Promoting economic and trade cooperation between Lao Cai (Vietnam) and Dali (China)

On October 21, 2025, in Lao Cai ward, Lao Cai province (Vietnam), a conference to promote economic and trade cooperation between Lao Cai province and Dali prefecture (Yunnan - China) took place.

 

Attending the conference, on behalf of Lao Cai province, there were Mr. Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee, along with leaders of the Provincial Economic Zone Management Board, the Provincial People's Committee Office, the Department of Foreign Affairs, the Department of Industry and Trade, and representatives of a number of enterprises in the province.

On the side of Dali Prefecture, there were Mr. Duong Quoc Tong - Secretary of the Prefecture Party Committee; Secretary of Di Do District Party Committee, Secretary of Tan Xuyen District Party Committee, Head of Dali Prefecture Foreign Affairs Committee, Secretary of the Party Committee of Dali Prefecture Health and Medical Committee, Director of Dali Prefecture Commerce Bureau, and representatives of a number of Dali Prefecture enterprises.

Leaders and businesses from both sides attended the signing ceremony at the conference.

In his welcome speech, Mr. Nguyen Thanh Sinh - Vice Chairman of Lao Cai Provincial People's Committee introduced an overview of Lao Cai province, which was merged from the two previous provinces of Lao Cai and Yen Bai, and emphasized: Lao Cai holds an important strategic position on the economic corridor of Kunming (China) - Lao Cai - Hanoi - Hai Phong - Quang Ninh (Vietnam). With diverse terrain, rich resources and unique cultural identity, Lao Cai has many potentials and outstanding advantages, such as mining and processing industry; border gate economy and logistics strongly developed thanks to the Noi Bai - Lao Cai expressway system, international railway and Lao Cai International Border Gate Economic Zone (one of the largest gateways for agricultural product import and export between Vietnam and China); high-tech agriculture and sustainable forestry; eco-tourism and culture...

Mr. Nguyen Thanh Sinh - Vice Chairman of Lao Cai Provincial People's Committee spoke at the conference.

He emphasized: In recent years, economic and trade relations between Dali and Vietnam have developed strongly, with Vietnam becoming Dali's largest foreign trade partner. In 2024, the import-export turnover reached more than 1 billion yuan, accounting for 36% of the total trade turnover of goods of the continent, with main items being grapes, citrus fruits, vegetables, fresh durian and processed agricultural products... Lao Cai province is the most important trade center in this cooperation, with many Dali enterprises opening warehouses and transit points in Lao Cai, goods are cleared through the Ha Khau - Lao Cai border gate and distributed to provinces in Vietnam. Notably, in 2024, for the first time, agricultural products of Dali will be transported by rail from the Dali West Station - Tuong Van to Lao Cai, opening up a new and more effective logistics connection between the two sides.

The two localities also began to establish industry cooperation channels, in which the Lao Cai Provincial Department of Foreign Affairs and the Dali Provincial Foreign Affairs Committee jointly participated in the Vietnam-China Red River Basin exchange program in Yunnan.

The Vice Chairman of Lao Cai Provincial People's Committee highly appreciated the significance of the conference, considering it an important initial step to concretize the friendly relationship and cooperation for mutual development between the two localities. To realize the cooperation orientations, Lao Cai province wishes to sign a cooperation agreement with Dali province in areas of mutual interest, as a basis for implementing specific activities. Lao Cai commits to directing specialized agencies to closely coordinate with Dali province, promote the role of a "bridge" for trade and investment, create the most favorable conditions for procedures, infrastructure, logistics services, support Dali enterprises and localities of Yunnan province to operate...

Mr. Duong Quoc Tong - Secretary of Dali Prefecture Party Committee expressed his deep gratitude to the leaders of Lao Cai province for taking the time to participate in the conference, and at the same time introduced the history of formation and development of Dali Prefecture, the only Bai autonomous prefecture in China, managing 12 districts and cities and being a national-level industrial development zone. Dali is proud of its long history and rich culture, being one of the earliest historical and cultural cradles of Yunnan; with a favorable ecological environment, fresh climate, one of the favorite destinations for tourists, it plays the role of an important transportation hub connecting Southwest China with South Asia and Southeast Asia.

The Dali Provincial Party Secretary hopes to take this visit to Lao Cai and the trade promotion as a starting point, together with Vietnamese localities to carry out substantive cooperation on a wider scale, at a deeper level and with higher quality, thereby promoting the common development of industries, promoting mutual advantages and achieving prosperity together. At the conference, the typical industries of Di Do district and Tan Xuyen district (Dai Ly district) were introduced. Some enterprises of Dali district and Lao Cai province also introduced their fields, production and business sectors, and investment cooperation needs with domestic and foreign partners.

Also at the conference, there was a technical signing ceremony of 4 pairs of contracts between Dai Ly enterprises and Lao Cai enterprises, in the fields of agriculture and science and technology.

Previously, the Delegation of Dali Province surveyed the import-export and trade situation at Kim Thanh border gate (Lao Cai province - Vietnam); worked with the Provincial Economic Zone Management Board, Department of Industry and Trade, Department of Foreign Affairs, and the Provincial People's Committee Office on expanding the space for trade and investment cooperation, and establishing a mechanism for regular exchange and cooperation between the two sides.

This conference on promoting economic and trade cooperation between Lao Cai (Vietnam) and Dali (China) is considered an important first step to concretize the friendly relationship and cooperation for mutual development between the two localities; continuing to open up opportunities for practical and effective cooperation in the fields of trade, logistics, tourism, high-tech agriculture, clean energy and people-to-people exchange.
