The evaluation report of the Provincial Party Committee at the meeting showed that the Standing Board of the Lao Cai Provincial Party Committee issued the Plan No. 21-KH/TU on October 5, 2007 to direct the organization, mastery and study the Resolution of the 5th Party Central Committee the 10th Congress to all cadres, party members and people; and at the same time promulgate Action Plan No. 44-CTr/TU, dated October 22, 2007 on the implementation of Resolution No. 15-NQ/TW dated July 30, 2007 of the Xth Party Central Committee on continuing to renewing the Party's leadership method for the operation of the political system and 17 documents to lead and direct the implementation. 

Party committees at all levels have researched, thoroughly grasped and seriously implemented the resolution; regularly renewing leadership methods in all aspects of social life according to their competence, contributing to actively renewing the operation of the political system through leadership and concretization of the Party's guidelines, mechanisms, policies and laws of the State. The leadership method and working style of the Standing Committee, the Standing Board of the Provincial Party Committee has been increasingly renewed in the direction of being close to the grassroots, firmly grasping information, discussing openly and democratically; defining clear plans, tasks, and goals; feasible and effective measures. The tasks according to the work program of the whole course is focused on leading, directing, checking and supervising the implementation every year and basically meeting the set requirements. 

District level committees and equivalent levels have developed and strictly implemented the working regime according to the program, plan, and regulations, closely followed the functions and tasks as prescribed, and handled the work within their competence, selected important and urgent tasks for implementation; assign committee members directly in charge of grassroots levels, strengthen the work of grasping the ideological situation of cadres, party members and people.

The Provincial Party Committee has closely directed the development and promulgation of working regulations of Party committees and organizations at all levels; at the same time directed to regularly review, adjust, amend and supplement to ensure suitability in each term. Activities of People's Councils and People's Committees of the province are renewed in terms of content and methods, and perform their functions and tasks in accordance with the provisions of law. The quality of propaganda, mobilization and education work of the Party committees at all levels towards cadres, party members and the people has been improved, and the people's right to mastery has been promoted. The role of the Vietnam Fatherland Front Committee and socio-political organizations in the supervision and social criticism of party and government agencies and cadres and party members is promoted. The inspection and supervision work has been consolidated and strengthened. The organizational apparatus is streamlined; standards and processes in staff work are more specific, strict, democratic and objective. Lao Cai promotes the sense of responsibility to set an example of cadres and party members, especially the collective leaders and heads of all levels, contributing to building a clean and strong party organization improving the leadership capacity and combat strength of the party organization and the contingent of cadres and party members, successfully implementing the goals set out by the resolutions of the Party congresses at all levels.

Chairman of the Provincial People's Committee Trinh Xuan Truong spoke at the meeting.

Delegates attending the meeting spoke, clarifying the contents and tasks in the process of implementing the resolution in the province, focusing on academic innovation, groundwork, and implementation of the resolution to all levels of Party committees, officials, party members and people; exemplary work of cadres and party members, especially heads of all levels, inspection, supervision, and disciplining within the Party, etc.

Speaking at the meeting, Secretary of the Provincial Party Committee Dang Xuan Phong affirmed: Lao Cai province has been proactive, flexible, creative and has many innovations in implementing the resolution; in which, the Provincial Party Committee has renewed the promulgation of directives and resolutions of the Party Committees at all levels; working style and manners of the Party Committees at all levels. The province has clearly defined thematic programs, projects and resolutions, and at the same time developed and promulgated the working regulations of the Executive Board, the Standing Board in accordance with reality through each congress. Currently, Lao Cai has many innovative models in the field of economy and construction of the Party that are being implemented effectively. The province also does a good job of inspection and examination, paying special attention to the field of natural resources exploitation, minerals, and environmental protection.

Secretary of the Provincial Party Committee Dang Xuan Phong suggested that the delegation should propose to the Central Government to direct and summarize a number of unified pilot models of consolidation and new ways of performing in the province to create unity in the organization of implementation; creating more specific regulations and guidelines on the authority and responsibility of the heads of party committees at all levels, clearly delineating responsibilities between individuals and collectives so that the province can continue to innovate and be creative in performing its main assigned tasks; soon studing and promulgating regulations on functions, tasks, powers, model working regulations of party unions, provincial party officiers, etc.

Deputy Head of the Central Organizing Committee Nguyen Quang Duong delivered the speech closing the meeting.

Appreciating the proactive implementation of the Resolution of the 5th Party Central Committee, term X, Mr. Nguyen Quang Duong, Deputy Head of the Central Organization Department, Head of the Survey Delegation emphasized: The outstanding achievements after 30 years of re-establishing Lao Cai province are clear evidences of the process of renewing the Party's leadership method for the operation of the political system. 

Head of the Survey Team suggested that the province continue to pay attention and discuss to have assessments, summarize practices as well as propose to the Central Government in organizing the implementation and perform of resolutions such as: Paying attention to the influencing factors, forecasting risks affecting the Party's leadership method for the political system to take preventive measures; considering and supplementing the Party's leadership goals and methods for the locality, paying attention to power control issues; continuing to innovate methods and practices of the Party Committee in issuing resolutions, ensuring practicality and focus; renewing the Party's leadership method on officers work, etc to report to the Delegation as a basis for summarizing and proposing to the Central Committee.
