Lao Cai aims for 10% growth target

In 2025, Lao Cai province sets an economic growth target of over 10%. Based on clearly identifying opportunities and challenges, under the leadership of the Provincial Party Committee, the direction, management and administration of the Provincial People's Council and People's Committee, all levels, sectors and localities of the province focus on synchronously and drastically implementing solutions to effectively attract investment resources, develop sectors and fields, and ensure growth scenarios.

Lao Cai is setting an ambitious growth target in 2025, with a gross regional domestic product (GRDP) growth rate of more than 10%. Lao Cai identified agriculture, forestry and fishery accounting for 12.0%; industry - construction accounting for 41.2%; services accounting for 36.7%; product taxes minus product subsidies 10.2% . To achieve these goals, the province focuses on key factors such as mobilizing investment resources, improving transport infrastructure and developing key economic sectors. Accelerating the implementation of national target programs; focusing on building and completing strategic infrastructure connections, especially the Lao Cai - Hanoi - Hai Phong high -speed railway ( expected to start construction in 2025), starting construction of Sa Pa Airport in the third quarter of 2025, completing the 4-lane Hanoi - Lao Cai expressway; 500KV Vinh Yen – Lao Cai power line, etc.

The Provincial People's Committee identifies the disbursement of public investment capital as an important factor, creating momentum for growth. At the same time, the province focuses on reforming administrative procedures, improving the investment and business environment to attract new investment resources to implement breakthrough non-budget investment projects in the province's socio-economic development; increase support, promptly remove difficulties and obstacles for investors so that projects can be completed and put into use soon, creating added value contributing to the province's economic growth. Develop a public investment plan for the period 2026-2030 to ensure focus, key points, not spread out, prioritize projects with inter-regional connectivity, creating strong momentum for local economic development.
Trade and services continue to be the key sector, in which tourism plays an important role. The general planning of Sa Pa Tourism Area until 2045 opens up opportunities for systematic and professional development, helping Sa Pa rise to become a national eco-tourism area. With synchronous investment, Lao Cai aims to attract 3 million tourists in 2025, contributing to creating a strong driving force for the local economy.

Lao Cai has identified a focus on developing modern agricultural production models applying high technology. In 2025, the province aims to plant 300 hectares of macadamia, 1,098 hectares of fruit trees, 1,578 hectares of Ngoc Linh ginseng, 1,480 hectares of sugarcane, more than 660 hectares of passion fruit, 1,000 hectares of cold-climate coffee and renovate an additional 2,000 hectares of mixed gardens. At the same time, production linkage models according to VietGAP, GlobalGAP and organic agriculture standards will be expanded to increase the value of agricultural products, protect the environment and meet market demands.
Industry continues to attract investment to develop and build new Vo Lao Industrial Park; Coc My - Trinh Tuong Industrial Park; Ban Qua Industrial Park (in the Border Gate Economic Zone); Cam Con Industrial Park. Build at least 01 industrial cluster with synchronous technical infrastructure investment in each district, town, and city; prioritize the development of large-scale concentrated processing and manufacturing industries, clean industries, and labor-intensive industrial projects. Develop warehouse systems and logistics areas in economic zones, industrial parks, and in districts, towns, and cities according to the planning; including: 01 logistics center meeting grade II standards in Kim Thanh - Ban Vuoc area; 06 logistics projects in Lao Cai city, Sa Pa town, Bao Thang, Van Ban, and Muong Khuong districts.
Despite many challenges such as unsynchronized transport infrastructure, low quality of human resources and low labor productivity, Lao Cai is still taking full advantage of opportunities for strong development. Synchronously implementing solutions from institutional reform, accelerating investment to expanding production and developing tourism is the "key" to making the province's socio-economic breakthrough, completing the growth target of 2025 and laying a solid foundation for development in the following years.
