Resolution 68 – Leverage for private economic development in Lao Cai

The Politburo issued Resolution 68-NQ/TW on May 4, 2025, strongly affirming the role of the private economy, opening up new opportunities for this sector. This is the first time the private economy has been identified as the most important driving force of the national economy, creating conditions for private enterprises, especially in localities such as Lao Cai, to exploit potential and promote development.

Lao Cai strengthens environmental treatment in industrial parks.

In recent years, attracting investors, especially large investors to Lao Cai, is due to investment promotion activities that have created a widespread and effective impact. Lao Cai has drastically reformed administrative procedures, enhanced digital transformation and information application in management, creating maximum convenience for businesses, aiming to build a favorable and transparent investment ecosystem. Focusing on directing and supporting postal, telecommunications and information technology enterprises to increase investment in digital infrastructure.

Lao Cai also focuses on improving the quality of planning work, especially the publicity and transparency of planning, land use plans, and unused land funds in the area to attract investors' attention and investment. In order to have land funds to attract investors, in recent years, the province has planned to build more industrial parks and industrial clusters, forming industrial production chains in a green and sustainable direction; making efforts to attract investment in developing logistics, tourism, services, and night-time economy; promoting import and export of goods through border gates through the construction and effective operation of digital border gates, towards smart border gates; piloting the construction of cross-border economic cooperation zones.

To increase its attractiveness to investors, in recent years, Lao Cai has focused on strongly improving its infrastructure index (transportation, industrial parks, electricity and urban areas), including the expanded phase of the Noi Bai - Lao Cai expressway, the Lao Cai - Hanoi - Hai Phong standard gauge railway project, Sa Pa Airport... These are important projects that help strengthen the capacity to connect Lao Cai with major economic centers, seaports and airports, helping to improve production capacity, facilitating trade, tourism and services.

In addition, the province is accelerating investment in infrastructure of Vo Lao - Van Ban Industrial Park, Thong Nhat 1 Industrial Cluster, speeding up the progress of other infrastructure such as Ban Vuoc Bridge, Kim Thanh - Ngoi Phat Road, increasing investment in power supply, water supply, environmental treatment systems in industrial parks; speeding up the investment in construction of new urban areas of Lao Cai city, Sa Pa, Bac Ha...

With the above policies and solutions, in recent years, Lao Cai province has attracted many economic groups and large strategic investors to the province such as Sun Group, T&T Group, Geleximco, Bitexco, TNG, Phu Hung Import-Export Production Joint Stock Company, KOSY Joint Stock Company...

Sun Group Corporation is implementing the project to build a cultural tourism complex with cable car services, entertainment, and Fansipan hotel, with a total investment of about 4,500 billion Vietnamese Dong in 2 phases.

In the first 4 months of 2025, Lao Cai province granted new registration certificates to 211 enterprises and 28 affiliated units; total registered capital reached 1,767 billion Vietnamese Dong. The total number of enterprises in Lao Cai province granted registration certificates reached 8,222, an increase of 3.8% over the same period, with total registered capital reaching 104,902 billion Vietnamese Dong.

In addition, the province has granted certificates of registration of operation to 993 affiliated units, an increase of 1.4% over the same period. The total number of enterprises operating in the province is 4,065, accounting for about 49.4% of licensed enterprises.

Thanks to the efforts of businesses, including the contribution of the private sector, the total budget revenue in the province in 2024 will reach nearly Vietnamese Dong 13,000 billion, the highest record ever. This is a clear demonstration of the important role of the private sector in promoting the socio-economic development of the province./.

Resolution 68 is not only a strategic orientation but also a powerful “lever” to unleash the potential and promote the internal strength of the private economic sector, a force that is increasingly playing a key role in the development of Lao Cai, contributing to realizing the aspiration of bringing Lao Cai to rapid and sustainable development./.
