with assignment, decentralization, and legal requirements.

The Center has direct contact with departments, sub-departments, branches and People's Committees of districts, towns, cities, People's Committees of communes, wards, townships and organizations and businesses to understand the situation related to information systems. information serving smart operating connection; Through the Department of Information and Communications to coordinate with the heads and officials and civil servants of the units under the Provincial People's Committee, the People's Committee of the district and the People's Committee of the commune to strictly enforce the regulations and regimes, operating principles of information systems under the e-Government system and smart city development services in Lao Cai province; Have the right to request State administrative agencies to provide information, issue guiding documents and notice documents in order to ensure the implementation of the information system for e-Government building and development of Smart City service.
