Bao Thang implements Smart Village model to implement digital transformation

In 2023, Gia Phu commune, Bao Thang district was selected by the province to pilot the Commune-level Digital Transformation Model. After nearly 2 years of implementation, the appearance of the new smart rural area in Gia Phu commune has gradually changed, step by step creating a model of smart commune, smart village, bringing many conveniences to the people.

Guide people to perform public services online

Developing a set of criteria for implementing smart digital transformation villages in the 2024-2025 period

The national target program on new rural construction for the 2021-2025 period sets out the criteria that a model new rural commune must have at least one smart new rural village (hamlet) model.

To develop a Smart Village implementing digital transformation, Bao Thang district has developed a set of criteria for implementing smart digital transformation villages in the period of 2024-2025 with 04 main groups of indicators with 16 component indicators including: Digital infrastructure (04 indicators); Digital government (03 indicators); Digital economy (03 indicators); Digital society (06 indicators).

In which, attention is paid to the main indicators such as: The rate of adult population or having a smartphone reaches 95%. The village has 1 to 2 free Wifi installation points. The village creates a QZ code to introduce the village. The village cultural house (or community learning center) is installed with computer equipment and a transmission line to provide online public services to the people. The Party cell committee, the mobilization committee for building a cultural life in residential areas, the village chief, and the head of the village front work committee must establish a zalo group with group members being village officials and representatives of households in the village participating. 90% of households in the village have a bank account to pay for electricity, water, shopping, etc. without using cash. The village selects 1 to 2 full administrative procedures to guide people to submit online applications at the village. Guide people to submit applications online, provide documents, organize training... provide hands-on training for members of the smart digital village; members of the community CNS team.

Dong Cam Village, Gia Phu Commune: Smart village model implementing digital transformation

In October 2023, Gia Phu commune established a pilot model of Dong Cam village. In January 2024, the Digital Technology Team (CNS) of Dong Cam village began operating to guide people to submit online applications at the village. Initially, the village's CNS team selected the 2 easiest procedures to submit: Procedure for certifying copies (submitting on the public service portal of Lao Cai province); Procedure for confirming information about place of residence (submitting on the National public service). Every day, 100% of the members of the village's CNS team are present at the cultural house to practice submitting their own applications and those of their family members (Each day, they must practice submitting online applications for 01 set of certified copies and 01 set of information about place of residence). If any application is incorrect, unqualified, not accepted and returned, continue to guide until the 5-step process is properly implemented, from receiving to returning results. The village widely announces to the people that the village CNS team receives, guides and resolves administrative procedures for the people at the village cultural house 3 times a week from 7:30 p.m. to 9:00 p.m. on Mondays, Wednesdays and Fridays every week, on the village's loudspeaker system, on the village zalo group, through the propaganda team. After people are instructed to successfully submit their application on the public service portal, the CNS team is responsible for going to the commune to receive the results and return the results to the people the next day at the village cultural house.

- Up to now, the Dong Cam village CNS team has guided and completed 180 online applications on national and Lao Cai provincial public services, focusing on 3 areas: Justice, Police, and Social Affairs.

- 257/387 (66.4%) of people aged 14 and over have accounts on public service portals.

Dong Cam village strives to have 90% of people aged 14 and over having public service accounts by the end of 2024.

Bao Thang replicates the Smart Village model in 14 communes and towns

From the initial success of the pilot model in Dong Cam village, Gia Phu commune, in 2024, Bao Thang district directed communes and towns, each unit to establish at least 01 pilot model of smart digital village/population group, focusing on helping people understand and master the online application submission process on the public service portal, contributing to shortening the gap in digital transformation.

Up to now, in 14/14 communes and towns of Bao Thang district, 20 villages and smart digital transformation residential groups have been established with 105 members participating, in which the main force and core force are Party cell secretaries, village chiefs, heads of the Front work committee, Youth Union, Women's Union and typical citizens with knowledge of information technology (telephone and computer business households). The CNS groups have actively informed and propagated the Party and State's policies and guidelines on digital transformation to the people; directly guided and supported people in using smart technology applications, e-commerce, public administrative services; participated in implementing digital transformation in all areas of social life; thereby, together with the government, building digital government, developing the digital economy and local digital society.

 

- 100% of villages/residential groups using smart digital technology have guided people to submit 1,189 applications on online public services.

- 100% of the groups have arising records.

 The district's Steering Committee for Civil Engineering has directed communes and towns to mobilize 1,150 members of the community CNS team of 14 communes and towns, youth unions at all levels from district to grassroots, regularly support members of villages/residential groups of smart civil engineering, guide people to submit applications online. Select procedures that people need and are interested in to support and help. The main content focuses on the following areas: Certified copies (all documents, certificates); issuing copies of household registration extracts such as: Re-issuing birth certificates, marriage registration, temporary residence registration, temporary absence registration; marriage registration, determining marital status...

From the implementation of the model, many good and creative ways have emerged such as: Dong Cam village chose time slots from 7pm to 9pm on the 2nd, 4th, and 6th of the week to guide people to submit applications online; Phong Nien commune, Tri Quang commune, Pho Lu town selected typical citizens who are knowledgeable about technology (such as phone business households; computer repair; Youth Union Secretary and Commune Team Leader) to guide people to submit applications online. Tang Loong town, in addition to the weekday duty schedule, encouraged people who are workers to submit applications online during the shift time slots. At the model points, the phone numbers of CDS village members and the village's duty schedule are posted for everyone to contact and create a QZ scan code to introduce the village.

The establishment of a smart digital transformation village/residential group model starts from the people, takes the people as the center, makes people see technology as easy and practical, helps people have equal access to services, training, and knowledge, thereby spreading and bringing digital technology to every corner of life, promoting digital transformation throughout society.
