Deputy Minister of Transport Nguyen Ngoc Dong worked with the Provincial People's Committee

On the afternoon of November 11th, the delegation of the Ministry of Transport led by Deputy Minister Nguyen Ngoc Dong had the meeting with the Provincial People's Committee on the site clearance of the investment project connecting traffic in Northern mountainous provinces which is funded by ADB and the Australian Government.

Working with the delegation were Mr. Hoang Quoc Khanh, Member of Standing Committee of Provincial Party Committee, Standing Vice Chairman of Provincial People's Committee; representatives of departments, divisions and branches of the province and Van Ban district.

Overview of the working session.

According to the report, the Northern mountainous traffic connection project, invested by the Ministry of Transport, passes through 3 provinces: Yen Bai, Lao Cai and Lai Chau, with the total length of about 200km, total area recovered is nearly 423ha, affecting about 6,160 households and 40 organizations, of which the number of households having to move houses is about 267 households (expected to build 7 resettlement areas).

The project passes through the territory of 10 communes and towns of Van Ban district (Lao Cai), including 3 construction and installation bidding packages (contract packages No. 1, 2, 3) with the total length of 63.5km; The land to be recovered is about 174 ha, affecting 1,925 households and 25 organizations, of which the number of households having to move houses, building resettlement areas for about 152 households (expected to build 4 resettlement areas). Currently, the locality is carrying out measuring, counting and applying compensation prices for the recovered area of ​​the No.1 and No.2 bidding packages; expected to start paying compensation from January 20th, 2022, handing over the site from February 2022. For package No. 3, the statistics and counting work has been completed, and the locality is synthesizing and drawing up the draft plan; expected to start paying compensation from February 25th, 2022, handing over the site from March 2022.

Regarding moving infrastructure, high, medium and low voltage power lines are 132 positions (total length is about 35,100m); telecom cable of 247 positions (total length about 106.330m); The water pipe is about 10,560m. It is expected that in January 2022, it will select and sign the contract with the construction unit to relocate technical infrastructure; In the first quarter of 2022, the relocation of technical infrastructure works will be completed.

At the meeting, the representatives of the provincial departments and branches, the People's Committee of Van Ban district, proposed many issues to the Ministry of Transport, especially related to consideration and approval of the replacement compensation unit price for land and assets, architectural objects, trees and crops on the land so that Van Ban district has the basis to develop plans according to regulations. Having specific instructions on the plan to place boundary markers to determine road safety corridors when implementing the project as the basis for Van Ban district to implement the next tasks and promptly guide people to do so. Proposing Project Management Unit 2 (Ministry of Transport) to hand over ground clearance piles according to the design documents for construction and installation bidding packages No.2, construction and installation No.3 for Van Ban district to have the basis for implementation; coordinating with the district in surveying, formulating resettlement plans, resettlement funding sources, implementing the contents of site clearance, weekly work tasks; soon completing the documents requesting the Prime Minister to decide on the policy of changing the forest use purpose to another use according to the guidance of the General Department of Forestry; having specific comments with the local on the implementation plan of 18 construction waste disposal sites...

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Hoang Quoc Khanh emphasized: The traffic connection project in the northern mountainous provinces is very important for the socio-economic development of locality, the province has directed departments, branches and Van Ban district to coordinate with relevant agencies to drastically implement compensation and site clearance work. However, for various reasons, the project is delayed then required.

Mr. Hoang Quoc Khanh absorbed the opinions of the Delegation to direct departments, branches, units, People's Committee of Van Ban district to implement relevant contents to well implement site clearance for handover of clean premises and commitment to accompany the investor in the smooth project implementation process. At the same time, he wished to continue to receive attention and facilitate support from the Ministry of Transport for Lao Cai province to complete the transport network, promote socio-economic development of the province and the region.

Conclusion at the meeting, Deputy Minister of Transport Nguyen Ngoc Dong highly appreciated the direction and coordination of Lao Cai province in actively coordinating and implementing site clearance for the Connectivity Investment Project of traffic in the northern mountainous provinces (the section passing through Van Ban district). Especially the counting, compensation, site clearance, resettlement plan for affected households to stabilize their lives.

The Deputy Minister of Transport asked the Provincial People's Committee to direct the locality with the project to continue promoting the propaganda about the purpose and meaning of the project, mobilizing the affected households to agree and assign the district to implement the project, build resettlement areas for affected households. Project Management Unit 2 and consulting units coordinated with the provincial departments, branches and Van Ban District People's Committee to promptly handle shortcomings and speed up the project's site clearance, in which focusing on reviewing control, inventory, compensation for site clearance, complete procedures for construction of resettlement areas, relocation of technical infrastructure; determine the impact on forests, making the afforestation plan and completing the documents to request the authority to decide on forest conversion, with the goal of implementing early construction of construction and installation bidding packages throughout the project and in Lao Cai province./.
