Pursuant to Resolution No. 25-NQ/TW and Conclusion No. 80-KL/TW, dated December 25, 2013 of the Politburo (XI tenure) on promoting the implementation of Resolution No. 25-NQ/TW of the Party Central Committee (XI tenure) on strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization; Directive No. 42-CT/TW dated March 24, 2015 of the Party Central Committee Secretariat on strengthening the Party's leadership over the work of educating revolutionary ideals, ethics, and cultural lifestyle for the young generation in the period of 2015-2030, Lao Cai Provincial Party Committee issued Plan No. 144-KH/TU, dated May 27, 2015 on studying, thoroughly grasping and implementing Directive 42-CT/TW; Action Program No. 244-CTr/TU dated June 29, 2015 and documents implementing the Youth Development Program of Lao Cai province through stages for leadership and implementation in all levels of government in accordance with local practical conditions.
According to the assessment of Lao Cai Provincial Party Committee, after 15 years of implementing Resolution No. 25-NQ/TW, 10 years of implementing Conclusion No. 80-KL/TW, in general, localities, agencies and units have proactively implemented and achieved quite comprehensive results. These results are assessed on specific contents such as: Education work on ideals, revolutionary ethics, cultural lifestyle, civic awareness, forming a generation of young people rich in ideals, with revolutionary ethics, ambition, spirit and practical capacity; Innovation in education and training, creating opportunities for young people to study, constantly improving their qualifications; Improvement of quality of young workers, solving employment, increasing income and improving the lives of young people; Development of healthy social environment, creating conditions for young people to improve their cultural and spiritual life, and comprehensive development.
Over 6,400 young people in Lao Cai province are currently members of the Communist Party of Vietnam, according to data provided and overseen by the Organizing Committee of the Provincial Party Committee. During the 2020–2025 term, the percentage of youths involved in Party committees at all levels is 0.25% for grassroots Party committees, and 6.43% for grassroots Party committees. A breakthrough in the organization and utilization of young cadres in all disciplines is also being made, along with the promotion of new talents. The work of planning, training, fostering, rotating and appointing young cadres has been of interest to Party committees at all levels, creating conditions, gradually standardizing and supplementing the contingent of cadres for the political system at all levels. The number of young cadres participating in Party committees, People's Councils and People's Committees at all levels has basically met the set targets and increased compared to previous terms. Along with the leadership and direction of Party committees at all levels; the attention, direction, coordination and facilitation of all levels of government, departments, branches, the Fatherland Front and socio-political organizations in innovating youth work have been strengthened and achieved effectiveness.

At the same time, the Youth Union at all levels has progressively changed its operations and content to reflect societal changes. In addition to promoting the tradition of solidarity, dynamism, and creativity in their studies and work, the youth force has become more conscious of their rights and responsibilities. They have also been proactive, volunteered for community life, and taken responsibility for themselves, their families, and society. Realizing the motto "Solidarity - Creativity - Entrepreneurship - Integration," Lao Cai youth have been and continue to firmly contribute to the local community's overall growth in the areas of politics, economy, security, national defense, and culture and society.
The programs "Solidarity, creativity, entrepreneurship, integration", "Accompanying young people to establish themselves and their careers", "Building a strong Vietnam Youth Union in Lao Cai province", "I love my Fatherland",... are major movements of the Vietnam Youth Union in general and Lao Cai in particular that have been actively implemented and achieved high results. The journey "Youth to the border milestone" is not only focused on in the annual "March Border Month" program but is also a main and regular activity of Lao Cai youth to promote propaganda and education for union members, members, and young people about traditions, love for the homeland and the responsibility of young people for sovereignty and border security in the new situation.
To promote the role of youth and union members in building a sustainable and in-depth startup ecosystem in the period of 2021-2024, Lao Cai Provincial People's Committee has directed the implementation of a youth startup program associated with the annual Youth Union and Youth Movement Program. Search and develop creative startup ideas of young people through startup competitions organized by the Central Youth Union. Support youth startups through Startup Clubs; develop a loan support program for young startups, startup policies, etc. Lao Cai has organized 02 Startup Ideas contests in Lao Cai province; organized a dialogue between the Chairman of the Provincial People's Committee and the business community, young entrepreneurs, and young startups in the province. In the period 2021-2024, 10 projects of the province entered the semi-finals of the "Rural Youth Startup Project" competition organized by the Central Youth Union, of which 04 projects entered the finals.
Positive results include: Organizing 35 training courses on forums on consulting and supporting young people to start a business; 55 training courses on sales organization, marketing and business management for over 3,000 women members; Lao Cai Startup Club and Young Entrepreneurs Association organized 15 Startup Cafe issues; 04 Entrepreneur Cafe issues; supporting 50 innovative startup models and projects for young people, over 17,000 young people were equipped with knowledge of startups and economic development; supporting the construction of 185 charity houses - Great Solidarity houses; consulting, career orientation, and employment for 22,605 young people, of which 3,725 young people were introduced to stable jobs; organized medical examinations and provided free medicine to 26,640 people, donated over 3,000 units of blood,.... This result marks the tireless steps and responsible work of all levels of the Vietnam Youth Union of Lao Cai province.
Strengthening youth exchange activities between Lao Cai (Vietnam) and Yunnan (China) provinces and districts and cities sharing the border so that Lao Cai youth can access information, knowledge, models, good practices as well as skills to help young people start businesses and integrate in the new era. Accordingly, activities such as: Exchange program between young entrepreneurs, young entrepreneurs of Lao Cai province (Vietnam) and Hekou town (Honghe county, Yunnan province, China); Exchange program on experience in organizing activities and developing youth start-up clubs and connecting young entrepreneurs with investors; Cross-border cultural exchange program, exchange between Lao Cai City Youth Union and Hekou District Youth Union have contributed to strengthening the friendly relationship between young people of Vietnam and China.
Youth is the age of ambition, dreams and aspirations to contribute. In recent years, the Vietnam Youth Union at all levels in Lao Cai province has carried out many activities and movements with noble humanitarian meanings, demonstrating love for the country and having a strong political stance. Figures such as organizing 98 political activities attracting 98,795 members and young people to study and research; organizing 51 seminars and forums "Youth following Uncle Ho's guidings", doing a good job of grasping the situation and orienting thoughts and public opinion among young people; organizing 935 activities and programs to repay gratitude, care for, embellish and promote the value of historical and cultural relics to help war invalids, families of martyrs, people with meritorious services to the revolution, etc. have shown that studying and following Ho Chi Minh's ideology, morality and style is the guiding principle in all activities of the Youth Union at all levels in recent years.
Through activities and movements, Lao Cai youth in particular and the whole country in general have demonstrated their social responsibility, contributing to building the image of Vietnamese youth with "pure hearts", "bright minds", "great ambitions", worthy of the trust and responsibility given by Uncle Ho, the Party, the State and the People./.
