Lao Cai actively implements industrial promotion projects for the period 2021 - 2025

Lao Cai province is actively implementing industrial promotion projects in the 2021-2025 period to promote industrial and handicraft development and improve production capacity for organizations and individuals in the area.

Implementing the National Industrial Promotion Program according to Decision No. 1881/QD-TTg of the Prime Minister; in the period of 2021 - 2025, Lao Cai province has implemented 56 industrial promotion projects (51 local industrial promotion projects and 05 national industrial promotion projects) with a total cost of more than 9.3 billion Vietnamese dong.

Support the development of industrial and handicraft production

In order to encourage and support organizations, individuals, and economic sectors to participate in investing and developing rural industrial production; improve the competitiveness of products and goods; provide social security for rural areas; reduce environmental pollution issues... Lao Cai Provincial People's Council issued Resolution No. 03/2019/NQ-HDND dated July 10, 2019, stipulating a number of contents and expenditure levels to support industrial promotion activities in the province. The Provincial People's Committee issued Decision No. 2950/QD-UBND dated September 3, 2020 on the Industrial Promotion Program of Lao Cai province for the period 2021 - 2025 as well as annual Industrial Promotion Plans. Focusing on supporting the development of rural industrial establishments in industries with potential and strengths; supporting the processing of agricultural products, food, medicinal herbs, handicrafts...; developing products under the OCOP program; Focus on supporting facilities to invest in machinery systems, synchronous production lines, and modern equipment.

In the period of 2021 - 2025, the national industrial promotion has supported Lao Cai province to implement 05 projects to build 05 technical demonstration models; local industrial promotion has supported the implementation of 19 projects/19 rural industrial establishments in districts, towns and cities to transfer technology, apply advanced machinery, and scientific and technical advances (supporting the application of machinery and equipment, transferring advanced technology into industrial and handicraft production; investing in new technology machinery and equipment for processing fresh vermicelli, products from plums, ginseng vermicelli, water, pure ice cubes, medicinal herbs, turmeric starch; supporting the application of advanced machinery and equipment in the production of peeled boards, brocade products; supporting machinery and equipment for mechanical processing, civil carpentry, wooden furniture, products from planted forests, processing forest products, tea, etc.).

Typically, in Lao Cai city, industry and handicrafts account for nearly 50% of the economic structure of Lao Cai city. The city has invested 22.6 billion Vietnamese dong to complete the construction of infrastructure for the concentrated small-scale industrial zones of Bac Duyen Hai and Dong Pho Moi, with a total area of 14.3 hectares. In the field of small-scale industry alone, Lao Cai city currently has nearly 150 large-scale production facilities located in industrial and small-scale industrial zones and clusters and about 1,000 small-scale production facilities located in residential areas. The industries in this field are also very diverse, including: mechanics, painting, household carpentry, fine arts, manufacturing... Not only that, this is also a field that creates high economic value with a stable income of about 8 million Vietnamese dong/person/month for more than 4,000 local workers. In addition, small-scale industry also supports and promotes the development of other fields such as trade, services, creating tools and machinery for agricultural production, processing, etc.

Lao Cai province has also implemented 14 projects to support information consulting on rural industrial development, communication work with 5 newsletters/year on agricultural extension published, printed and distributed and other forms of propaganda on other media. At the same time, 03 projects have been implemented to support capacity building for organizing and implementing industrial extension activities; 15 inspection, supervision and guidance delegations have been organized to implement industrial extension programs, plans and projects.

OCOP product development

On March 16, 2022, the Provincial People's Committee issued Plan No. 100/KH-UBND to implement the "One Commune One Product" (OCOP) Project for the period 2021-2025. The province strives to standardize and recognize at least 30 more OCOP products, contributing to increasing the value of local products and promoting rural economic development.

In the period of 2021-2024, the province organized the voting for typical rural industrial products at the provincial level twice in 2022 and 2024. Thereby, it attracted a lot of attention from rural industrial establishments in the province to participate with 39 typical rural industrial products at the provincial level recognized/19 rural industrial establishments voted. Notable products include: Detox Chocolate, Sa Pa climbing tea, Mist tea, Sa Xeng plum wine, Smoked Sa Pa salmon, Braised Sa Pa salmon, Dried beef-flavored pork, Dried Hoang Sin Co, Hung Hien ginseng vermicelli, Happiness wooden chopsticks, Stone mountain honey...

Some rural industrial products of Lao Cai province are recognized as typical products of the Northern region. In 2022, there will be 03 typical rural industrial products including: Seng Cu rice (Tien Phong Cooperative); pure honey (Thanh Xuan Mountain Bee Development Company Limited); turmeric starch and honey pills (Manh Huong Medicinal Agricultural Products Cooperative). In 2024, there will be 06 products, typical rural industrial product sets including: Sa Pa artichoke soft extract product set and Sa Pa cordyceps capsules (Traphaco Sa Pa One Member Co., Ltd); Seng Cu Muong Vi rice product set and Seng Cu Muong Vi brown rice product set (Hao Anh Agricultural Cooperative); pure red glutinous turmeric starch product set and pure black turmeric starch product set (Manh Huong Medicinal Agricultural Products Cooperative); dried pork and dried buffalo meat products (Gia Phu Commune Clean Food Processing Cooperative); ginseng vermicelli products (Minh Duc Cooperative); Sa Pa salmon floss products (Le Trung Thuc business household, Sa Pa town).

Lao Cai encourages production establishments to apply cleaner production models to improve resource efficiency, reduce emissions and protect the environment. This is part of the province's sustainable industrial development strategy.

Digital transformation for small and medium enterprises

In the context of the 4th industrial revolution and the explosion of digital technology, digital transformation has become an inevitable trend and a driving force for sustainable development for small and medium enterprises, especially in the rural industry and handicraft sector. The application of digital technology helps businesses optimize production, management and operation; improve productivity and product quality; expand the market through e-commerce, etc.


Lao Cai actively implements digital transformation training for Community Digital Technology Teams.

Lao Cai sets a goal that by 2025, 100% of cooperatives and small and medium enterprises in the province will be supported to raise awareness of digital transformation; about 40-50% of cooperatives and small and medium enterprises in the province will apply e-commerce to connect, promote and introduce products. Each year, Lao Cai province strives to have over 200 cooperatives and small and medium enterprises in the province trained, coached, consulted, connected with digital transformation solutions, and experience digital platforms for digital transformation of enterprises. Of which, there will be 20-30 cooperatives and small and medium enterprises that are typical models of digital transformation for replication.

These efforts have contributed to improving production capacity, creating jobs and stable income for people, especially in rural and mountainous areas. At the same time, the application of modern technology and machinery helps rural industrial establishments improve product quality, expand markets and increase competitiveness.
