Media paves the way for Bao Yen people to escape poverty
Over the past years, the implementation of poverty reduction efforts through information dissemination has become an important tool in helping residents of Bao Yen District access useful knowledge, significantly contributing to improving public awareness and promoting economic development.
Realizing the role of information in development, Bao Yen district has focused on strengthening infrastructure and improving the efficiency of the grassroots information system. The radio broadcasting system in communes has been invested and upgraded, ensuring quick, accurate and wide information transmission. At the same time, the postal and telecommunications infrastructure has also been consolidated and expanded, creating favorable conditions for people to access new technology and knowledge.

Information infrastructure is invested in to help people have conditions to access and apply technology into economic development.
Currently, 100% of the communes and towns in the district have met the information and communication criteria. In particular, the percentage of households that can listen to Voice of Vietnam Radio is 99.9%, and the percentage of households that can watch Vietnam Television is 99.5%. These telling figures are clear evidence of the continuous efforts to bring information closer to the people.
In addition to the investment on infrastructure, Bao Yen district also focuses on innovating communication content in a practical, easy-to-understand and close-to-life approach. Radio and television programs are vividly developed, focusing on instructing production and breeding techniques, as well as applying science and technology to household economic development. Since 2021, the district has developed and released many reports and documentaries series, promoting typical examples in the poverty reduction movement, thereby contributing to changing the mindset of "waiting and relying" and promoting the spirit of self-reliance.

Effective economic development models are spread and replicated via the media.
Real stories of real people—like that of Ms. Dang Thi Ngoc from Nhai Ten 2 Hamlet, Kim Son Commune—who boldly embrace learning and invest in livestock farming with a focus on commercial scale and biosecurity, earning hundreds of millions of dong annually and rising out of poverty, have become a powerful source of inspiration. Such examples are empowering local women to become more confident, innovative, and driven in their entrepreneurial journeys.
A notable highlight in information and communication work in Bao Yen is the organization of direct dialogue conferences with the people. During the period of 2021 - 2025, the district organized 11 poverty reduction dialogue conferences in 11 communes, with the participation of more than 1,000 people. Through these conferences, local authorities not only listened to their people’s thoughts and aspirations but also directly answered and guided them.

Thanks to the convenience in access to information sources and understanding of policies and support for production development, people boldly change the structure of crops and livestock, increasing their income.
Effective communication and public information efforts have paved the way out of poverty for many residents, playing a vital role in Bao Yen District’s sustainable poverty reduction efforts. By the end of 2024, the district recorded 1,307 poor households (6.11%) and 1,112 near-poor households (5.20%). The district has set a target to reduce these numbers to 771 poor households (3.60%) and 844 near-poor households (3.94%) by the end of 2025, equivalent to reductions of 2.5% and 1.25%, respectively compared to the previous year. In total, the district has successfully helped 3,515 households escape poverty, a reduction of 16.66%, surpassing the set goals. The average annual poverty reduction rate stands at 4.17%, higher than the national average target of 3 - 4%. Notably, Bao Yen has reported zero cases of households falling back into poverty, a clear testament to the sustainability of its multidimensional poverty reduction strategy. Even more impressively, 100% of the communes in the district have met the criteria for the rate of multidimensional poor households under the New Rural Development Program, marking a significant milestone in Bao Yen’s comprehensive development journey.

For promoting the achievements in communication and poverty reduction in information in the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, in the coming time, Bao Yen district will continue to support people, especially the impoverished to use telecommunications, internet services, and information technology applications. The district will attempt to help poor and near-poor households to be more proactive in accessing policies, information, seeking support sources and learning from experiences as well as solutions to improve their lives, increase income, and escape poverty sustainably.
