Creating opportunities for young people to work abroad under labor contracts

Lao Cai currently has approximately 380,000 young people (70% of whom are ethnic minorities) – a large and potential labor force. To address the employment needs of this workforce, the role of the Youth Union has been significantly enhanced in recent years in facilitating Lao Cai laborers to work abroad under contracts.

Mr. Hoang The Duoc, a Tay ethnic minority from Lang Nu village, Phuc Khanh commune, has signed a labor contract with a Japanese company, earning approximately 40 million VND per month. After deducting personal expenses, Mr. Duoc saves 30 million VND per month to send back to his family.

Mr. Hoang The Duoc shared: "I got this job thanks to information I received through the local Youth Union organization, which introduced and guided me through the procedures for learning the language, borrowing capital, etc. Mr. Duoc said that he will work hard, not violate the signed contract, and save money to send back to his family."

Last September, the Standing Committee of the Lao Cai Provincial Youth Union signed a cooperation agreement with Bao Viet Trading Joint Stock Company (Hanoi) to send laborers abroad under contract. Both sides are making efforts to implement various solutions to create opportunities for young people from Lao Cai to work under contract in Japan, with the cooperation period running from 2025 to 2030.

Job opportunities for young people from Lao Cai who wish to work in Japan are very attractive in the fields of agriculture, garment manufacturing, and construction. After deducting all expenses, laborers can earn 25-35 million VND per month. Japan has a very disciplined work environment, a deep culture, and respects laborers.

Youth Union branches at all levels in the province have actively disseminated information through associations, groups, fanpages, social networks, and media outlets to help young people in localities easily access information related to working abroad under contract. Conditions related to language learning, accommodation, and training are all designed to be as favorable as possible for laborers.

Besides signing cooperation agreements to send laborers abroad with businesses, in recent times, the Youth Union at all levels has also actively coordinated with relevant agencies and employment service centers to organize job fairs to connect with reputable employers in order to create good jobs for local youth.

According to Mr. Ha Duc Hai, Secretary of the Provincial Youth Union, the work of educating, training, and mobilizing young people in Lao Cai has been given great attention over the years and is showing positive changes in awareness, ideals, ethics, and lifestyle. The Youth Union has clearly demonstrated its role in accompanying and supporting young people in starting businesses, establishing careers, and integrating into the international community. In just a few years, the Youth Union at all levels has organized dozens of training courses on entrepreneurship and career development, attracting thousands of Youth Union members and young people to participate.

Sending laborers abroad under contract is a direction that Lao Cai province is particularly interested in, with specific resolutions and plans issued. This field has contributed to changing lives and reducing poverty in many rural areas of the province, especially with the province's special support policies for young people going to work abroad. The Provincial Youth Union has launched the online portal "vieclamlaocai.vn" to post recruitment information, describe information about businesses, and provide job opportunities for young entrepreneurs, including those working abroad under contract.

Over the next five years, at least 215,000 young people will receive career counseling, and at least 40,000 will be referred to jobs by the Youth Union, with a high priority given to sending young people to work abroad under contract. The Provincial Youth Union pays close attention to ethnic minority youth and promotes awareness among them about entrepreneurship and wealth creation through labor. This is also a practical activity contributing to the development of Lao Cai province.
