Lao Cai is proud of its frontier area, where faith and aspiration bloom eternally.

Lao Cai is the Fatherland's northern borderland, and it suffered greatly as a result of the 1979 border protection conflict. It was on this soil, amidst the wreckage, that hope grew, along with the power of unity and the desire to rise up of the Party Committee, the government, and the people of all ethnic groups in the province.
After more than three decades since the province's re-establishment on October 1, 1991, Lao Cai today is not only a revitalized territory, but also a bright spot on the country's economic, cultural, and international affairs map.

Mr. Nguyen Quy Dang, former Chairman of the Provincial People's Committee, could not disguise his feelings during our discourse about the lonely situation in Lao Cai on that first day. He claimed that there were indications of pain everywhere, as well as wrecked infrastructure, and that people's lives were harsh and deprived. Up to 55% of homes in the province were impoverished, with illiteracy and numerous ancient negative practices. With a spirit of resilience and togetherness, the Party Committee, authorities at all levels, and the people, jointly restored their nation, putting each step firmly on the path of reconstruction.
The first generation of cadres, such as Mr. Nguyen Quy Dang, did not fear challenges and began the rehabilitation process from the start. Faced with numerous hurdles, they took brave measures, unlocking the inner strength of a heroic Lao Cai. The most evident mark was the choice to develop border trade, converting Lao Cai into a significant economic bridge between the provinces of Vietnam, ASEAN countries, and China.

According to Mr. Bui Quang Vinh, former Minister of Planning and Investment and Secretary of the Lao Cai Provincial Party Committee, this was a key turning point that created excellent development potential for the province. Furthermore, the "capital relocation" process was made possible by the merger of Lao Cai town and Cam Duong town to create a modern urban area, which committed the entire old Lao Cai town's urban area to the development of services, tourism, and the border gate economy. Another significant choice to move Lao Cai into a new phase of development is this one.
The first 10 years of re-establishment focused on restoring the economy, infrastructure and stabilizing people's lives after the war and creating a solid foundation for the next stage. Entering the 2000s, Lao Cai transformed strongly, rising to become a province with impressive growth rates. Key projects such as the Hanoi - Lao Cai expressway were completed, connecting the Northwest region with the Red River Delta, opening up new trade routes, not only bringing Lao Cai closer to the capital but also strongly connecting with the key economic region in the North. Along with that, Sa Pa - the green gem in the Northwest mountains and forests, has been invested in and developed into a national tourist area, attracting millions of domestic and foreign tourists, bringing huge development resources to the province.

People of all ethnic groups in the province actively work, produce and develop the economy.

Lao Cai has given business promotion a lot of thought, and numerous measures have been implemented to entice companies to invest and establish enterprises. The phrase "Prosper enterprises, Developed Lao Cai" has evolved into a tenet that directs efforts to enhance the business and investment climate. Industrial parks and border economic zones have been developed and enlarged over time, drawing in investors. Thanks to these accomplishments, people's lives have improved and Lao Cai has transformed from a destitute province into a new representation of sustainable and successful growth.
The Lao Cai Provincial Party Committee confirmed that Lao Cai's achievement is not a coincidence after assessing the outcomes of the Party's restoration policy in Lao Cai for over 40 years. It is the outcome of astute leadership, a spirit of unwavering will, and a strong desire to rise like the Red River.
With significant and calculated choices that have transformed Lao Cai from the "end of the tunnel" to a connecting locomotive, unleashing the potential for sustainable development, the Lao Cai Provincial Party Committee swiftly turned its early understanding of the Party's innovative spirit into specific resolutions and action plans. This further demonstrates that Lao Cai is a resilient country, much like the forest trees atop Hoang Lien Son, which are always proactive and inventive in order to overcome obstacles and climb to prominence.

Under the leadership of the Provincial Party Committee, Lao Cai has escaped the status of a poor province and is on the path of strong development.

From being a poor province, Lao Cai has developed over the last three decades to solidify its place in the region and the nation. After 40 years of innovation with the nation, the Lao Cai Provincial Party Committee noted that the key to success is first accurately assessing the situation, choosing the right course, establishing ambitious goals, and emphasizing the Provincial Party Committee's strong leadership as the key to unlocking resources for development.
Along with accurately assessing potential and advantages, the province also made full use of resources for development, paid attention to and cared for the work of cadres, particularly the team of key cadres, local cadres, and core cadres, who were prestigious members of the ethnic minority community; promoted the Party Committee's tradition of solidarity, which holds that the consensus of all ethnic groups in the province is essential to successfully implementing the set goals; and sparked the will to rely on oneself, improve oneself, and rise to fulfill Lao Cai's vision at every stage of development.

Looking back the 33 years of building and growth, Lao Cai's accomplishments and efforts not only profoundly impacted every resident but also showed the bravery and determination to persevere. The accomplishments and efforts have helped to give the province a new identity and have given Lao Cai the impetus to reach out, integrate, and grow with the rest of the nation.
