The Sixth Session of the 16th Lao Cai Provincial People's Council concluded successfully

After two days of intensive, democratic, and highly responsible deliberations, the Sixth Session (the year-end regular session of 2025) of the 16th Lao Cai Provincial People’s Council for the 2021–2026 term successfully completed its full agenda and adopted 46 important resolutions. The closing session was chaired by Mr. Trinh Viet Hung, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Council, together with members of the Standing Committee of the Provincial People’s Council.

 

Attending the closing session were: Mr. Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ms. Giang Thi Dung - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Committee of the Vietnam Fatherland Front; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee, the Provincial National Assembly Delegation, departments, agencies, communes and wards, and delegates of the Provincial People's Council.

In his closing remarks at the session, Mr. Trinh Viet Hung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed: At this session, the Provincial People's Council reviewed, commented on, and decided on major issues, with 46 resolutions passed, which are of special importance, linked to the requirements of reforming local governance, perfecting mechanisms and policies, streamlining the organizational structure, and operating the two-tiered local government model.

The questioning session at the meeting was lively, direct, frank, and of high quality, focusing on issues that still present many difficulties and obstacles in the implementation of tasks at all levels and sectors, as well as issues of particular concern to voters and the people, such as: public investment, land management, mineral resources, environment; quality of education, health care, and public health care; the operation of the two-tiered local government model… The Provincial People's Committee and relevant departments and agencies provided relatively thorough, accurate, and relevant explanations on the issues of concern to the Provincial People's Council representatives; at the same time, they proposed solutions with specific timelines.

The Provincial Party Secretary and Chairman of the Provincial People's Council directed that immediately after the session, the committees of the Provincial People's Council reviewed, finalized, and submited for signing and promulgation the resolutions that have been approved, providing a legal basis for the Provincial People's Committee and localities to organize and implement them. At the same time, they should monitor the implementation of the resolutions from the beginning of the session; closely track the progress of fulfilling commitments made during the questioning session, and report fully at the next session.

The Provincial People's Committee and relevant departments and agencies were urged to promptly concretize and implement the resolutions approved at the session, ensuring transparency, openness, and compliance with the law. Initially, the Provincial People's Committee should prepare the necessary conditions to organize a conference to implement the resolutions on the socio-economic development plan, public investment plan, and state budget estimates for 2026 before December 12, 2025. Based on the resolutions of the Provincial People's Council and the decisions of the Provincial People's Committee, the People's Committees of communes and wards should promptly organize commune-level People's Council sessions to implement the 2026 plan and the 2026-2030 period, completing this before December 25, 2025.

Mr. Trinh Viet Hung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized: In the new development phase, the role and effectiveness of the Provincial People's Council must continue to be enhanced. The proposed solution is for the Standing Committee of the Provincial People's Council to specifically direct and effectively implement the Provincial Party Committee's Project on "Improving the quality and effectiveness of the People's Councils at all levels in Lao Cai province in the period 2026 - 2030", with the focus being:

(1) Improve the quality of decisions on important local issues; ensure that all resolutions, mechanisms, and policies issued are based on the urgent requirements of practice, solve the difficulties and obstacles that arise, have a solid legal and practical basis, clearly define the goals, resources, responsibilities, and implementation roadmap, aiming towards the highest goal of promoting local socio-economic development and ensuring the interests of people and businesses.

(2) Innovate the supervisory activities of the People's Council in the direction of selecting the right and focused issues that voters and the people are concerned about with the motto: "Resolve the problem thoroughly, clarify responsibility and deadline for remediation"; strengthen the application of information technology, research supervision on digital data, real-time; shift strongly from passive supervision to active supervision, continuously monitor, and give early warnings of emerging issues to ensure that supervisory activities truly create substantive changes and not just stop at the form.

3) Innovate voter outreach activities, fully listen to opinions, truthfully reflect the thoughts and aspirations of the people, monitor and promptly inform about the progress of resolution, thereby consolidating trust and strengthening the relationship between the government and the people.

(4) Improve the quality of organizing the sessions of the Provincial People's Council. Standardize the process of preparing content, increase the time for dialogue and policy debate, questioning and answering questions.

Regarding the leadership and management activities of the Provincial People's Committee, the Standing Committee of the Provincial People's Council proposes:

(1) The Provincial People's Committee continues to innovate the methods of directing and managing socio-economic development; strengthen discipline and order, improve accountability in public service activities; improve the effectiveness and efficiency of State management in the direction of "clear person, clear job, clear resources, clear roadmap, clear results, clear products".

