By 2030, Lao Cai will allocate at least 2% of its local budget to cultural development.
This is the goal set by the Lao Cai Provincial Party Committee in its Plan for implementing Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture in the province.

Accordingly, Lao Cai province aims to build and develop a comprehensive, advanced culture, rich in national identity, on par with politics, economics, and society by 2030; and to cultivate Lao Cai people who are "United - Patriotic - Disciplined - Civilized - Hospitable".
Specifically, some targets were set, such as: 100% of local governments at both levels and the armed forces having cultural institutions; 90% of grassroots cultural institutions operating regularly and effectively. The province strives to build dossiers for 1 representative intangible cultural heritage of humanity, 1 special national monument, and 6 national intangible cultural heritages...
In terms of cultural economy, Lao Cai aims to develop the cultural industry to contribute approximately 7% to its GRDP by 2030; allocate at least 2% of the total annual local budget expenditure to cultural development. The target is to achieve a rate of 88.5% for culturally exemplary families; 80% for regular reading; and a happiness index of 72% or higher, aiming to build Lao Cai into a happy province by 2030.
By 2045, the cultural industry will contribute approximately 9% to the GRDP; complete comprehensive digital transformation in the fields of culture, journalism, publishing, radio, and television; and build a synchronized and modern digital cultural ecosystem. Lao Cai aims to become an attractive destination for cultural, artistic, and tourism activities, with its people's happiness index ranking among the top in the region…
To achieve these goals, in 2026, Lao Cai will annually organize four cultural and tourism products and events bearing the Lao Cai brand, including: the Red River Festival, the Xoe Dance Festival, the Horse Racing Festival, and the Shan Tea Festival; develop a set of criteria for Lao Cai people in the integration era; and launch the movement "Lao Cai Youth - Preserving Heritage, Spreading Identity".
During the period 2026-2030, investments will be made in the construction of the Provincial Cultural and Exhibition Center, the Northwest Sports Complex, and the Olympic Sports Village in Cam Duong ward; the restoration and preservation of 35 historical sites will be completed, and 10 sites will be protected from degradation; 18 Cultural, Sports and Media Centers will be built in central communes and wards, and 15 community cultural centers will be constructed in urban areas…
