Van Ban is a mountainous district with a population of over 96 thousand people, of which ethnic minorities account for over 85%. The area is large with 22 commune-level administrative units. Along with that is the situation of illegal mineral exploitation and a high rate of drug addicts, which is potentially complicated in terms of security and order. Clearly aware of the requirements and tasks in the work of preventing and combating crimes and social evils, maintaining security and order, Van Ban District Police proactively advises local Party committees and authorities to deploy measures to ensure security and order, coordinate and direct commune-level Police to perform well the tasks of maintaining security and order at the grassroots level. At the same time, coordinate in organizing propaganda and launching the movement "All people protect national security", mobilizing people to participate in the fight against and denounce crimes; coordinate in developing plans for night patrols and controls to ensure security and order and be on duty 24/7. Regularly coordinate with local departments, branches, organizations and People's Committees of communes, and commune-level police forces to do a good job of mobilizing and guiding people to participate in preventing and combating crimes and social evils; propagate, disseminate, and educate the law, methods, and tricks of all types of criminals so that people can raise their vigilance and take preventive measures.

Faced with the increasingly sophisticated and complicated situation of security and order, criminal activities of all kinds. Van Ban District Party Committee has directed specialized agencies to coordinate well in maintaining security and order at the grassroots level. Every month, the District Party Committee's Propaganda Department proactively coordinates propaganda, mobilization and grasps the ideological situation and life of the people. Promote the role of prestigious people, village elders, village chiefs, Party cell secretaries, residential group leaders, and the Chairman of the Fatherland Front in propagating and mobilizing people to strictly comply with the law on security, order and traffic safety. Actively mobilize to build urban civilization, ensure security, order and traffic safety. Regularly remind organizations and individuals to let construction materials encroach on sidewalks and roadsides, clear away roofs and canopies encroaching on sidewalk corridors, roadsides and pavements; Strengthening the inspection of construction order and management of road corridors in the center of Khanh Yen Town, the center of commune clusters such as Tan An, Vo Lao, Duong Quy, Minh Luong. Issues of public concern, helping people raise awareness and vigilance, prevent fraud in cyberspace, prevent women from giving birth before the age of 18, etc. Strengthening propaganda work on security, order and traffic safety on social networking sites Zalo, Facebook, and local official news sites. In addition to propaganda work and on-site handling of violations, the District Police sent a list of cadres, civil servants, public employees, party members, students and pupils violating traffic safety order so that agencies, socio-political organizations, party organizations, and educational institutions can take measures to manage and handle them in accordance with the spirit of Directive 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic order and safety (TTATGT) in the new situation and Directive No. 10/CT-TTg dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring road traffic order and safety in the new situation.

Over the past year, Van Ban District Police have coordinated with the Traffic Safety Committee, People's Committees of communes and towns to strengthen the organization of propaganda and dissemination of legal regulations in the district. Propaganda and dissemination of traffic safety laws were organized at 64 schools, with the participation of 26,159 students and teachers, distributing 10,000 leaflets; organizing parents and students to sign 5,075 commitments to comply with the law when participating in traffic. Organizing 83 propaganda and dissemination sessions directly in residential areas with 26,202 participants, signing 9,014 commitments to comply with traffic safety with households, distributing 9,000 leaflets, 100 propaganda billboards. Currently, localities are focusing on operating fanpages, promoting the role of media agencies, regularly posting information, good people, good deeds to create positive spread in society. Effectively implement security and order models.

The Propaganda Department coordinated with the grassroots Fatherland Front to continue promoting propaganda work so that people could respond to the 5 campaign contents associated with the movements "All people protect national security"; "All people participate in preventing and combating crime, drugs, prostitution"; Reforming backward customs and practices, organizing and implementing, signing emulation covenants to effectively implement the campaign "All people unite to build new rural areas and civilized urban areas". At the same time, maintain and improve the effectiveness of 41 pilot models, 174 self-management models on security and order in the whole district, 547 "Skilled People's Mobilization" models in all areas of social life. Thanks to that, since the beginning of the year, political security and social order and safety have been ensured. There have been 9 crimes against social order, 12 subjects (a decrease of 5 cases compared to the same period in 2023). Detected and arrested 01 case, 04 subjects with signs of crime of manufacturing, storing, illegally trading military weapons and explosives. Crime of violating drug law: detected and arrested 35 cases, 52 subjects.

To strengthen the work of ensuring security and order at the grassroots level, Van Ban district has recently established and launched a force to participate in protecting security and order at the grassroots level (including part-time commune police force, residential group security force, and civil defense team leader and deputy leader). Currently, the district has 195 security and order protection teams with nearly 590 members. This is an extension of the people's police in ensuring security and order at the grassroots level.

With the drastic participation of local Party committees and authorities, the active participation of all classes of people, and forces participating in protecting national security and order at the grassroots level, it has made an important contribution to building and consolidating the movement of the entire people to protect national security, maintain social order and safety at the grassroots level, and realize the goals of socio-economic development and new rural construction in the locality.
