At noon on March 3, Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee welcomed and held a working session with Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam.

Attending the working sessions were leaders of a number of provincial departments and branches; Chairmen of the People's Committees of Bat Xat, Bac Ha, Bao Yen districts; members of the Embassy's working delegation.

At the working session, Provincial Party Secretary and Provincial People's Committee Chairman Trinh Xuan Truong expressed his pleasure in welcoming the delegation of the Embassy of Japan in Vietnam to visit and work in Lao Cai, and reviewed recent foreign affairs activities between Lao Cai province and the Embassy of Japan in Vietnam; introduced the potential and advantages of socio-economic development of Lao Cai, such as border gate economy, industry, agriculture - forestry, and tourism.
With such potentials and strengths, Lao Cai has gradually risen from a poor province to a fairly well-off province in the region, striving to become the center of the Northern Midlands and Mountains region. Currently, Lao Cai is facing a new historical opportunity when the Central Government has decided to choose to build it into a growth pole and a center for trade connection between Vietnam and ASEAN countries with the Southwest region of China. To realize this, the Central Government has approved the implementation of the Lao Cai - Hanoi - Hai Phong Railway Project by 2025, etc.

The Provincial Party Secretary and Chairman of the Provincial People's Committee proposed that the Embassy of Japan support new generation ODA projects and GGP projects; research and organize the Cherry Blossom Festival in Sa Pa town; support human resource training including providing scholarships for students, staff, etc.; send skilled workers from Lao Cai to work in Japan; support the application and transfer of high technology in agricultural production, with attention paid to the transfer of mushroom production technology between the Department of Agriculture and Environment of Lao Cai province and OGAWA KINOKOEN CO., LTD. (Japan); connect to establish a twinning relationship between Lao Cai and a locality of Japan.
Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, thanked the leaders of Lao Cai province for taking the time to warmly welcome the delegation. The Ambassador also congratulated Mr. Trinh Xuan Truong on officially assuming the position of Secretary of the Provincial Party Committee. Ambassador Ito Naoki said: The purpose of this trip is to sign projects receiving support from the Grassroots Grant Aid Program (GGP) with a value of nearly 400 thousand US Dollar (equivalent to 10 billion Vietnamese dong).

Provincial Party Secretary, Provincial People's Committee Chairman Trinh Xuan Truong presented gifts to the Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam.

The Ambassador hoped that the sponsored project will contribute to the overall development of the province after storm No. 3; believed that the connection of cultural exchange between Lao Cai province and Japanese provinces will develop further; besides, it will connect Japanese enterprises to invest in Lao Cai.
Regarding the disaster prevention project, Japan currently has projects in 11 provinces of Vietnam. The Ambassador hoped to sign a cooperation agreement with Lao Cai in the near future, contributing to improving capacity in the field of disaster warning and weather forecasting.
