At the third meeting, the 16th Provincial People's Council, Chairman of the Provincial People's Committee Trinh Xuan Truong gave an important speech to clarify some of the concerns of the delegates and voters in the province.

 

The views of the meeting.

The speech focused on 4 major contents, which are: The evaluation of the results of the implementation of the socio-economic development plan in 2021; tasks and solutions for socio-economic development in 2022; reports and submissions to delegates, especially the target of state budget revenue in the area in 2021 and decentralization in the field of finance and budget for the period 2021 - 2025; the work of directing and resolving voters' concerns... Identify multiple solutions

In the spirit of the general direction in 2022, the Provincial People's Committee adheres to the 25 goals of the Resolution of the 16th Provincial Party Congress and Resolution No. 19 of the Provincial Party Committee on the socio-economic development plan of the province in 2022 and many new contents that the province has implemented recently. In addition to the targets of 18 key projects, the province has issued many thematic resolutions such as Resolutions on the development of Sa Pa town, Lao Cai city, tourism, strategies on agriculture, culture, and animals. Through the report presented at the meeting, the Provincial People's Committee agreed to submit 25 targets for resolution, these are high targets in the context of complicated pandemics.

In 2021, due to the heavy influence of the pandemic, the economic growth rate is relatively low, the lowest in 30 years of re-establishing the province (forecasted at 5.33%); meanwhile, the Resolution of the 16th Provincial Party Congress sets out the economic growth rate in the period of 2020 - 2025, reaching over 10% on average. With forecasts and predictions, the Provincial People's Committee submitted to the Provincial People's Council in 2022 will strive for economic growth of over 10%. This content has been approved by the Standing Committee, Standing Board of Provincial Party Committee, Provincial Party Executive Committee. To achieve the target, sectors have also coordinated with scenario development units to calculate the added value of the industry that needs to be implemented to achieve overall growth.

Specifically, for the agricultural sector, the growth rate must be at least nearly 5%, equivalent to the production value of agriculture, forestry and fishery at constant prices in 2010 reaching over 8,600 billion VND. This is a completely achievable number.

In industry and construction, the growth rate must reach over 14.8%, according to the 2010 constant prices, the production value must reach over VND 46,000 billion.

In the service industry, the growth rate must reach 7.61%, equivalent to the 2010 constant price, the production value must reach VND 22,000 billion.

Thus, to reach over 10% mainly depends on the industry and service sectors.

For the industry to achieve a growth rate of over 14.8% is a heavy task that requires direction and management from the beginning of 2022. In addition to maintaining production with existing capacity, we need There are a few things to focus on:

Focus on mining, copper metal production, and value increase. The province has attracted a Korean project to build a factory for manufacturing super high-voltage copper cables. In 2022, continue to direct the assessment of copper ore reserves to -600 (minus six hundred) and put this plant into operation, try to start construction in the first quarter of 2022, gradually increase the value of copper ore copper metal mining and production.

Continue to remove difficulties for grade 3 ores apatite. Currently, the shortage of grade 3 ores raw materials causes the factories of Apatite Company to produce at very low capacity, affecting the input materials of chemical factories in Tang Loong Industrial Park. The Ministry of Natural Resources and Environment has submitted to the Government Office to help remove difficulties about grade 3 ores with a total volume of more than 20 million tons to meet apatite ore processing plants.

Remove difficulties in the source of raw materials for iron and steel factories. The graphite plant must come into operation stably and begin to increase its maximum productivity. Calling and creating favorable conditions for a number of corporations and enterprises to invest in the textile and garment sector, attracting laborers in the area, creating jobs, income for people, and industrial production value. In addition, a number of other hydropower plants will come into operation as expected… will contribute to the growth of the industry.

With the service industries, domestic trade, import-export, and tourism in 2022 when the pandemic situation is in a more positive direction, it will certainly prosper. Up to this point, after the province organized the program "Scent of the highlands - Essence of the Northwest", the number of visitors to Lao Cai began to grow relatively well. In the coming time, we will continue to organize a winter festival in the Bac Ha district to stimulate tourism.

