The report emphasizes the direction and management of the Party Committee and the government of Thanh Hoa province; the fundamental solutions as well as the specific mechanisms implemented by Thanh Hoa province in areas such as: sending workers to work abroad; coordination with enterprises in forecasting labor demand to orient human resource training; and providing labor market information. Thanh Hoa province has issued a plan to promote human resource training to meet both quantity and quality, not only serving the socio-economic development of the locality but also providing high-quality human resources for provinces and cities in the country.

The report also highlights the methods of implementing support for housing, production land, planning, arrangement, and resettlement of residents where necessary; methods of implementing, integrating, and mobilizing capital to implement national target programs, especially implementing career capital; methods of mobilizing socialization in implementing national target programs. The implementation of specific local policies to support communes that have completed the construction of new rural areas, advanced new rural areas, and model new rural areas, etc.

For Lao Cai province, in recent times, the locality has implemented synchronous solutions to increase employment opportunities, aiming at sustainable jobs for workers in the province. The training structure and training professions of vocational training institutions in the province have closely followed the socio-economic development orientation and the demand for human resources in and outside the province.

The province has 14 vocational training facilities spread across the districts. The current rate of trained workers in the province is 68.2%. By the end of 2023, the proportion of workers working in the agriculture - forestry - fishery sector will account for 52.7%; the proportion of workers working in the service sector will account for 28.72%; and the proportion of workers in the construction industry will be 18.58%.

To implement the 3 national target programs, the Provincial People's Council organized 9 additional meetings to specify the requirements of the Central Government. In addition, the province issued more than 300 documents regulating mechanisms, policies, directions, and implementation organization.

The leaders of the two provinces discussed some difficulties and problems that led to slow capital allocation and disbursement in some projects of national target programs.
