Speaking at the opening of the conference, Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: President Ho Chi Minh's life is a beautiful symbol of steadfast revolutionary will; spirit of independence and self-reliance; patriotism and love for the people. His ideology, morality and style are the crystallization of the fine traditions of our nation and the cultural quintessence of humanity, a priceless spiritual asset of our Party and People, a shining example for all Vietnamese people to follow. Our Party has determined to take Marxism-Leninism and Ho Chi Minh Thought as the Party's ideological foundation and the compass for all actions. Therefore, studying and following Ho Chi Minh's ideology, morality and style is a major, continuous and long-term policy of the Party.

Over the past 10 years, implementing the leadership, direction and guidance of the Central Committee, the Provincial Party Standing Committee has led and directed Party committees and organizations at all levels to seriously study, thoroughly grasp and implement the contents of Directive 05 of the 12th Politburo, promulgate regulations and resolutions on studying and following Uncle Ho in conjunction with implementing Resolution 4 of the 12th Central Committee on strengthening Party building and rectification and implementing regulations on exemplary responsibility of cadres and Party members, especially key leaders at all levels; considering this not only a task, but also a source of pride, affection, respect and infinite gratitude for Uncle Ho's contributions.

With many new, creative and practical approaches, Lao Cai province has achieved many important results and is one of the leading localities in the country in promoting the study and following of Ho Chi Minh's ideology, morality and style.

It can be said that the comprehensive results in the fields of socio-economic development, national defense and security, Party building and political system that the province has achieved in the past 10 years, especially in the difficult context of the Covid-19 pandemic, natural disasters, storms and floods, overcoming the severe consequences of storm No. 3... have contributed significantly to the implementation of Directive 05-CT/TW of the Politburo.

Today's conference has an important task of evaluating and clarifying the results achieved after 10 years of implementing and organizing the implementation of Directive 05; the causes, experiences and proposing effective solutions to continue promoting the study and following of Uncle Ho in the new period, contributing to the successful implementation of the Party's resolutions and making Lao Cai a fairly developed province of the country.

Over the past 10 years, the implementation of Directive 05 of the Politburo in the province has become routine, creating consensus in ideology, awareness and strong changes in actions and work of cadres, party members and people of all walks of life in the province.

From 2016 to present, the Provincial Party Committee and Provincial People's Committee have issued 271 documents to lead and direct the study and follow of Uncle Ho to deploy uniformly throughout the province, making the study and follow of Uncle Ho a content in the action program to implement the Resolutions of the 12th and 13th National Party Congresses, the Resolutions of the 15th and 16th Lao Cai Provincial Party Congresses and resolutions of Party congresses at all levels; deploying the study and dissemination of the topics for the entire term and every year.

After 10 years of implementing Directive 05 of the Politburo and the Provincial Party Committee's Regulations on studying and following Uncle Ho's example, the whole province has had 373,141 cadres and party members register and commit to setting an example, cultivating and training ethics (reaching 100%), of which 50,318 key cadres at all levels registered.

Propaganda work on the implementation of Directive 05 with many creative methods, has had a strong impact and spread to the awareness and actions of cadres, party members and people. Inspection and supervision work has been focused on. Thereby contributing to improving the leadership capacity and fighting strength of party committees at all levels; improving the effectiveness and efficiency of government operations at all levels; rectifying the style and manners of cadres and civil servants, creating clear changes in discipline, administrative discipline, public ethics, professional ethics, creating breakthroughs in socio-economic development.

In particular, from the movement of studying and following Uncle Ho, many typical models, advanced models, good people and good deeds have emerged in all fields. From 2016 to now, the district level and equivalent have recognized and registered nearly 4,500 typical models, collectives and individuals; the commune level has recognized and registered nearly 13,500 typical models, collectives and individuals. Hundreds of thousands of good people and good deeds have been commended and honored through activities of Party cells, agencies, organizations and mass media. The whole province has more than 19,800 typical collectives and individuals in studying and following Uncle Ho who have been commended and rewarded by all levels and sectors.

Closing the conference, Mr. Duong Duc Huy, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, emphasized: The Party Committee, government and people of all ethnic groups in Lao Cai province are entering a new stage of development, striving to become a fairly developed province of the country by 2030, a locomotive, a major center of economy, trade, culture, tourism, education and training in the Northern Midlands and Mountains. Facing new opportunities and development space, each level, sector, locality, agency, unit and each individual must further promote the achievements, historical and revolutionary traditions of the homeland, and promote patriotic emulation movements according to Uncle Ho's teachings.
