On September 23, 1958, during his visit and talk with cadres and people of all ethnic groups in Lao Cai province, President Ho Chi Minh gave profound advice on the importance of national unity.He highlighted, "Our province has 20 ethnic groups." Historically, colonialists and feudalists exploited every opportunity to divide and incite strife among ethnic groups in order to conveniently control and exploit them." Uncle Ho's reminder not only represented the terrible historical setting of the colonial period, but it also held a profound philosophical message about the importance of unity in the process of creating and strengthening the country after independence.
In the context of the country under the democratic republic regime, President Ho Chi Minh always affirmed that all ethnic groups, whether big or small, are equal and are all owners of Vietnam.
He pleaded: "All ethnic groups must unite closely, love and help each other like brothers and sisters." This sense of solidarity is the cornerstone for constructing a strong society in which all ethnic groups can thrive and contribute to the nation.
In particular, Uncle Ho paid deep attention to ethnic minorities such as the Lo Lo people. He advised the more populous ethnic groups to “help them in every way”. This is a testament to Uncle Ho’s compassion and broad vision, always placing the comprehensive development of all ethnic groups as an important goal.

Imbued with that guiding, Lao Cai has consistently fostered the spirit of national solidarity over the years, overcoming many difficulties and challenges to develop and effectively implementing all political responsibilities assigned to each historical time. For example, in the areas of economy, hunger eradication, and poverty reduction, the province has made excellent progress. The poverty rate reached about 55% in the province's re-establishment year (1991), but by 2023 it had risen to more than 14.9% based on multidimensional poverty standards, with Lao Cai city having almost no poor households.

Ai Nam village, Phong Hai farm town (Bao Thang district) has 172 households, of which 11 are Nung households, the rest are Mong. Thanks to the spirit of solidarity, mutual assistance in economic development, hunger eradication and poverty reduction, the lives of people in Ai Nam village have been increasingly improved and gradually escaped the position of the poorest village in the town. Notably, several pioneering homes planted tea trees, which have since become the primary crop, contributing to the development of the local economy. The community currently includes 20 tea-growing homes, with the largest household, the family of community Chief Cu Seo Muoi, owning 1.3 hectares. The group of tea-growing households formed a high-quality tea production and trading group, and members took part in technical training courses conducted by the commune, district, and province. As a leader, Village Chief Cu Seo Muoi is available to assist and provide technical information to other households as needed, as well as introduce places to buy, prices, and types of fertilizers appropriate for tea bushes.

The professional association has 20 households, including 6 Nung households and 14 Mong households. Everyone is always unified and helps one another on a regular basis. The most unique aspect is the division of work in collecting tea buds and weeding tea bushes. When tea is in season, each household sends one worker to select for other houses in turn, passing from one to the next. This strategy builds solidarity while also allowing households to save money on employing tea pickers. There are no poor households among the 20 tea-growing households, of which the village chief Cu Seo Muoi himself has directly helped 2 households escape poverty since 2021.

Here, 100% of Xa Pho ethnic households are poor, with many bad customs, difficult life leading to low life expectancy. With the determination to help Lao Ly village, the city has focused on mobilizing agencies, units, organizations and individuals in central communes and wards to support the construction of concrete roads, construction of houses and other conditions.

In 2022, for the first time, Lao Ly village had no more hungry households, and for the first time, 16 children enrolled in vocational training after finishing junior high school.
