Lao Cai: Effectiveness from the Scheme on agro-forestry economic restructuring

After 05 years of implementing the Project 01-DA/TU dated November 27, 2015, of the Provincial Party Committee on restructuring the economy of agriculture and forestry in Lao Cai province for the period 2016-2020, the project's targets have all achieved and exceeded the target set out by the Resolution of the 15th Provincial Party Congress.

Agricultural production always maintains a high and stable growth rate of over 6%/year on average. The production structure is adjusted appropriately and effectively to increase the proportion of vital industries, wage security guaranteed, production value per farming unit in 2020 is estimated at 75 million/ha (an increase of 30 million compared to 2015).

Agricultural production with the high-tech application has increased rapidly; it is estimated that by the end of 2020, 2,744 hectares will be achieved, equaling 109.7% of the project's target; the average product value is estimated at 260 million VND/ha/year, equal to 100% of the project's target. The production-oriented part of high technology reached over 14,515 hectares, concentrated in Muong Khuong, Bao Thang, Sa Pa, Bac Ha, Bat Xat, and Bao Yen. This is an essential premise for guiding people to apply scientific and technical advances, production, and high technology application in the coming years.

Livestock has been transformed in quality improvement; so far, Lao Cai has had 504 farms, eight high-tech livestock farms, and thousands of farms, 02 closed livestock chains from production to consumption. The growth rate of cattle and poultry are relatively stable; it is expected that by the end of 2020, the total main herd of cattle will reach 639,500 heads (pig herds 480,000 heads, buffaloes 130,000 heads, cows 19,500 heads), the total number of poultry owners reached 4,580 thousand children; Production of live-weight meat of all kinds is estimated at 60,000 tons, equal to 118% of the project's target.

The aquaculture area continues to grow, the cultured area in 2020 is estimated at 2,168 ha, the output is estimated at 9,830 tons, equal to 100.2% of the project's target. Local authorities actively implemented the prevention and control of hunger, colds, and diseases, people's awareness was raised, and measures to protect livestock were actively taken. The prevention of epidemics on cattle and poultry has been paid attention to, direct and zoning of the epidemic to minimize damage, create conditions for stability and development of farming.

Localities actively implement afforestation in a multi-purpose direction; by the end of 2020, the newly planted area is estimated at 5,400 hectares (in the 2016-2020 period, the newly planted area will reach 36,121 hectares, equaling 124.5% of the target The project title), the area of intensive afforestation reaches 75% of the total afforestation area, the rate of afforestation after planting reaches over 80%. Forest coverage rate is estimated at 56.01%, equal to 100% of the Scheme and the session's goals. Production afforestation has gradually shifted from extensive farming to intensive farming, from producing small trees to large trees; Currently, there is 5,730 ha of FSC certified plantation forest. To continue developing non-timber forest products combined with sustainable and sustainable forest protection and development and climate change response.

The program of building a new countryside has gathered the strength of solidarity, mobilizing the whole political system, organizations, businesses, and the entire people. Rural infrastructure has been gradually synchronized; up to now, 100% of communes have asphalt or concrete roads to the commune center, creating the right trade conditions. The system of irrigation works has primarily ensured the initiative of watering the entire rice area; rural electricity system is interested in investing; schools at all levels are step by step completed with national-standard facilities and teaching equipment; rural environmental sanitation has been gradually improved; Rural people's living standards have been markedly improved. By the end of 2020, it is expected that 54 communes will complete the construction of new countryside, equal to 108% of the project's target, and the congress goal (50 communes), the average criteria will reach 15 criteria/commune. 

After five years of implementation, the scheme on restructuring the agricultural sector in Lao Cai province has contributed to improving rural people's living standards. The rate of low households rapidly decreasing, the average income of farmers, the village reaches 30 million VND/person/year; the rate of low-income families decreases from 5 - 6%/year. At the same time, it will change people's perceptions of production development towards intensive investment, improving productivity, quality, and efficiency, to step by step from concentrated cultivation and husbandry zones towards commodity production. Along with that, safe production and product quality improvement are concerned, emphasizing the supply of input materials to the organization of production towards food safety. From there, step by step improves productivity, quality, product value, and production efficiency./.