(2) Focus maximum leadership and guidance on implementing the socio-economic development plan for 2026 right from the beginning of the year, striving to comprehensively complete all targets and tasks set out, especially those with driving force such as: GRDP growth, budget revenue, disbursement of public investment capital, investment attraction, import and export... in the spirit of "Task assigned must be completed, and completion must have specific products".

(3) Focus intensely, proactively resolve and definitively handle all difficulties and obstacles in operating the two-level local government model, ensuring efficiency, effectiveness, and efficiency to meet the requirements of the tasks. In particular, urgently complete the decentralization and delegation of power to departments, sectors, and localities; definitively resolve the shortage of staff according to job positions or the inability of staff to meet the requirements, this work must be completed in January 2026.

(4) Effectively implement the Central Committee's strategic resolutions and 17 specialized projects of the Provincial Party Committee's Executive Board for the 2025-2030 term, ensuring that each task, program, mechanism, and policy is clearly concretized in terms of objectives, roadmap, resources, and responsibilities for implementation, thereby creating real changes in socio-economic development, ensuring national defense and security, building the Party and the political system of the province.

(5) Synchronously implement solutions to restore, consolidate and renew traditional growth drivers, associated with strongly promoting new growth drivers according to the motto "accelerate, break through, and achieve real results".

(6) Improve the quality of education and training, determined to complete the 04 border inter-level boarding schools that have been started, ensuring completion before August 30, 2026; at the same time, quickly complete the procedures and start construction of the remaining 05 schools according to the direction of the Prime Minister; complete the arrangement of the system of medical facilities according to the direction of the Central Government, ensuring stable operation from January 1, 2026; improve the capacity of commune-level health stations, striving to have 4 to 5 doctors working at each health station in 2026.

(7) Maintain national defense, security, social order and safety, strengthen foreign affairs and international cooperation; focus on ensuring political security and social order and safety throughout the area; promote Party foreign affairs, government diplomacy and people's foreign affairs; maintain a peaceful, friendly, stable, cooperative and developing border.

Mr. Trinh Viet Hung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, also emphasized that the immediate task for the entire political system from now until the end of 2025 is to focus on leading and directing, and resolutely complete all targets and tasks according to the socio-economic development plan for the year. At the same time, it is necessary to prepare well for the people to celebrate Tet and enjoy the Spring Festival in a joyful, healthy, safe, and economical manner.

The Provincial Party Secretary and Chairman of the Provincial People's Council also requested the Vietnam Fatherland Front of the province to prepare well for the successful organization of the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term. This includes strictly and meticulously implementing each step of the consultation and nomination process, preparing facilities and personnel, and ensuring absolute security and safety throughout the entire election process.

In the context of changing policies and decisions of the times, and as the homeland and country enter a new era, Mr. Trinh Viet Hung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, called on the entire political system, the business community, voters, and people of all ethnic groups in the province to continue to uphold the tradition of unity, self-reliance, and aspiration for progress, working together to overcome all difficulties and challenges, seizing opportunities, and resolutely innovating and breaking through to comprehensively achieve the goals and resolutions of the First Provincial Party Congress, steadily advancing with the whole country towards accelerated development towards prosperity, wealth, civilization, and happiness.

At the session, 46 resolutions were voted on and approved, including many important ones such as:

1) Resolution on the Five-Year Socio-Economic Development Plan (2026-2030).

2) Resolution on the decentralization of revenue sources, expenditure responsibilities, percentage allocation of revenue between local budget levels, and allocation norms for recurrent expenditure estimates of local budgets for the period 2026 - 2030.

3) Resolution on the 5-year financial plan for the period 2026-2030.

4) Resolution on the estimated state budget revenue in the province, the estimated local budget and the provincial budget allocation plan for 2026, and the three-year local budget financial plan (2026 - 2028).

5) Resolution promulgating the principles, criteria, and allocation norms for public investment capital from local budget sources for the period 2026-2030 in Lao Cai province.

6) Resolution on the Socio-Economic Development Plan for 2026.

7) Resolution supplementing the provincial budget revenue and expenditure estimates for non-refundable aid from foreign organizations (Phase 5, 2025) falls under the authority of the Provincial People's Council.

8) Resolution on the public investment plan for 2026.

9) Resolution deciding on the policy of converting forest land to other uses.

10) Resolution stipulating certain types of fees and charges in Lao Cai province under the authority of the Provincial People's Council.

11) Resolution approving the list of land plots for bidding on investment projects using land in Lao Cai province.

12) Resolution stipulating the level of funding, investment, investment support, forest protection contracts, and food allowances for those participating in forest fire fighting in Lao Cai province.

13) Resolution promulgating regulations on a number of policies to encourage the development of agricultural, forestry and fisheries production in Lao Cai province for the period 2026 - 2030...
