The 4th Congress of Ethnic Minorities in Lao Cai Province was a great success.

On the afternoon of August 23, at the Provincial Conference Center, the 4th Congress of Ethnic Minorities of Lao Cai Province - 2024 took place.

The report at the congress stated that after 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities of Lao Cai Province - 2019, under the leadership of the Provincial Party Committee, People's Council, and People's Committee, the material and spiritual life of ethnic minorities in the province has been improved. Every year, the province has prioritized 65 - 70% of the total budget for infrastructure development investment for ethnic minority areas. The whole province has 100% of communes with asphalted and concreted rural roads to the commune center; 100% of villages and hamlets have roads to the village center; 100% of communes have national electricity grid, of which the rate of households in ethnic minority areas using the national electricity grid is 97.6%; 100% of communes have telecommunications infrastructure.

The contingent of ethnic minority cadres, civil servants and public employees in the province has been given attention in terms of both quality and quantity to meet the requirements of the assigned tasks. Ethnic policies in recent times have contributed to rapidly reducing the multidimensional poverty rate of the whole province from 25.19% in 2021 to 14.94% in 2023, of which the poverty rate in ethnic minority areas has decreased from 31.3% to 18.8%. Average income per capita reached 38.4 million VND/person/year. The preservation and promotion of cultural identity, language, writing, customs, practices and good traditional beliefs of ethnic minorities are respected. The political system at the grassroots level is strong, maintaining political security, social order and safety, contributing to protecting territorial sovereignty and national border security. Strengthening national unity and enhancing the trust of people of all ethnic groups in the Party and State.

At the congress, delegates focused on discussing and exchanging good experiences and valuable lessons, agreeing on goals, tasks and key solutions to continue promoting and improving the effectiveness of ethnic work and ethnic policies in the province.

Comrade Hau A Lenh suggested that in the coming time, Party committees at all levels, authorities, socio-political organizations and cadres and party members of Lao Cai province continue to study , raise awareness and thoroughly grasp the viewpoints, policies and guidelines of the Party and State on ethnic affairs, great national unity and ethnic policies. Continue to innovate thinking, act resolutely, with the highest political determination, promote the potential and advantages of the province, focus resources on investment in socio-economic development, promote hunger eradication and poverty reduction, build new rural areas, improve the material and spiritual life of ethnic minorities. Effectively implement 3 national target programs, especially the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period. Focus on building and consolidating the grassroots political system in ethnic minority and mountainous areas, especially in remote, border and extremely disadvantaged communes. Focus on training, fostering and developing human resources, especially ethnic minority cadres. Pay attention to preserving and promoting good traditional cultural values, tangible and intangible cultural heritages of ethnic minorities. Eliminate bad customs; improve the quality and effectiveness of education and training, especially training, fostering and vocational training for ethnic minority youth. Promote health care and ensure ecological environmental sanitation. Focus on building and nurturing the great solidarity of all ethnic groups, because this is the source of strength and a precious tradition of our nation, persistently built by many generations of ancestors.

Speaking at the congress, comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation affirmed: Over the past years, Lao Cai province has focused investment resources on ethnic minority areas for socio-economic development. Up to now, the socio-economic life of ethnic minority areas has had positive changes, reflected in many aspects.

In addition to the achieved results, ethnic work in the province still has shortcomings and limitations such as: The lives of a part of the people are still very difficult; the gap in income, living standards, and access to services between ethnic minorities and Kinh people is still high; the rate of poor households who are ethnic minorities still accounts for 95% of the total number of poor households in the province; infrastructure in rural and mountainous areas is still lacking and weak, not meeting development requirements; some ethnic policies are still inadequate , scattered, unsynchronized, and lacking resources; the quality of general education and vocational training for ethnic minorities has not kept up with the needs of society...
