Lao Cai: Promoting reform of administrative procedures

Lao Cai province always identifies administrative procedure reform as the driving force for socio-economic development of the province, in which administrative procedure reform plays an important role.

2022 is the second year of the Administrative Reform Index (PARINDEX) of Lao Cai province, ranks 11/63 provinces and cities with a total score of: 86.93 points; In the 2022 SIPAS index, Lao Cai province ranked 9th/63 provinces and cities with a total score of 83.97% points, an increase of 43 places compared to 2021 (ranked 52nd in 2021).

The goal of Lao Cai province is to strive to maintain the viewpoint of taking the satisfaction of people and businesses as a measure of government performance; Determining that the people are the center of the development process, the province has been promoting the implementation of administrative reform, with a focus on administrative procedure reform.

Lao Cai takes people and businesses as the subjects and service center.

The province has proactively reduced the time to resolve administrative procedures compared to regulations. Currently, 933/1,937 administrative procedures (reaching 48%) have been reduced throughout the province.

In the first quarter of 2023, there were more than 80 thousand applications to cut time, saving people and businesses nearly 60 billion VND; 100% of administrative procedures under local jurisdiction (1,937 administrative procedures) are updated and made public on the national database on administrative procedures and are listed and made public according to regulations.

Some fields have many procedures to reduce the time to resolve digital procedures with regulations such as: The field of Transportation - Construction shortened from 15 days to 10 days for construction licensing procedures. The Information and Communications sector shortened from 15 days to 11 days the procedure for issuing a license to publish non-business documents. The field of Labor - Invalids and Social Affairs shortened from 27 days to 14 days the procedure for receiving social protection subjects with particularly difficult circumstances into social assistance facilities. The field of Natural Resources and Environment shortened from 45 days to 31 days for land dispute resolution procedures under the authority of the Chairman of the District People's Committee.

Online public services across the province have been expanded and promoted (currently providing 1,521 administrative procedures throughout the entire process, reaching 78.5%); integrated, providing 1,365/1,591 public services eligible to be provided online to the National Public Service Portal reaching 85.8%.

To achieve those positive results, the Provincial People's Committee has directed departments, branches and localities to strengthen inspection, urge and grasp the implementation of administrative reform tasks at units and localities, as well as promptly remove and resolve difficulties and obstacles during the implementation process.

The work of information and propaganda for administrative reform in the province has been paid attention to and implemented effectively, carried out in many diverse forms and with rich content; promptly convey outstanding and typical information and results of agencies, units and localities in administrative reform work, thereby helping to raise awareness and responsibilities of agencies, units and officials, civil servants and public employees to effectively carry out administrative reform tasks.

Agencies and localities in the province continue to have many new models, initiatives, and solutions in administrative ways, among which outstanding solutions are to improve efficiency and labor productivity of the One-Stop Department (first applied nationwide).

Online public services are promoted.

The locality has moved the One-Stop Department of Lao Cai City People's Committee to operate at the Public Administrative Service Center to help people and organizations save time and effort. At the same time, reduce investment costs in the electronic one-stop shop; improve the quality of monitoring, supervision, and evaluation of the quality of handling administrative procedures, thereby improving the operational efficiency of the One-Stop Department; Improve labor productivity without changing or affecting the authority to resolve administrative procedures.

In fact, promoting administrative reform in Lao Cai province in particular and the country in general has brought positive effects and created favorable conditions for people and businesses. Received positive reviews from people and businesses.

In the coming time, Lao Cai province will continue to promote administrative procedure reform, which will focus on reviewing and simplifying administrative procedures, minimizing implementation time, focusing on administrative procedures directly related to people and businesses.

Timely update and publicize administrative procedures in many different forms, creating favorable conditions for people and organizations to learn and implement; Promote the application of information technology and digital transformation in implementing administrative procedures. Effectively connect information data from the province to the grassroots. Along with that, improve the capacity and efficiency of performing public duties for the team of civil servants receiving and resolving administrative procedures, especially the team of officials and civil servants at the grassroots level. In particular, uphold the responsibility to implement the provisions of law in receiving and quickly and promptly handling administrative procedures of state civil servants.

In 2023, Lao Cai strives to improve and enhance the provincial administrative reform index (PAR INDEX); improve and enhance the people's satisfaction index with the services of state administrative agencies (SIPAS); Maintain and improve the provincial governance and public administration performance index (PAPI) in 2023 so that Lao Cai is in the TOP 10 leading provinces and cities in the country./.
