Lao Cai City promotes science and technology development and digital transformation

Immediately after the Politburo issued Resolution 57-NQ/TW on the development of science, technology and innovation to 2030, with a vision to 2045, Lao Cai city demonstrated a proactive, decisive and synchronous spirit in implementation. With high determination, Lao Cai city has continuously updated technology, software and innovation solutions in all fields, aiming to better serve the needs of people and businesses.

In the context of the digital transformation revolution, for the first time in Resolution 57-NQ/TW, science, technology, innovation, and digital transformation are placed in the position of "top important breakthroughs" with high-level goals by 2030 and 2045 so that Vietnam can become a developed country with high income. This has received a very high consensus from party members and people. In Lao Cai city, that spirit is spreading strongly, especially in administrative reform and state management.

To concretize Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Lao Cai city quickly established a Steering Committee of 38 members, with the Secretary of the City Party Committee as Head of the Steering Committee; Issue regulations and plans with many important goals; assign specific tasks to members, develop action plans and organize meetings to implement the contents of the Steering Committee. Direct Party committees and authorities at all levels to concretize the contents into the implementation of tasks of agencies and units to ensure that they are suitable to the characteristics of the industry and locality, ensuring focus, key points and high feasibility.

In particular, the City Party Committee issued Plan No. 387 dated March 4, 2025 to implement Action Program No. 414 dated February 19, 2025 of the Provincial Party Committee to implement Resolution No. 57 in the city, period 2025 - 2030, orientation to 2045 with 08 specific goals to 2030; 03 vision goals to 2045 and 07 groups of tasks and solutions for leadership and implementation direction.

With the goal of combining digital transformation, green growth and improving the quality of life, promoting the application of digital technology in all areas of social life. Improving the human development index (HDI) through improving education, health, income and social security, building a modern, civilized and sustainable society. Making the city a pioneering locality, ranking first in the province and region in applying and developing digital technology, innovation, building a comprehensive digital living and working environment, promoting socio-economic development, enhancing competitiveness, creating a solid foundation for sustainable development, international integration and improving the quality of life for people.

At the same time, the dissemination and propaganda of the Resolution was widely deployed throughout the city, helping to raise awareness, arouse strong political determination and a spirit of innovation throughout society.

In the first quarter of 2025, the City Party Committee organized an online conference from the Provincial Party Committee bridge to the city bridge and communes and wards with 105 delegates (city bridge), the rate of delegates attending the call was 87%; 1,028 delegates participated at the commune and ward bridge.


Lao Cai City Youth Union launched the "Digital Education for All" team.

Lao Cai City Youth Union has established and launched a digital literacy team with 30 core members responsible for supporting the raising of awareness and essential digital skills for people, especially the elderly, people in rural areas, remote areas or people with little exposure to technology, helping people access and utilize technology in life, improve labor productivity, create new job opportunities and form a community that adapts to digital transformation; participate in building digital government, digital society, digital economy, digital citizens.


Handling administrative procedures at the One-stop Department of Lao Cai City People's Committee.

The one-stop department of the City People's Committee has promoted the construction and development of e-government and digital government. Information technology has been applied in the issuance of a system of documents directing the settlement of 100% of agencies and units, 95% of the city's documents have been created into work files and released on the Internet environment via VNPT-Ioffice software.

The city's one-stop system, communes, wards and specialized departments have applied VNPT-Igate software to receive and process administrative procedures for citizen organizations, creating transparency in information during the processing process. The rate of files processed online throughout the city in the first quarter was 10,803 administrative procedure files, reaching 89.09% of the total number of administrative procedure files received, deploying 147/147 administrative procedures with financial obligations to be configured for online payment, contributing to accelerating the process of building a digital government in a transparent and effective direction.

Ensuring that science, technology and innovation develop steadily and truly become a driving force for economic growth, contributing to building Lao Cai city into a smart, modern urban area, actively contributing to the overall development of the country.