With many of the above specific solutions, the plan for economic growth of over 10% in 2022 is completely feasible and has a high probability of being achieved, but provided that we have to basically control and prevent an outbreak of Covid-19 in the community.

Building a new countryside does not follow  achievements

In addition, the province is also interested in agriculture, new rural construction and job creation, hunger eradication, poverty alleviation, and social security.

As analyzed above, although the agricultural sector is expected to grow by nearly 5% and contribute less than 1% to the Gross regional domestic product (GRDP), agriculture, farmers, and rural areas are still focused on directing and prioritizing. Because the province has 74% of the population in rural areas, 66% of ethnic minorities live in rural areas. The province has developed a strategy for agricultural development according to Resolution No. 10 of the Provincial Party Committee, choosing 5 breakthrough contents including Conversion of plant and animal varieties; converting inefficient land to planting other more efficient crops and animals; associated with production and processing; The 3,200-hectare project redistributes the forest; management and development methods of production and processing, focusing on cooperatives.

Building a new countryside, the point of view goes into the essence, not chasing after achievements. The goal of the 16th Provincial Party Congress is to strive to have more than 2 districts complete the new countryside, so far Bao Thang and Lao Cai city are 2 district-level administrative units that have completed the construction of new rural areas. In 2022, strive to have 10 communes recognized for completing the new rural construction program, but it is expected that at the end of the year, only 19 new rural construction targets will be recognized for the above communes.

In addition, the province will focus its resources on poverty reduction; invest in improving the quality of grassroots health care; master plan of premises for schools, invest funds to build classrooms and complete 4-year-old preschool universalization; pay attention to creating jobs for workers, especially workers in the 10 poorest communes in the province; including industrial development solutions to increase value and create new jobs for employees. Interested in the removal of temporary housing; investing in bringing information technology to communes, hamlets, etc. All of the above contents contribute to gradually improving poverty reduction criteria according to new standards.

The keeping of the state budget revenue at 9,500 billion

In 2022, the province still sets a target of state budget revenue to strive to reach 9,500 billion VND, equal to the implementation level in 2021. According to calculations, when the GRDP economic growth rate increases by 10%, the budget revenue must increase. However, the Covid-19 pandemic occurred, the tax and fee sector was supported by the Government through resolutions such as: Resolutions 68, 116, 105 ... and the ability to continue to support businesses. Therefore, the budget collection is related to the balance of the whole province, so the collection rate of 9,500 billion VND is consistent with the current reality. If the situation is positive, by the mid-2022 meeting, the Provincial People's Committee may propose to the Provincial People's Council to change the budget revenue target. In the 2022 plan assignment in the coming time, the Provincial People's Committee is expected to strive for the 2022 budget revenue of VND 10,500 billion.

Strongly implement decentralization of revenue

In 2021, the province has implemented 16 decentralization and 16 renovations, of which Resolution 89 on decentralization of revenue sources and spending tasks is an important innovation. The principle that the province's budget is still the mainstay must be maintained, minimizing the request and giving, and transferring tax collection not according to the collection agency but according to the locality. The whole request-giving mechanism can be implemented, including specific, decentralized, and expenditure implementation in Resolution 89. Adapting flexible to the Covid-19 pandemic

Determining that in 2022, the Covid-19 pandemic will still be complicated, the prevention and control of moving to the stage of flexible, effective and safe adaptation is an important and regular task of the province.

Although it is an area with high infection rate, there are only 237 cases of Covid-19, much lower than some neighboring provinces, the province has organized the 1st injection for citizens over 18 years old, reaching 99%. about 7,000 people have not been vaccinated, continue to direct all injections in the near future), the second dose is 89%; citizens from 12 to 17 years old get 70% of the 1st injection, and about 8% of the 2nd dose.

The province actively develops plans and scenarios for pandemic prevention and control; capacity for testing, treatment, and vaccination is guaranteed according to Resolution 128/NQ-CP dated October 11, 2021 of the Government promulgating the temporary regulation "Flexible safe adaptation, effective control of pandemics COVID-19". Lao Cai can test over 40,000 samples/day, 30,000 injections/day. Some new content on adaptation, Lao Cai has implemented F1 isolation at home and will issue F0 treatment at home according to the guidance of the health industry.
