Lao Cai: Developing basic information systems to meet mission requirements in the new situation

Over the years, Lao Cai has always identified basic information as an important part of propaganda work of the Party, State and the whole political system. With the interest in developing the basic information system, it has brought practical efficiency in the provision of information, serving the needs of accessing essential information of the people in the province.

Lao Cai is a mountainous border province with 25 ethnic groups distributed and residing in 09 districts, towns and cities. In recent years, the basic information work has been invested and developed by Lao Cai. Currently, Lao Cai has 03 press agencies (Lao Cai Newspaper, Lao Cai Radio and Television Station, Phansipang Magazine), 29 news bulletins of departments, agencies and branches, 09 radio and television stations at district level (now the Center for Culture, Sports and Communication), 100% of communes, wards and townships have radio stations with 152 television stations. commune bar, including 2,904 speaker clusters/1,677 villages, residential groups, 1,231 public bulletin boards, 20 communes and wards with electronic information pages, 99 bookcases, 65 reading rooms at the communal cultural houses, wards, etc. There are 126 commune cultural post offices serving reading books and magazines, along with 7,122 reporters and propagandists at all levels to meet the propaganda work at the grassroots level. In addition, basic information and propaganda work is also implemented through other types of media, such as e-newspapers, e-portals, Fanpages of departments, branches, Zalo application, etc. People's need to access and enjoy information is increasing day by day. In 2019 and 2020, Lao Cai has supported 1,260 televisions and 1,225 radios for poor households belonging to ethnic minorities; poor households in extremely difficult communes, villages and hamlets in the province, with a budget of 6,896.2 million VND. At the same time, supporting listening and viewing devices for 30 poor households in ethnic minority areas in Lao Cai province with a budget of 180 million VND from the “Central Fund for the Poor”. The support and donation of listening and viewing devices to poor households in ethnic minority areas is a practical and meaningful activity that helps families have conditions to timely access information on guidelines, policies of the Party, laws of the State, as well as information on culture, society, science and technology, socio-economic development of the locality.

The loudspeaker system has become an indispensable means of propaganda at the unit.

The promotion of the application of information technology, post and telecommunications in basic information activities is also concerned by the province to deploy synchronously to the unit. Currently, in the province, there are 152 commune-level radio stations, of which 144 stations use FM radio technology (wireless radio stations), 08 radio stations applying information technology - telecommunications (IT) -VT), 91 speaker clusters applying IT-VT. Broadcasting using IT - VT is the form of broadcasting of the present and the future, an inevitable trend of the industrial revolution 4.0. The application of commune radio stations according to ICT in the province has contributed to modernizing propaganda work, demonstrating the role of a bridge to provide accurate and practical information, contributing to raising awareness of the public. The people, ensure political security, stability, social order and safety, and promote the socio-economic development of the locality. 

In recent years, the work of training, fostering and coaching has always been interested by the province, departments, divisions, branches in the province have based on their assigned functions and tasks to organize training classes, fostering professional skills for propaganda officers as well as information and communication officers at basic level. From 2017 to now, Lao Cai has organized nearly 150 training and fostering courses on propaganda and mass mobilization, strengthening professional skills for basic information and communication staff. The works of training, fostering are organized regularly, for those who carry out information and propaganda work at the basic level, to meet the requirements of improving information and communication skills for local officials. The trainees are fully and clearly aware of the mission of basic information and communication; and improve their professional capacity. Along with that, Lao Cai has issued many management documents and propaganda guidelines for the local basic information system to ensure quality, and promptly provide information to a large number of cadres, party members and people.

The close combination of the media with technical facilities, cultural and information institutions at the existing grassroots has contributed to Lao Cai's good implementation of information work at the grassroots in recent yearsHowever, in the context of increasingly modern society, basic information needs to drastically innovate its contents, forms and modes of operation to improve propaganda effectiveness, meet the requirements of political tasks and practical information needs of the people. With the purpose of renewing technology and the methods of supply, management, operation of the basic information system, forming a database of basic information from the provincial levels, ensuring proactive and timely provision of essential information to the people, period 2022-2025, Lao Cai will build the system of information source for centrally managing and providing essential information to the underlying information system; strive to 2025, 100% of essential information disseminated to the people will be provided on the source information system for information and propaganda work at grassroots level; 80% of communes, wards and townships in the province have FM radio stations invested in converting to broadcasting and applying information and telecommunications technology; 100% of district-level Culture, Sports and Media Centers have modernized technical equipment, digitized the production of multimedia content; 100% of districts, towns and cities under the province have large public electronic message boards (LED screens, LCD screens) connected to the provincial information system.

Taking care of basic information development is a regular and important task of the whole political system from the central to grassroots levels. Basic information work that is well implemented, will ensure to provide adequate and timely information and knowledge necessary for people's working life, production and business, and at the same time actively fight, refute false, malicious and distorting information, contributing to strengthening solidarity and consensus from the grassroots, contributing to the general socio-economic development of Lao Cai province.
